The Community Planning and Building Director reports to the City Administrator and has responsibility for leading, managing and overseeing the activities and operations of the Department including planning, building inspection, and code enforcement programs and services. THE POSITION
Under general direction, the Building Official plans, organizes, oversees, coordinates and reviews the work of technical and administrative staff performing difficult and complex support related to all programs and activities of the Building Division; administers Building Code activities; manages the effective use of the Town’s permit processing, plans examination, building inspection, and code compliance resources to improve organizational productivity and customer service; functions as the designated Americans with Disability Act (ADA) compliance coordinator; provides highly complex and responsible support to the Community Development Director in areas of expertise; and performs related work as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES*:
  • Plans, manages and oversees the daily functions, operations and activities of the Building Division, including building inspection, plans examination, permit processing and code compliance.
  • Manages and participates in the development and implementation of goals, objectives, policies and priorities for the division; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Develops and standardizes procedures and methods to improve the efficiency and effectiveness of building inspection, plans examination and permit processing services and activities.
  • Performs preliminary review of projects submitted to the Design Review Committee and Planning Commission; performs site inspections of construction projects to ensure compliance with federal, state, and local construction codes; works closely with other departments in addressing Town construction projects and code interpretations.
  • Issues Certificates of Occupancy for new construction; addresses building appeals relating to Town codes and ordinances; reviews alternate materials and methods of construction and unreasonable hardship requests; oversees special inspection and structural observations programs.
  • Manages and participates in the development and administration of, and oversees, the division budget.
  • Participates in the selection, trains, motivates and evaluates assigned personnel.
  • Develops and reviews staff reports; presents reports to the Town Council, commissions, committees and boards.
  • Serves as source of information for developers, engineers, property owners and contractors regarding Building Code and Town construction regulations.
LICENSE OR CERTIFICATE: 
  • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
  • Certifications as a Building Official, Plans Examiner, and Accessibility Inspector by the International Code Council.

Flint is a city poised and ready for transformation. After decades of economic and population decline (> 100,000 in population), Flint is committed to forging innovation and creativity into a city of new opportunity, vitality, and livability. The adopted Master Plan is Flint’s roadmap to achieving this vision. The Department of Planning and Development has been recently re-organized to include the Divisions of: Building & Safety Inspections, Blight Elimination & Neighborhood Stabilization, Community & Economic Development, Zoning & Case Management, Planning, and Parks & Recreation to more effectively implement the Master Plan. As a result, the staff consisting of 24 FTE and 2 PT employees has been able to leverage very limited resources to further 118 projects and strategies outlined in the Master Plan last year.
Position Summary
Under the supervision of the City Administrator, the Director of Planning & Development is responsible for ensuring the public safety, health, and well-being of Flint’s residents, businesses and visitors through targeted investment and rational, well-designed and physically integrated land use and development that advances economic prosperity, eliminates blight and stabilizes neighborhoods, protects the environment, and promotes a better quality of life in the City. The Director exercises general supervision over professional, technical, and clerical positions within the Planning & Development Department.
Essential job functions include, but are not limited to:
  • Develop   and   direct   departmental   goals,   objectives,   policies,   and   priorities   and   the corresponding budget;
  • Oversee building and safety inspection services, housing regulations, and permit processing;
  • Create and implement comprehensive property disposition polices;
  • Direct the management of the City’s parks and recreational facilities;
    • Serve as the principal advisor to the City on economic and community development issues and allocation of CDBG resources;
    • Prepare and recommend long-range plans for City services and programs;
      • Direct  code  enforcement,  blight  elimination,  and  neighborhood  stabilization  program  and services; and
      • Develop specific proposals for action on current and future City development needs.
The Director has a responsibility to evaluate, develop, and implement necessary changes to improve the coordinated efforts between City divisions to expedite planning and building projects in the City. The Director will prepare and present reports to City Council, other public agencies, and advisory bodies with respect to building services matters. The Director will meet with citizens and interest groups to discuss proposed code adoptions or revisions, new programs code applications, and administration or department policies. Most importantly, the Director will promote the mission, values, and standards of an effective public organization, particularly in the area of customer service.

The Ideal Candidate
The ideal candidate will be a fair, ethical, and decisive leader whose leadership and decisions focus on what is best for the Flint community, and who will implement organizational improvements within the Planning & Development Department to meet those objectives. The ideal candidate will establish a shared department vision, and work collaboratively and cooperatively within the department and with other City departments to establish a high quality development review services operation. The ideal candidate will also have outstanding interpersonal and communication skills, a track record of successful management, and a team oriented approach to advance the department’s goals and objectives.
An example of the education and experience which most likely demonstrates the skills, knowledge and abilities required to perform the duties include a Bachelor’s Degree in Urban Planning, Planning Administration, Public Administration or a closely related field and five to seven (5-7) years of increasingly responsible experience in managing community development programs; including three to five (3-5) years of senior administrative and management responsibility. A Master’s Degree in Public Administration, Planning, Economics, Marketing or a field relevant to the requirements of the position is highly desirable. Candidates must have experience working in ethnically diverse communities.

City of North Chicago seeks professional to provide comprehension and application of North Chicago building and property codes in a fast paced customer service oriented environment. The inspector must have the ability to enforce adopted IPMC and other adopted municipal codes with an appropriate and respectful demeanor. Excellent time management skills are essential for success at this position. Inspectors conduct physical inspections of residential, commercial, and industrial premises and structures; issuing citations for violations, initiating court complaints and providing sworn court testimony regarding violations of any building system or component, including but not limited to, structural, electrical, plumbing and mechanical. This position conducts physical inspections and re-inspections of existing property located within the City. Work involves traveling from City offices by vehicle to locations of any type located within the City for the purpose of inspecting buildings, structures or premises, and to assess the condition of such locations in relation to the code or codes enforced by the City of North Chicago. Inspections are performed in locations that include the exterior of any site, as well as the interior of any site that may be below grade, or rooms, halls, stairs, roofs, or any other structure or building component that may be located at any level or height of a structure. Code violations are noted in a medium prescribed by the Department. Work in support of inspections is performed in the City offices. Legal action is initiated by this position with the need for court or adjudication hearing testimony presented under oath. Safety equipment such as steel toed shoes are worn, as well as other safety equipment, as needed and inspection equipment such as computers, measuring device, circuit testers, smoke detector testers, and any other necessary equipment is carried by the inspector on inspections. This position requires on-call availability during non-traditional work hours to respond to emergency calls.

This position requires a high school diploma or equivalent (some college education preferred in the areas of; civil technology and/or construction management). Three years code enforcement experience or any combination of training and experience that provides the following knowledge, abilities and skills: Considerable knowledge of building construction; International Building and Property Maintenance Codes; general construction principles and practices.
