Director for Environment and Natural Resources

The incumbent serves as a Policy Analyst (Trade) in the Office of Environment and Natural Resources (ENR) at the Office of the United States Trade Representative (USTR).  Provides expert assistance and advisory services to the Assistant U.S. Trade Representative (AUSTR) for ENR, and directs the development, through the interagency trade policy process, of U.S. Government policies and strategies on specific environment and natural resources matters.  Serves as an expert on a variety of complex trade agreements and multilateral environmental agreements.  Manages and directs a variety of projects regarding the development of policy positions to be taken by the U.S. on issues relating to the negotiation and administration of trade and other international agreements, particularly multilateral negotiations and environmental/natural resources issues.  Provides senior officials of the USTR trade and environmental policy advice and carries out international negotiating assignments.  Represents the U.S. Government in bilateral and multilateral meetings to explain, promote, and defend U.S. positions and policies, or to seek solutions to trade and environment matters.  Explains and defends the Administration's trade policies to both the public and the Congress.  Analyzes and develops positions on environmental legislation which would affect U.S. trade relations.  As needed, generates new theories, approaches, and methods in bilateral or multilateral trade and environment policy.  Develops responses to Congressional and White House inquiries regarding trade policy pertaining to the environment and natural resources.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.   The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:  Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.   Examples of specialized experience are:

For the GS-14: 1) Expert knowledge and experience of US trade policy pertaining to the environment and natural resources 2) Demonstrated ability to conduct trade negotiations  3) Knowledge of international trade rules as established under the World Trade Organization, international free trade agreements, including Multilateral Environmental Agreements 4) Demonstrated experience working effectively with other agencies, foreign governments, and stakeholders to implement US trade and environmental policy; 5) Demonstrated skills to effectively represent and defend positions through oral and written communications in trade negotiations, interactions with foreign governments, senior officials, and Congress or their staff.

    WHAT TO EXPECT NEXT:
