Business Services Analyst (Memphis)

What: The Business Services Analyst is responsible for the review, analysis, and evaluation of processes, systems, and user needs for projects and procedures associated with individual departments or the division; coordinate processes to ensure that the information systems support departmental business operational needs; serves as the first point of contact for coworkers and departmental liaisons regarding the use of designated information systems; gathers data to develop or contribute to the development of business plans and strategies; tracks performance of core business processes associated with individual departments or the division; assist the County IT staff in understanding the operational need for both automated and manual solutions to the business systems and procedures. Specific responsibilities include:

Program Data Specialist, Texas Department of Housing & Community Affairs - Austin, TX

Performs complex quantitative data analysis and database administration to aid in the planning, development and implementation of Department programs and functions. Work involves quantitative analysis and research on major segments or phases of Department reports and products; and data mining efforts to improve business processes and inform policy. Work will include assisting with the planning, developing, and implementing of the Department's Fair Housing activities and obligations. May train others and/or supervise the work of others within cross-divisional teams. Works for the Deputy Executive Director responsible for Fair Housing, Data Management and Reporting, with latitude for the use of initiative and independent judgment.

Specific Job Functions:
Provides agency data support. Reviews and organizes data collection and applies quantitative and qualitative analysis methods to research data collected. Performs data mining services from enterprise systems and applications for information that can enhance processes and operations, and inform policy.

Works as a core member of the Department's Fair Housing Team in the development and management of protocols and data management systems to affirmatively further fair housing in the administration of the Department's programs.

Evaluates Division data requirements and designs new databases and enhances existing databases and database management systems.

Annual projects may include but are not limited to the following:
  • State Low Income Housing Plan (SLIHP): compile agency wide data on all programs, persons served
  • High Level Report: report on agency wide programs, fund balances, and data trends to executive staff
  • Housing Sponsor Report (HSR): works with Compliance Division to compile report on all apartment complexes which TDHCA monitors.
  • Housing Finance Corporation Report (HFC): gathers and compiles demographic information for persons residing in HFC-financed multifamily units.
  • Rider 5: gathers and compiles HOME, HTF, HTC and Section 8 data and correlates to AMFI.
  • Regional Allocation Formula (RAF): gathers data and runs advanced queries to produce formula to regionally allocate HOME, Housing Trust Fund and Housing Tax Credit program funding.

Other Monthly and ongoing projects may include but are not limited to the following: Federal Funding Accountability and Transparency Act (FFATA), RESEARCH Database, Help for Texans, Legislative Funding Database.
 
  • Generation and responsibility for all aspects of performance measures for the Legislative Budget Board including quarterly and annual reports, suggested measure changes and interface in ABEST.
  • Designs, evaluates, recommends, and approves changes to forms and reports.
  • Develops, where needed, and uses Department data and databases for forecasting models to predict subrecipient or department contract expenditures and anomalies and inform subsequent policy decisions
  • Utilize ArcGIS software to analyze demographic data and spatial information
  • May generate and interpret historical, current, and projected data to identify problems, causes, and areas for which procedural, system or reporting changes are indicated. 
  • Serves as the repository and owner of specific existing databases previously operated by the Housing Resource Center and DPPA. May generate reports intersecting historical data for reporting purposes and current real-time data.
  • Provides training and/or technical assistance to program area staff on data retrieval and reporting, with an emphasis on promoting program area independence in extracting and reporting from data systems.
  • Responsible for becoming fully knowledgeable of the Department's Enterprise Risk Management Program and its effect in the Fair Housing, Data Management and Reporting, including performing risk assessments of the division's high impact processes and identifying and communicating controls to mitigate unacceptable risks.
  • Performs related work as assigned.
  • May assign and/or supervise the work of others.
 Minimum Education and Experience Requirements:
  • Experience in quantitative data analysis work. 
  • Graduation from an accredited four-year college or university with major course work in computer science, management information systems, urban planning, business or public administration or a related field is generally preferred.  Three years of related working experience is required.  Education and experience may be substituted for one another. 

Senior Enterprise Sourcing Data Analysis Coordinator, UIUC - Urbana, IL

The University of Illinois seeks a Senior Enterprise Sourcing Data Analysis Coordinator to provide operational support and supervision of strategic contract acquisition and administration efforts of both the University of Illinois and the Illinois Public Higher Education Cooperative (IPHEC). This position will lead data analysis exercises in support of the development of strategic sourcing agreements and initiatives, as well as review University and IPHEC spend and assist in the development of targeted sourcing plans. Additional responsibilities include:

Duties and Responsibilities

  1. Utilizes University and IPHEC procurement data to audit and negotiate vendor price reductions and monetary recoveries.
  2. Leads pricing team for designated RFP’s: including core list creation, establishment of scoring criteria, pricing analysis & evaluation, and reporting of contract savings.
  3. Serves as integral part of negotiation teams. Also manages negotiations on vendor projects as assigned in support of sourcing team.
  4. Collects and analyzes data from key sourcing systems and recommends contracting strategies to maximize cost savings for IPHEC or selected University contracts.
  5. Assists in development of sourcing plans and identifies targets based on spend analytics.
  6. Works in consultation with Business Information Data Analysis team to support management reporting efforts.
  7. Performs Market & Demand Analysis for designated University and IPHEC solicitations and renewals.
  8. Coordinates Vendor Management Program and annual contract spend review for designated University and IPHEC contracts.
  9. Identifies and reports performance measures & benchmarking savings relevant to designated University and IPHEC contracts. Benchmarks contracts with peer institutions.
  10. Supports the University-wide implementation of procurement technology solutions and any new IPHEC initiatives.
  11. Recommends procedures and guidelines to ensure data consistency and integrity.
  12. Provides ad-hoc reporting as needed.
  13. Serve on University and IPHEC teams as required.
  14. Prioritizes the workload of Data Analyst and Student Worker/Intern Analyst(s).

Qualifications

Candidates must possess a bachelor’s degree in business, information systems, finance, data analysis, or related field with three or more years' work experience in financial systems and data analysis.
Additional requirements include: Strong IT skills in computing and database query development; expert in use of various analytical tools; expert in use of SQL and/or other tools to query University databases; knowledge of the principles and practice of procurement, with special emphasis on electronic commerce and supply chain networks; experience working with vendor negotiations and contract development; demonstrated project, managerial, and supervisory skills to establish and maintain an effective, productive work environment; demonstrated ability to understand contractual requirements as well as related spend analytics; excellent verbal and written communications skills to effectively interact with University and departmental officials/staff; strong organizational skills and attention to detail; excellent problem-solving skills to address difficult, complex issues; strong interpersonal skills that reflect courtesy, diplomacy, and a collaborative approach to develop and maintain effective work relationships; demonstrated self-motivation and initiative to develop new strategies and ideas to improve organizational operations/services.
Preferred qualifications include:  CPPO/CPPB Certification; working knowledge of SCT Banner Finance &, SciQuest E-Procurement systems.

The Western Connecticut Council of Governments (WestCOG) seeks a qualified person to serve as a (Transportation) Planner and/or (Regional Services) Project Manager. The employee may be stationed in one or both of WestCOG’s offices (in Brookfield and Stamford).
Job responsibilities may evolve over time but initially are expected to include:
  • Management of a regional transportation program (MPO), and
  • Development of local and regional transportation studies and plans; and/or
  • Identification of opportunities for regional efficiencies and cost savings, and
  • Development, implementation, monitoring, and continuous improvement of shared services multiple municipalities; and

The ideal candidate will have knowledge of and experience with:
