The person chosen for this position will work on a variety of projects that might include:
  • Real Estate Analysis: Financial feasibility and market analysis, highest and best use analysis, development trends analysis, needs analysis
  • Demographic & Economic Analysis: Economic development studies, Demographic trends analysis, labor/ workforce analysis, implementation strategies
  • Urban Redevelopment: Downtown revitalization, waterfront revitalization, Redevelopment potential analysis, military base reuse
  • Economic & Fiscal Impact Analysis: Fiscal and economic impact analysis, cost of land use study, impact fee analysis

The candidate must possess an understanding of the methods for conducting regional economic analysis, real estate development proformas, real estate market research, and fiscal/economic impact analysis. Expertise with data analysis and manipulation in Microsoft Excel, proficiency in Microsoft Word, and basic knowledge of Microsoft Access and PowerPoint are required. Proficiency and a working knowledge of ArcGIS and its applications are also desirable.
Qualifications 
The ideal candidate will have a minimum of a Masters degree with an academic concentration in real estate, urban studies, planning, business, or urban economics. Candidates should have at least 3-5 years of experience in planning, real estate, or related profession with some experience in real estate development economics, market analysis, financial analysis, data collection and research. Urban revitalization and redevelopment experience is desirable, as would be previous consulting experience. AICP certification is desired.
The selected candidate will be responsible for managing project tasks and should possess:
  1. sound computer and technical skills, 
  2. good organization skills, 
  3. effective written and verbal communication skills, 
  4. problem-solving skills, and 
  5. the ability to work effectively in small groups with other professionals and company principals under limited supervision.

POSITION SUMMARY:ULI is a global organization with 73 district/national councils (D/NCs) serving more than 34,000 members. The D/NCs deliver the Institute’s mission at the local level by providing members with education, networking, and opportunities to give back in the community. The District/National Council Department facilitates the exchange of information that strengthens the capacity of the Institute to deliver its mission at the local level, via its D/NCs.
In support of departmental objectives, the manager will serve as a liaison between and across the 73 D/NCs and the global headquarters, initiating, coordinating, and/or leading processes that facilitate communication about ULI’s research, expertise, and programming priorities generated by both the global headquarters office and the D/NCs.  
The manager will create and use a variety of organizing tools that connect multiple ULI departments in the global headquarters with staff/member leaders of all D/NCs. Such tools will include monthly reports, a speakers bureau, a database of resources that support D/NC program implementation, conference calls and meetings for certain member networks, newsletters, administration of the Urban Innovation Grant Program, and other services that meet the needs of the manager and the department team.  
The manager will provide customer-friendly service that fosters teamwork and mutual support in a highly dynamic environment.
SPECIFIC RESPONSIBILITIES:
  • Active participation as an integral member of the District/National Council Department team: Develop programming and initiatives that further the mission of ULI and the health and success of the D/NC system on a global basis.
  • Liaison between the district/national council staff and the staff in the Content Department, Centers and Initiatives: Schedule and help promote ULI’s road show programs.
  • Webinars:  Organize topical webinars (interchanges) for DC staff and members that facilitate the exchange of information with Content Department, Centers and Initiatives, and D/NC staff, including a calendar of global programs, publication of reports, and highlights of outstanding and replicable D/NC programming.
  • Impact Report: Coordinate, write, and market theULI Impact Reportas a summary of DC activities and the difference they have made in their communities.
  • Newsletters:  Draft, organize, and distribute member newsletters communicating upcoming events, programs of interest, and organization updates.
  • Urban Innovation Grant Program: Manage and execute the grant application process, the committee review process, and the call for applications; track progress; and showcase results.
  • Database:  Manage the database of resources that includes all Technical Assistance Program (TAP) reports, track trends, and provide resources to D/NC staff for implementation. 
  • Networks for Programming Chairs and for the Chairs for Mission Advancement (CMAs):Plan and organize bimonthly videoconference calls and newsletter updates for CMAs.
  • Monthly Reports on Trends and Analysis of D/NC Programming: Analyze, monitor, and report topical trends on D/NC programs/events using a variety of presentation tools, including PowerPoint, Domo, Excel pivot tables, and Prezi.
  • Liaison with Designated District Councils: Track and monitor activities of a designated set of District Councils.
REQUIREMENTS:The qualities of this person are very important. Interpersonal skills and a record of teamwork will be weighed heavily in the selection process.
Education, Experience, and Skills 
  • BA required, with an emphasis in urban studies, urban economics, sustainability, or related field. 
  • Five years of project management experience, preferably working with a member-driven organization such as ULI.
  • Advanced software skills (Word, Excel, graphic design, website software, pivot tables, MailChimp, SurveyMonkey, InDesign, new communications technologies).
  • Strong professional oral and written communication and interpersonal skills to work with senior business and public sector executives.
  • Communications background a plus.
QUALITIES:
  • Demonstrated ability to work as a strong team player.
  • Enjoys providing customer service and problem solving.
  • Interest in urban development, sustainability, community redevelopment, and/or infrastructure.

Position Description |We are seeking a Program Analyst to serve as HR&A’s primary analyst and a key manager of HR&A’s participation in the Network. This high profile position will report to senior HR&A staff and collaborate with the senior staff from the other members of the Network consortium. The position will also engage directly with local, state, and federal agency staff with interest in the work of the Network.
The position’s core responsibilities are 1) performing quantitative and qualitative analysis of the economic conditions and challenges present in cities around the country; 2) drafting detailed reports containing such analysis, additional findings from site visits, and proposed scopes of services for assisting cities; 3) participating in site visits to cities to interview local officials and stakeholders and learn firsthand local economic needs and opportunities; 4) supporting city-specific consulting engagements, as part of a team with other HR&A and consortium member staff; 5) managing HR&A’s overall participation in the Network, including budget oversight, expense monitoring and reporting, and advice and assistance as requested by other HR&A staff involved in the activities of the Network.
The positon is focused full-time on the Network for a minimum of one year. The Program Analyst may have opportunities to continue after that year full-time on the Network, or take on other HR&A projects, or some combination thereof, based on performance and the needs of the firm.
Experience Required | Successful candidates will possess strong skills in both quantitative and qualitative analysis with regard to urban economic issues, demographics, real estate and land use development. They must able to provide examples of analytic products produced for clients, internal corporate purposes and/or in graduate degree requirements.  Candidates must possess excellent written and verbal communication skills; proficiency with PowerPoint, Excel, and Word; and the ability to manage multiple assignments at once. Familiarity with demographic and economic data sources, GIS mapping, and economic analysis is highly desired. Candidates must be highly motivated independent thinkers who are detail-oriented, entrepreneurial, and sufficiently poised for client interaction. The most successful candidates will show a capacity for leadership, the ability to think critically and creatively, and potential for professional growth. Candidates should haveat least three to five years of experience in an analytic environment related to urban economic development, policy analysis, or local public sector analytic experience in a relevant field and a Master’s Degree.   However, considerable experience in a closely-related field may also be substituted for a graduate degree.
