Organizational Overview:
3CDC is a private, non-profit, full-service, real estate development and finance organization focused on revitalizing Cincinnati’s urban core in partnership with the City of Cincinnati and the Cincinnati corporate community.  3CDC’s work is specifically focused on the Central Business District and in the Over-the-Rhine neighborhood.  3CDC invests in and develops residential, office and retail properties, parking facilities and civic spaces.  3CDC also manages multiple real estate assets and provides event production services and management for two major civic spaces-Fountain Square and Washington Park.  With an annual operating budget of $6.2 million, 3CDC has a staff of 60 full time and 70 part-time employees engaged in real estate development, asset management, event production, civic space operations, marketing, public relations, fundraising, finance and accounting.  To date, 3CDC has invested in real estate projects totaling over $850 million.  In addition, 3CDC manages 22 assets with annual operating revenues totaling $20 million. 
3CDC also manages The Cincinnati Equity Fund and the Cincinnati New Markets Fund (the Funds). These investment funds, totaling $155 million, provide necessary financial capital to 3CDC’s development projects.
Position Summary:
The Vice President and Chief Financial Officer (CFO) has the overall responsibility for the financial and administrative functions of the organization.  The CFO’s broad responsibilities include budget development and management, accounting and reporting, audit management and oversight, internal controls, tax compliance, capital management, loan portfolio management, real estate finance and underwriting, human resources, risk management, information technology and administrative functions.  Approximately 20 staff positions are dedicated to support 3CDC’s finance and administrative functions.  The CFO will work directly with the CEO and the Executive Vice President of Development (EVP) in structuring the organization’s strategic direction as well as annual work plans and budgets.

Position Responsibilities:
The position’s responsibilities include, but are not necessarily limited to:
• Developing and managing the operating budgets for 3CDC, CEF I and CEF II and CNMF (and related subsidiaries)
• In conjunction with the asset management staff, developing and maintaining operating budgets for 3CDC held assets
• In conjunction with the development staff, developing and implementing (including draws/payment processes) financing structures for real estate projects
• Establishing accounting and reporting procedures for 3CDC and the Funds’ operating budgets as well as for the 3CDC-held assets
• Overseeing loan servicing and management for the Funds’ portfolio including risk analysis
• Establishing performance metrics for 3CDC investments
• Managing the audit functions for 3CDC and the Funds
• Procuring and maintaining information technology that will provide for efficient financial transactions and reporting
• Managing 3CDC’s human resource functions to ensure effective recruitment of talent, employee well-being and fair and accurate evaluation of performance
• Developing and implementing procedures for ensuring compliance with IRS regulations pertaining to 3CDC’s 501(c)3 tax status and for-profit Funds
• Overseeing 3CDC’s risk management functions
• Supporting CEO and EVP in structuring real estate transactions and in the management of capital resources
Position Qualifications:
• Demonstrated skills and knowledge of accounting, budgeting, real estate finance, internal controls and administrative functions 
• Strong research skills related to technical issues on transactions in terms of the internal revenue code and/or generally accepted accounting principles
• Demonstrated ability to gain a strong working knowledge of 3CDC’s mission and ongoing development activities and to effectively articulate such activities in a verbal and written form
• Strong attention to detail and excellent organizational skills and work habits
• Solid time management skills; ability to handle multiple projects, meet deadlines, and function independently and efficiently in a fast-paced environment
• Experience in problem solving with ability to recognize issues and deal with them directly
• Personable, positive, and enthusiastic attitude with capability to deal effectively with people (both internal and external)
• Excellent oral and written communications skills
• Ability to work in a team setting supporting several people
• Ability to make formal presentations in Board of Directors and Committee meetings
Work Experience and Educational Requirements:
• Minimum of 8 years of directly related experience in a leadership position within a public or private organization in accounting and finance
• Both public accounting and private company experience preferred
• Active CPA license
• Bachelors Degree (or equivalent) from an accredited college or university in accounting or related degree program is preferred
• Graduate degree in a similar field is desired

Main Function:  The Director of Health Homes will lead the Health Homes staff and manage the reporting process for all Leads.  S/he will be responsible for developing and enhancing the operating system of the Health Homes department.   S/he will provide direct management oversight on data tracking and reporting for Health Home. S/he is responsible to assure that the department achieves the Health Home standards, and ensure compliance with CMS and in concert with the organization's policies and procedures.

