The Field Museum seeks a post-doctoral Research Scientist to conduct modeling and spatial analysis focused on understanding fine-scale patterns in urban forest composition, structure, and benefits across the Chicago metropolitan region, and to assist in the development of an online interactive map to be used by the public. The position will be primarily based at the Field Museum in downtown Chicago and will be supported for 1 year, with the possibility of extension based on performance and funding availability.

The Field Museum and Morton Arboretum are working collaboratively to develop a fine-scale urban forest composition, structure, and benefits model for the greater Chicago metropolitan region. This work supports the Chicago Region Trees Initiative (CRTI), a collaborative partnership for coordinated action on key issues facing urban trees. It is the largest such initiative in the country, with leading organizations and agencies from across the >10,000km2seven-county metropolitan region working together. CRTI is leveraging funding, knowledge, skills, and expertise to build a healthier, more diverse regional forest.

Duties and Responsibilities
develop a model of forest composition across the Chicago metropolitan region;
develop materials and resources for the distribution of this information by others to a broad audience of end users in the format of an interactive map;
work collaboratively with organizations outside of The Morton Arboretum and the Field Museum to leverage resources, integrate forest composition data from other regional, state and national efforts including:
  • U.S. Forest Service Urban Tree Canopy Analysis
  • Chicago Metropolitan Agency for Planning mapping resources and GoTo2050 Plan
  • research how other organizations and agencies across the country have utilized forest composition data and build on those examples; and
  • develop methods to collect additional data. Use this platform to facilitate data collection with schools and volunteer organizations. Use as a framework for a citizen science program.
Qualifications
  • strong scientific thinking, reasoning and interpretation skills;
  • significant working knowledge in use and interpretation of GIS tools;
  • working knowledge of sound statistical approaches and methods;
  • experience with and be able to conduct modeling with large data sets and perform spatial data analysis;
  • ability to explain the data and analysis in such a way that it may be utilized by a wide range of audiences including regional planners, state and federal agencies, organizations, communities and individual landowners and managers;
  • ability to work collaboratively with organizations and individuals outside of The Morton Arboretum and Field Museum to leverage resources for the development and update of the tools and resources;
  • Ph.D. in Ecology, Forestry, Biology, Environmental Science, Geography or a related field;

The Position: 
This position, which is a direct report to the Department Director, offers an outstanding opportunity to join the management team of the Planning Department. The Deputy Director is responsible for managing the aforementioned sections, formulating policy positions, developing strategies to improve process efficiencies, maintaining budgets and ensuring deadlines are met. As a member of the management team, the Deputy Director will also assist in the preparation of the annual department budget and related documents. With adoption of the FY 2015 budget, the City Council formalized the organization and function of the Planning Department to include environmental authority, policy, and review of discretionary public projects including community plan updates and other planning projects, CIP projects, and other City-initiated projects. The Deputy Director will play a major role in Planning Department Deputy Director Page 3 of 4 implementing this function and establishing CEQA policy and practices for the City of San Diego.
Qualifications and Experience: 
Under the direction of the Planning Director, the Deputy Director will be responsible for taking a leadership role and overseeing staff engaged in CEQA, Historical Resources, Multiple Species Conservation Program, Park Planning & Urban Forestry work. The individual must have excellent analytical, written and verbal communication, organizational, and project and program management skills. Must be able to work collaboratively, ensure deadlines are met, provide quality control, and think critically.
The ideal candidate will possess the following qualifications: 
  • Strong working knowledge of CEQA, including document preparation and review;

POSITION SUMMARY: TreePeople is seeking a Policy Coordinator to join our Policy team. JOB RESPONSIBILITIES:
  1. Support the Director of Policy and the Policy team in implementing TreePeople's policy initiatives at the local, state and federal levels, to further TreePeople's Strategic Vision and objectives.
  2. Actively research and track local, state, and federal policies, laws, and practices related to TreePeople's issues. This includes research into leading models in other progressive cities to help create policy concepts for this region.
  3. Write and edit policy briefs, reports, and other material as necessary.
  4. Represent TreePeople in key stakeholder groups focused on the creation of new regulations, guidelines and/or laws relating to local water supply and/or urban forestry issues. This may include testifying on such issues.
  5. Facilitate and support the process of helping local public leaders to consider and adopt policy positions.
  6. Support the Policy Director in managing day-to-day logistics for specific policy projects, including scheduling meetings, tracking timelines, and working with key partners to successfully complete projects.

The Environmental & Resource Analysis Division (E&RA) has a staff of 18.  E&RA supports the Long-Range Planning Division’s mission to engage San Diegans to envision, plan, implement and maintain a sustainable City through the wise use of land, resources, and aesthetics, ensuring a high quality of life for all generations, including sustainability planning, grant applications and administration, and coordination with other City departments and government agencies.  E&RA serves as the center for all environmental policy in the City.  More specifically:
  • The California Environmental Quality Act (CEQA) & Environmental Policysection reviews all City projects and other actions under CEQA for potential environmental impacts, prepares environmental documents, directs the work of outside environmental consultants, provides CEQA training to community planning groups, other City departments and outside interested parties, updates the City’s Significance Thresholds based on best practices and current case law, and oversees CEQA review by other City departments.  

  • The Historic Resources section reviews ministerial and discretionary projects for impacts to designated and potentially historic resources, conducts surveys of historic neighborhoods, takes forward individual and district historic designations, serves as staff to the Historical Resources Board and as liaison to the State Office of Historic Preservation, prepares the Historic Preservation element of community plan updates, inspects historic Mills Act properties for compliance with recorded agreements, and prepares new Mills Act agreements on designated properties.

  • The Multiple Species Conservation Program (MSCP) section reviews discretionary projects for impacts to wetlands and within the Multi-Habitat Planning Area (MHPA) preserve, prepares portions of the Conservation elements of community plan updates, works  to acquire new open space lands within the MHPA, is currently preparing a Vernal Pool Habitat Conservation Plan addressing seven sensitive wetland species, and coordinates with federal and state wildlife agencies on the MSCP, sensitive species and habitats.

  • The Parks Planning section reviews discretionary projects for impacts to population-based parks, determines the need for additional park land consistent with General Plan standards, prepares General Development and Natural Resource Management plans for open space, regional parks and resource-based parkland; prepares the Recreation element of community plan updates, prepares updates and amendments to public facility financing plans as needed, and prepares project sheets creating new CIP park projects.

  • The Urban Forestry Program will be staffed by one Program Manager who will take a leadership role in furthering General Plan Urban Forestry goals and coordinating urban forestry initiatives among multiple City departments.
