The City of Diamond Bar is seeking a highly motivated and experienced individual with outstanding interpersonal skills to join our team as a full-time Assistant Planner.
Under general supervision of the Senior Planner, performs journey-level professional level work in the field of current and advanced planning, provides information and assistance to developers and the public on planning related matters.

1. Assists the public at the front counter, on the phone and in writing by answering questions and providing detailed information regarding zoning, development standards and development proposals.
2. Reviews project and building permit applications for completeness and accuracy and compliance with zoning standards and design guidelines.
3. Analyzes projects and assists in preparing initial studies and Environmental Impact Reports.
4. Reviews development proposals and works with developers to reach agreement on acceptable land use and development plans consistent with the City’s values and standards for high-quality development; reviews building plans, parcel maps, and subdivision proposals for conformance with appropriate regulations, and prepares reports containing findings and recommendations. Prepares all project-related written correspondence in accordance with applicable laws, policies and customer service standards.
5. Prepares staff reports and graphic displays and makes presentations to the Planning Commission or other committees, or the City Council.
6. Confers with and advises architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards.
7. Prepares and reviews the preparation of planning materials used for public hearings.
8. Compiles and directs the compilation of data for land use studies and related field investigations.
9. Oversees, participates in, and coordinates special planning, zoning, and environmental studies; prepares reports and findings.
10. Coordinates planning activities with other City departments and with outside agencies.
Knowledge of:
Education: Equivalent to a Bachelor’s degree in Urban or Regional Planning, Architecture, or a related field.
Experience: Two years of increasingly responsible experience in urban planning. Public sector experience is highly desirable.
Special Requirements: Ability to travel to different sites and locations.
Pertinent federal, State, and local laws, codes, and regulations pertaining to general plans, housing, zoning, subdivision, building and construction, real estate, redevelopment and civil engineering; statistical principles; architectural styles, history, and design philosophies; site planning and architectural design; principles and practices of urban planning and development and historic preservation; California Environmental Quality Act (CEQA); recent developments, current literature, sources of information, and research techniques related to the field of urban planning; applicable federal and State laws and regulations; architectural and engineering drafting techniques, symbols and terminology; modern office methods, practices and technology; project management practices and techniques; public presentation methods and techniques; research and report writing practices.
Ability to:
Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions; analyze and compile technical and statistical information and prepare detailed technical reports and recommendations; check building plans for conformance with land use, architectural and zoning regulations, and suggest changes to achieve compliance; interpret planning and zoning programs to the general public; perform professional planning work with a minimum of supervision; manage project development and implementation; operate computer hardware and use word processing, spreadsheet, database and e-mail software; plan, organize and prioritize projects and tasks in order to meet program and department deadlines; make clear and persuasive presentations; analyze and solve problems;communicate effectively, either orally or in writing, with staff, City management, contractors, consultants, vendors, public officials, private representatives, community groups, and the general public.
Education: Equivalent to a Bachelor’s degree in Urban or Regional Planning, Architecture, or a related field.
Experience: Two years of increasingly responsible experience in urban planning. Public sector experience is highly desirable.
Licenses and/or Certificates: Must possess and maintain a valid Class C California driver’s license and an acceptable driving record throughout employment.
Special Requirements: Ability to travel to different sites and locations.
