Who: Village of Hanover Park, IL

What: Under general direction of the Director of Community Development, coordinates development applications, site plan reviews, collects and analyzes planning data; assists in preparing planning studies and reports; assists in policy analysis and formulation; assists in updating the Village's comprehensive plan; maintains data files for an automated geographic information system; reviews development applications and prepares staff reports for zoning changes, code amendments, special use permits and variances under the direction of the Director. Assists Director with Economic Development and Historic Preservation functions. Conducts field evaluations and inspections/assessments. Provides a variety of customer service front-end support to residential and non-residential customers at the Community and Economic Development counter.

Program Data Specialist, Texas Department of Housing & Community Affairs - Austin, TX

Performs complex quantitative data analysis and database administration to aid in the planning, development and implementation of Department programs and functions. Work involves quantitative analysis and research on major segments or phases of Department reports and products; and data mining efforts to improve business processes and inform policy. Work will include assisting with the planning, developing, and implementing of the Department's Fair Housing activities and obligations. May train others and/or supervise the work of others within cross-divisional teams. Works for the Deputy Executive Director responsible for Fair Housing, Data Management and Reporting, with latitude for the use of initiative and independent judgment.

Specific Job Functions:
Provides agency data support. Reviews and organizes data collection and applies quantitative and qualitative analysis methods to research data collected. Performs data mining services from enterprise systems and applications for information that can enhance processes and operations, and inform policy. Works as a core member of the Department's Fair Housing Team in the development and management of protocols and data management systems to affirmatively further fair housing in the administration of the Department's programs. Evaluates Division data requirements and designs new databases and enhances existing databases and database management systems. Annual projects may include but are not limited to the following: State Low Income Housing Plan (SLIHP): compile agency wide data on all programs, persons served High Level Report: report on agency wide programs, fund balances, and data trends to executive staff Housing Sponsor Report (HSR): works with Compliance Division to compile report on all apartment complexes which TDHCA monitors. Housing Finance Corporation Report (HFC): gathers and compiles demographic information for persons residing in HFC-financed multifamily units. Rider 5: gathers and compiles HOME, HTF, HTC and Section 8 data and correlates to AMFI. Regional Allocation Formula (RAF): gathers data and runs advanced queries to produce formula to regionally allocate HOME, Housing Trust Fund and Housing Tax Credit program funding. Other Monthly and ongoing projects may include but are not limited to the following: Federal Funding Accountability and Transparency Act (FFATA), RESEARCH Database, Help for Texans, Legislative Funding Database.   Generation and responsibility for all aspects of performance measures for the Legislative Budget Board including quarterly and annual reports, suggested measure changes and interface in ABEST. Designs, evaluates, recommends, and approves changes to forms and reports. Develops, where needed, and uses Department data and databases for forecasting models to predict subrecipient or department contract expenditures and anomalies and inform subsequent policy decisions Utilize ArcGIS software to analyze demographic data and spatial information May generate and interpret historical, current, and projected data to identify problems, causes, and areas for which procedural, system or reporting changes are indicated.  Serves as the repository and owner of specific existing databases previously operated by the Housing Resource Center and DPPA. May generate reports intersecting historical data for reporting purposes and current real-time data. Provides training and/or technical assistance to program area staff on data retrieval and reporting, with an emphasis on promoting program area independence in extracting and reporting from data systems. Responsible for becoming fully knowledgeable of the Department's Enterprise Risk Management Program and its effect in the Fair Housing, Data Management and Reporting, including performing risk assessments of the division's high impact processes and identifying and communicating controls to mitigate unacceptable risks. Performs related work as assigned. May assign and/or supervise the work of others.
Minimum Education and Experience Requirements:
Experience in quantitative data analysis work.  Graduation from an accredited four-year college or university with major course work in computer science, management information systems, urban planning, business or public administration or a related field is generally preferred.  Three years of related working experience is required.  Education and experience may be substituted for one another.
