In April 2015, Mayor Bill de Blasio released One New York: The Plan for a Strong and Just City (OneNYC), which provides the Mayor's Office of Recovery and Resiliency (ORR) the mission to strengthen social and economic resiliency; upgrade buildings; adapt the region's infrastructure systems; and enhance the city's coastal defenses in response to the evolving risks associated with climate change and other 21st century threats.OneNYC builds off of prior climate resiliency plans,including A Stronger, More Resilient New York released in 2013 that laid out a strategy for (1)rebuilding and making stronger those neighborhoods hardest hit by Hurricane Sandy and (2) improving the City's infrastructure to ensure greater resiliency in the face of future climate change impacts.

JOB RESPONSIBILITIES:
 
The Policy Advisor is a key member of ORR's Social and Economic Resiliency team which develops and implements initiatives to ensure that every city neighborhood will be safer by strengthening community, social, and economic resiliency. This position reports to the Deputy Director for Social and Economic Resiliency. This individual will play a critical role in the team by coordinating a variety of multi-stakeholder initiatives and projects and ensuring timely delivery of program goals and outcomes. The Policy Advisor will also work closely and collaboratively with staff across multiple agencies to effectively promote ORR's program implementation and policy strategies to critical stakeholders to achieve desired outcomes.

Responsibilities may include, but are not limited to:
  • Assist in defining, coordinating, planning and implementing initiatives of the Social and Economic Resiliency team;
  • Coordinate, manage and support key projects (agency, inter-agency and otherwise) that increase overall city efficiency, collaboration, and consistency of policy recommendations;
  • Assist in analyzing legislation and developing appropriate recommendations;
  • Quantitatively and qualitatively assess policies and initiatives on an ongoing basis in order to formulate positions for the Administration;
  • Originate and/or oversee the generation of project-related documents including schedules, project plans, presentations, meeting agendas, minutes, status reports, etc.;
  • Foster relationships with civic groups, community boards, community-based organizations, staff in other government agencies and other partners to develop and sustain positive relationships and networks;
  • Work to gather information, opinions and attitudes, identify stakeholder needs; provide interpretation and clarification, develop response options; and generate cooperation and buy-in to policy and programmatic initiatives;
  • Represent the Mayor's Office at meetings with stakeholders, and in public forums, conferences, and other relevant events;
  • Support public engagement efforts, including assisting in organizing meetings with internal and external partners in government, and relevant community groups (occasionally in the evenings);
  • Identify, address and mitigate stakeholder issues and concerns by developing creative solutions to evolving community relations issues;
  • Assist with and make recommendations on special projects as needed.
SKILLS AND QUALIFICATIONS:
  • A bachelor's degree with 3 to 5 years of full-time professional experience in a relevant field;
  • A background in urban planning, community planning, emergency preparedness and recovery planning, or policy advocacy is critical, and experience with legislative and/or intergovernmental affairs is desirable;
  • Excellent communication, writing, research, task and information management, analytical, interpersonal, and organizational skills, with ability to problem solve and pay close attention to detail;
  • Ability to communicate policy, directives, initiatives, etc. in a highly engaging and enthusiastic manner
  • Ability to complete work independently with broadly defined work objectives, while adhering to targeted deadlines;
  • Ability to interface with senior level management and to work as part of a team environment;
  • An understanding of issues relating to climate change and adaptation planning in a large urban setting and/or the interplay of climate resiliency, the built environment, urban planning and economic development;
  • Demonstrated experience with building relationships with government and community stakeholders and in coordinating projects involving multiple constituents;
  • Prior government work experience or knowledge of New York City's governmental structure and policy context, and a firm grasp on local politics and issues;
  • Prior experience in emergency preparedness and management, business continuity or COOP planning, and/or disaster recovery planning is a plus;
  • Fluency in a second language is a plus;
  • Willingness to travel or work after hours, as required.

Under general supervision, the Associate Planner performs professional and technical work pertaining to the City’s current and long range planning projects and activities.

The Associate Planner reviews commercial and residential development plans for consistency with the general plan, zoning ordinance, local coastal program and other state and local ordinances and regulations; processes development applications including coastal development permits, conditional use permits, tentative maps and lot line adjustments; conducts environmental review pursuant to the California Environmental Quality Act (CEQA); prepares and presents detailed staff reports for Planning Commission and City Council; prepares studies and analyses; answers questions regarding various planning issues at the public counter and on the telephone; processes zone text and map amendments, local coastal program amendments and general plan amendments, which includes staffing public workshops; attends and/or conducts meetings with the public regarding specific development projects and/or planning issues; conducts site visits to determine environmental constraints of parcels; manages/oversees environmental consultant’s preparation of various studies and plans; assists with training of new employees; and performs other duties as assigned.

Knowledge and Skills: In order to adequately accomplish the tasks assigned to this position, the Associate Planner should have a complete working knowledge of urban planning principles and practices, including extensive working knowledge of municipal and state planning, zoning, subdivision, and conservation laws, as well as the California Environmental Quality Act (CEQA), site design and development review. Direct knowledge of planning in coastal jurisdictions, especially in California, is highly desirable. Excellent written and verbal communication skills are essential.

