This position is assigned to the Office of Community Planning and Development (CPD), Office of Block Grant Assistance. The Office of Community Planning and Development (CPD) seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate income persons. The primary means towards this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. CPD seeks to encourage empowerment of local residents by helping to give them a voice in the future of their neighborhoods; stimulate the creation of community based organizations; and enhance the management skills of existing organizations so they can achieve greater production capacity.



As a Community Planning and Development Representative, you will:

* Research and advise CPD senior level staff on policy, management resources and procedural requirements to be followed in carrying out HUD's program responsibilities.
* Provide support and assistance to grantees, field offices and the public in meeting their community development needs, by providing oral and written guidance concerning interpretation of program policies and procedures, regulations and other technical materials.
* Develop guidance on program operations, reporting requirements and use of the related information systems.
* Research and analyze problems or issues concerning program requirements, and develop recommendations for solutions.
* Prepare training, materials, briefings and other report materials to HUD staff.
* Develop and implement program goals and objectives as they relate to the achievement of the management plan objectives for the various CPD programs.
* Monitor and evaluate CPD program performance, including use of HUD's information technology systems.
* Provide recommendations to CPD senior level staff to eliminate audits findings, improve program performance, and develop policy or procedural changes to enhance program performance or operations.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:

Applicant must have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.



To qualify for the GS-09 level, you must have at least one of the following:

*
Have at least one year of experience working with the implementation of the CDBG Program at the local or State level or experience working with a nonprofit or for profit organization, public interest group or in another capacity directly related to the CDBG Program; some experience with the Neighborhood Stabilization Program (NSP); AND at least one full year of experience (equivalent to the GS-07 level of Federal Service) that demonstrates comprehensive experience in at least three of the following programs: 1) Community Development Block Grant (CDBG); 2) Shelter Plus Care (S&C); 3) Supportive Housing Program; 4) Section 8 Moderate Rehabilitation Single Room Occupancy (SRO) Program; 5) Brownfield's Economic Development Initiative (BEDI); 6) Empowerment Zones/renewal communities; 7) Congressional Grants; 8) Rural Housing and Economic Development; 9) Self-Help Homeownership Opportunity Program (SHOP); 10) Housing Opportunities for Persons With AIDS (HOPWA); 11) HOME; or 12) Section 108 loan guarantee program; AND; experience analyzing programmatic or procedural materials; experience interpreting and modifying regulations, notices, guidance materials; and the ability to communicate orally and in writing. OR

Possess a Masters or equivalent degree or two full years of progressively higher graduate education leading to such a degree or LL.B. or JD, if related (see below). OR
*
Possess a combination of a percentage of the specialized experience and a percentage of the education that when added together they equal 100 percent of the required qualification.

To qualify for the GS-11 level, you must have at least one of the following:

Education at an accredited college or university may be substituted for experience at the levels provided above if it demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. HOW YOU WILL BE EVALUATED:
