East Portland Action Plan Coordinator - City of Portland, OR

Who: City of Portland, Office of Community and Civic Life.
East Portland houses the largest populations of ethnic-streams, immigrants and refugees in the City. Approximately 40% of East Portlanders identify as a person of color of which more than 25% immigrated here. More than 50%* of East Portland's population is rent burdened; meaning the household spends more than 30% of its income on housing. Twenty-eight percent of the population and 40% of the City's children live in East Portland, which represents 20% of the City's landmass. As such the East Portland Action Plan (EPAP) emerged through efforts by the City and the County to address the issues faced by East Portlanders.

This is a one of a kind program within the City of Portland with a unique governance structure that is grounded in a consensus-based decision-making model. Much of the success EPAP has experienced in their advocacy efforts is based on collective decision making to advance the 268 action items. The EPAP group of advocates is charged with providing leadership and guidance to implement the East Portland Action Plan, a guide for improving livability and prevent involuntary displacement in outer East Portland, as adopted by Portland City Council in February of 2009. The guide consists of community identified strategies to increase the allocation of resources in East Portland. The EPAP Coordinator (II) serves as the centralized hub that connects the multiple spokes of Action Plan advocacy.

What: The Program and the Advocates engaged with it value collaboration, inclusion, and flexibility. The Coordinator (II) receives program direction about implementation of the Action Plan from the community-led committees. This position is co-located with the East Portland Community Office (EPCO). EPCO values and respects EPAP governance structure and works collaboratively to advance the EPAP workplan for the implementation of the Action Plan. The EPAP Coordinator (II) is supervised by the EPCO Coordinator.

Texas A&M’s TCWP program (tcwp.tamu.edu) and Texas Sea Grant (texasseagrant.org) are implementing several innovative and participatory planning projects that will shape how communities on the coast plan for conservation and prepare for natural hazards. We are looking for an energetic and skilled candidate to lead and manage projects that support communities by aligning state, federal, and university planning resources with community planning priorities. This is part of a FEMA-funded opportunity that seeks to integrate hazard mitigation on Texas Gulf Coast with long-term planning and development, and will be a remarkable opportunity to work in communities across Texas.  
Stakeholder engagement across the coast and beyond will be critical, and the Coordinator will be responsible for facilitation-process design and outreach activities for local officials, agency staff, and stakeholders. Experience with planning research and methods, plan development, community outreach materials, and report writing will be important for this position. Specialized knowledge of land development, comprehensive urban planning, land conservation practices, and coastal hazards will be very beneficial. 
Salary: $46,000-$57,000 per year, commensurate.

Major Essential Duties: 
  • Stakeholder Process Design & Facilitation. Apply principles of collaborative planning, stakeholder engagement and meeting facilitation to the development of a planning program for local and state officials, staff, and stakeholders; Implement outreach programming and meetings in multiple rural and urban communities; apply meeting and facilitation outcomes towards the achievement of project goals; Identify and develop for implementation appropriate outreach methods for a variety of stakeholder groups; sustain and develop contacts after meetings for long-term program engagement; identify appropriate planning strategies and practices (municipal regulations, conservation practices, development BMPs) based on priorities and interests determined through meetings and workshops.
  • Program Development Activities. Collaborate with project managers and contribute directly towards the strategic development of programs; coordinate program activities with other project managers; identify opportunities to align state, federal, and university resources with the planning priorities and needs of communities ;
  • Community Planning Workshops. Coordinate logistics and resources for public workshops and stakeholder meetings; Attend workshops and public meetings outside of usual business hours; Facilitate a variety of meeting types including focus groups and community-wide meetings;  Some travel required.
Required Education: Master’s degree  (or Bachelor’s with appropriate experience)
Preferred Education: Master’s degree in Urban Planning or closely aligned degree in Public Affairs or Environmental Resources/Management.
Required Experience: Three years of experience in program management or related planning project work
Preferred Experience: Four or more years of experience with project management in urban planning, natural resource management, or closely related fields of work; development of plans and local strategies in partnership with local stakeholders; Experience with stakeholder process design and implementation; Creation of planning related outreach materials for the public, officials, or project stakeholders.

Director of Participatory Planning, Hester Street Collaborative, Inc. - New York City, New York

Director of Participatory Planning

Hester Street Collaborative (HSC) is a dynamic, non-profit, community planning, design and development organization that provides technical assistance and capacity building to low-income communities and community-based organizations throughout New York City and, increasingly, nationwide. We provide residents with the tools and resources they most need to shape their physical environment. Our goal is the development of more equitable, sustainable, healthy and resilient neighborhoods where local residents lead the way. HSC seeks an experienced planning professional to help plan and implement community-driven planning, design and development projects in New York and nationwide.
This is an exciting opportunity for an experienced professional with well-developed technical skills, experience working in communities, who is passionate about equitable development to join the senior staff of a growing organization.
Job Responsibilities:
    • Manage all aspects of multiple participatory planning projects inside and outside of NYC;
    • Collaborate with community-based organization partners on project development;
    • Gather and analyze area-wide and site-specific data, create community profiles and maps;
    • Facilitate community planning and design workshops, and train workshop facilitators;
    • Work with HSC design team to develop innovative community engagement tools;
    • Work closely with architects, designers, public health experts and other consultants to ensure timely & high quality completion of tasks;
    • Draft comprehensive reports and develop recommendations;
    • Move projects from planning to implementation;
    • Identify new project opportunities – both in terms of partnerships and funding;
    • Coordinate and ensure timely completion of RFP responses;
    • Research, identify & prepare funding proposals & reports for funders;
    • Manage a team of 1-4 Project Managers and Interns;
    • Work together with Senior Management team to plan and manage organizational growth and development;

Qualifications:
    • Master's degree in Urban Planning, Architecture, Urban Design or related field;
    • 6-8 years of planning and/or development experience on large and small-scale projects, significant experience working in low-income communities or with community-based organizations;
    • Excellent communication, writing and analytical abilities and strong interpersonal skills – experience working with low-income communities, immigrant communities and other communities of color;
    • Experience effectively managing project teams, including staff and interns, and outside consultants;
    • Expert data collection and analysis skills – neighborhood profiles, community needs assessments, SWOT analyses, precedent studies, etc.;
    • Experience in proposal and grant writing;
    • Ability to think big while also meeting deadlines and paying close attention to details;
    • Dynamic team leader who is passionate about community-driven planning and/or design, equitable development and resiliency;
    • Ability to develop and track project budgets, real estate finance knowledge and experience a big plus;
    • Proficiency in InDesign, Adobe Creative Suite, GIS, a plus;
    • Multiple language skills (Spanish, Chinese, Arabic, etc.) preferred.
