Proffer Interpretations/Special Projects Zoning, Evaluation Division. Exciting opportunity for a planner experienced in the formulation, negotiation and interpretation of proffers, and development conditions. Position presents an opportunity to participate in designing improvements related to overall development process. 
Supervises staff in interpretation of proffers and development conditions related to approved zoning applications, and the formulation of substantial conformance determinations for administrative minor modifications pursuant to the zoning ordinance. Supervises staff completing other action assignments, including interpretation appeals, requests for additional time, and special projects. Supervises staff responsible for review of zoning applications for acceptance in accordance with zoning ordinance submission requirements.
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university in a planning-related field; plus five years of experience in a planning-related field (preferably in the specific area of assignment). A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of three years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning. 
PREFERRED QUALIFICATIONS: Strong written and oral communication skills. Professional experience in the planning, zoning and site plan review fields, including supervisory experience. Master's degree in planning or closely related field. Experience should include several years in zoning evaluation/development review as well as supervision of staff. Ability to use personal computer equipment. Strong verbal and written communication skills, as well as negotiations skills, are necessary. Knowledge of Virginia planning laws highly desirable.
