Seeking a driven, self-starter, to manage various aspects of economic development projects to ensure that the terms of development agreements and both private and public commitments are delivered upon, and that our business clients are satisfied. Assists in the resolution of challenges experienced by local businesses’ in working through City processes and procedures related to economic development incentives. Will be responsible for the development of complex reports and white papers based on research of policy and best practices relating to a myriad of subjects critical to improving the overall economic vitality of South Bend. In addition this position will also serve in a compliance capacity to ensure that proper reporting is being received from our business clients to satisfy commitments outlined in agreements, contracts, and/or leases. Innovation, creativity, high energy and problem solving are critical skills toward incumbent’s success.
SUPERVISION EXERCISED
Reporting to the Director of Economic Resources, responsible for the completion of various projects related to Economic Development projects and the service of business attraction/retention clients. This position has no direct or indirect supervisory responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
  • Works on internal interdisciplinary project teams around individual opportunities, drawing from the expertise of the Planning, Analytics, Business Development, and Neighborhood Support groups within the Department, and from outside the Department where appropriate. 
  • Analysis of real estate transactions to determine ROI, community benefits, taxation forecasting and efficacy 
  • Assist the department with land acquisition, environmental determinations, deed preparation, and closing representation 
  • Assists in the streamlining of city processes and procedures to ensure efficiency within communications 
  • Assist business clients in the procurement of goods as outlined in development agreements, contracts, lease or MOU’s 
  • Assist with dispossession of city assets inclusive of land, equipment and/or buildings 
  • Assist Business Development staff in finalizing the internal details in regards to department business attraction/expansion clients 
  • Follow up on required compliance and reporting due from businesses to ensure maintenance of benefits without emergency or distractions due to non-compliance. 
  • Assists in the implementation of workforce programs agreements designed to meet the current and future needs of local businesses. 
  • Oversees compliance and reporting functions of approved development projects with City participation.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Performs other duties and assume other responsibilities as apparent or as delegated.
QUALIFICATIONS/ EDUCATION AND/OR EXPERIENCE
  • A college degree in planning, public administration, organizational management, finance and economics or related field and five years of increasingly responsible positions in real estate and development, public housing, urban planning, urban redevelopment, community development, economic development or a similar area of work experience.
  • A graduate degree in business, public administration, urban planning, law, finance and economics or related field is preferred. 
  • High level of proficiency with Excel and Microsoft Word. SharePoint experience a plus but not required.
KNOWLEDGE, SKILLS AND ABILITIES PREFERRED 
  • Experience that demonstrates initiative, problem diagnosis, critical thinking, and proactive problem solving skills. 
  • Experience in aspects of Real estate Development inclusive of negotiations, acquisition, sales, brokerage and/or fiscal analysis of transactions. 
  • Experience with public sector procurement preferred 
  • Experience using diplomacy, and conflict resolution techniques. 
  • Experience maintaining a strong degree of confidentiality, integrity, and judgment. 
  • Interpersonal communication skills; skills to effectively communicate instructions, procedures and processes to team members and to management a team and delegate responsibilities, tasks and assignments as appropriate. 
  • Strong Project management skills 
  • Ability to work with all levels of staff and partners. 
  • Facilitation skills. 
  • Team player with the ability to work in a fast-paced and ever-changing environment. 
  • Experience in managing multiple projects simultaneously