Responsibilities:
Department Management
  • Administers day to day operations in order to meet goals and objectives of the Health Home department.  
  • Provides administrative support to the Director of Clinical Services, support staff and outreach team. Coaches and mentors supervised staff to improve overall departmental performances.   
  • Directly supervises Assistant Director of Health Homes and Outreach and Intake Supervisor. Evaluates HH staff work performance based on core competencies, goal and objectives for the department.
  • Monitors HH overall census in order to achieve financial goal and objectives. Attend quarterly variance meeting with Fiscal Director.   
  • Performs ongoing oversight of all HH database and interface with lead health homes to address any specific issues related with the lead’s database.
  • Creates and revises all policy and procedure manual and train all HH staff on all revisions of the manual.
  • Completes required monthly reports, quarterly reports and capacity sheets. 
Quality Assurance and Continuous Quality Improvement
  • Collaborates with the Director of Clinical Services to ensure that all HH staff meet the required deadline to enter documentation in all databases in a timely manner.
  • Continuously improves  Health Home operational/tracking systems, processes and policies in support of the organization’s mission specifically, support better management reporting, information flow internally and externally, and staff reporting and data entry effectiveness.
  • Collaborates with the Director of Clinical Services to recruit and hire qualified candidates for the HH Department.
  • Performs annual reviews on all policies and procedures including HH, HIT, program, CQI/QA.
  • Develops functional systems to improve client satisfaction on the delivery of quality HH services. 
Fiscal and Data Management
  • Provides direct management oversight on all care management technology systems.  .
  • Delivers all required reports to the Health Home leads.  
  • Collaborates with the Fiscal Director to develop annual budget and monitor monthly variances. 
  • Maintains constant communication with the Biller and improves infrastructure to minimize billing disruption.
Lead Health Home Partnerships and Business Development
  • Participates in external HH meetings and Health Information Technology committees.
  • Devises marketing strategy to improve community awareness about the organization HH services.
  • Enhances and develops partnership with Health Home leads, contract managers and MCOs. 
  • Represents DCS at public forums, events and community meetings, and with funders and government entities.
  • Analyzes DCS Health Homes in relation to development and implementation of HH policies and DSRIP changes by the state. Provides training to HH staff as new processes are implemented.
Organizational Leadership
  • Attends all internal management meeting including operations, CQI/QA committee and PMT meetings.
  • Works in partnership with leadership to develop and implement organizational strategies, policies and practices.
Other responsibilities as assigned.
Qualifications:
Master’s degree in Social Work (license required), Business Administration, Public Administration or in Public Health, with at least two years of managerial experience in a clinical setting.   Incumbent must have a solid experience in managing and motivating staff to increase efficiency.    Experience in providing services to culturally/racially diverse communities and families; excellent communication, organizational and time management skills; exceptional interpersonal skills   Language proficiency in Haitian Kreyol or Spanish a plus.  The incumbent is able to work collaboratively in a team setting.  Strong computer literacy skills in Microsoft Office, care management software, and online health home tracking and billing systems.

Wauconda, Il (13,603), a non-home rule community located in Lake County, Illinois, approximately 45 miles northwest of Chicago, seeks a public finance executive to serve as its Finance Director. The Village has an April 30, 2015 Budget of $15.4 million and has 70 full-time employees, of which more than two-thirds are police and public works. 
The Finance Director supervises three full-time and two part-time positions. 
The Finance Director is an integral part of the executive management team participating in key decisions regarding economic development, strategic planning, long and short term revenue and expenditure strategies, budget development and administration, and all policies affecting the overall fiscal health of the Village. 
Candidates must have a bachelor’s degree in finance, public policy, public administration, business, or a related field. A CPA and/or master’s degree in public policy, public administration, finance or business administration is a plus. 
Candidates must have at least four years of increasingly responsible experience in executive-level financial administration in the public sector. The successful candidate will be a highly collaborative, experienced executive with a proven track record in progressive fiscal management, with the ability to work closely with elected and appointed officials and department heads on the City’s financial strategies.