Education and Experience: Candidates must have graduated from an accredited four-year college or university with major coursework in urban planning, community development or public administration or a related field and two (2) years of professional planning experience. Licenses and Certifications: AICP – American Institute of Certified Planners certification is desirable. Possession at all times, of a valid California Class C Driver License and a satisfactory driving record.

POSITION SUMMARY:
The Principal Planner performs a full array of duties which includes managing, coordinating and directing the City’s major planning efforts, including leading the design review functions, supervising and participating in advanced, highly-complex planning activities for the Planning Division, current planning, and long range planning. Texas A&M’s TCWP program (tcwp.tamu.edu) and Texas Sea Grant (texasseagrant.org) are implementing several innovative and participatory planning projects that will shape how communities on the coast plan for conservation and prepare for natural hazards. We are looking for an energetic and skilled candidate to lead and manage projects that support communities by aligning state, federal, and university planning resources with community planning priorities. This is part of a FEMA-funded opportunity that seeks to integrate hazard mitigation on Texas Gulf Coast with long-term planning and development, and will be a remarkable opportunity to work in communities across Texas.  
Stakeholder engagement across the coast and beyond will be critical, and the Coordinator will be responsible for facilitation-process design and outreach activities for local officials, agency staff, and stakeholders. Experience with planning research and methods, plan development, community outreach materials, and report writing will be important for this position. Specialized knowledge of land development, comprehensive urban planning, land conservation practices, and coastal hazards will be very beneficial. 
Salary: $46,000-$57,000 per year, commensurate.

This position partners with academic, municipal, and non-governmental organizations to achieve the goals and objectives of Texas Sea Grant’s 2014-2017 Strategic Plan in the areas of Healthy Coastal Ecosystems and Resilient Communities and Economies.
The Specialist serves as a subject matter expert by staying up-to-date on best practices from planning practice as well as relevant research being conducted in planning and related fields. This information is disseminated through the development of outreach tools and by providing technical assistance to communities. The Specialist also has an opportunity to conduct independent research in his or her area of interest provided that it addresses knowledge needs in Texas coastal communities.
The Coastal Bend portion of the Texas Coast is experiencing both demographic and environmental changes that many communities are attempting to plan for but currently lack capacity. To assist these communities, the Coastal Planning Specialist will be housed at the Texas Sea Grant office located on the Texas A&M – Corpus Christi campus but would have statewide programmatic responsibility and will be able to leverage the presence Texas Sea Grant has in several communities up and down the Texas Coast.

The Nature Conservancy is the leading conservation organization working to make a positive impact around the world in more than 35 countries, all 50 United States, and your backyard. Founded in 1951, the mission of The Nature Conservancy is to conserve the lands and waters on which all life depends.
The Community Resilience Associate will help build a regional framework for resilience within and across coastal and inland municipalities through planning, policy, and projects that reduces risks from natural hazards and climate change.  The position will require extensive community-based engagement, partnership building, land use policy reviews, green/natural infrastructure project design, and on-call support for municipalities and regional organizations within New London County, Connecticut.  This position is a key addition to a highly effective team engaged with coastal resilience on local, state, national, and international platforms since 2007.  This is a one-year term position commencing upon hire date.  
Essential functions for this position include all of the following:
  • Advances and strengthens working relationships with priority municipalities, Council of Governments, and a broad array of stakeholders on behalf of the Conservancy’s Coastal Resilience Network and North American Urban Program;
  • Supports development of resilient practices, policy, and projects via community-driven workshops and design charrettes;
  • Gathers and synthesizes geospatial data relating to watershed hazard risks/strengths and green/natural infrastructure projects;
  • Reviews and develops local land use policy suggestions to improve resilience;
  • Conducts field visits and site reviews with partners at the municipal and regional scale;
  • Provides on-call services to priority municipalities on resiliency and hazard issues.
Minimum Qualifications
  • Bachelor’s degree in science-related field and 2 year related experience or equivalent combination of education and experience.
  • Experience with community outreach and workshops.
  • Experience in local land use policy review and interpretation.
  • Experience utilizing GIS software and data for geospatial analysis and product development for diversity audiences.
  • Experience conducting field visits and site reviews of coastlines and waterways with engineers, designers, and planners.
  • Experience managing databases and producing reports.
  • Experience coordinating multiple projects and managing timeframes.
  • Experience working with Microsoft Office Suite software. 
Preferred Qualifications
  • Knowledge of coastal systems, freshwater ecology, and resource management concepts in the context of risk reduction, hazard mitigation, and resilience at the local to regional scales.
  • Experience in municipal-based planning and innovative land use policy applications.
  • Background in environmental/landscape design – particularly green/natural infrastructure projects.
  • Solid GIS background and proven product development, including ability to utilize data and analytical tools and applications. Analyzing, manipulating, and interpreting data, including statistics.
  • Database management skills including creation of map products and report production.
  • Completing tasks independently with respect to timeline(s).
  • Working knowledge of common software applications (e.g. Word, Excel, Web browsers) as well as project conceptual design software programs. 
  • Communicating clearly via written, spoken, and graphical means in English and other relevant languages.
  • Ability to understand program budget development and monitoring – successful grant writing background.
  • Ability to interpret guidelines and evaluate information and adapt accordingly.
