The Puget Sound Regional Council (PSRC), established in 1991, is a regional planning agency with a mission to enhance the quality of life in the central Puget Sound region. PSRC is an association of cities, towns, counties, ports, and state agencies that serves as a forum for developing policies and making decisions about regional growth, economic, and transportation issues in the four-county, central Puget Sound region. THE POSITION: PSRC is seeking a Principal Planner to be the project lead for the development of the Regional Transportation Plan – Transportation 2040 including scenario design, plan analysis, financial planning, and performance-based planning. 

THE CANDIDATE: The ideal candidate will have: • Transportation planning experience in the development and oversight of a metropolitan transportation plan, including work in the analysis of state of good repair, safety, operational strategies, freight, non-motorized, health, and other transportation planning topics. • Knowledge of federal and state metropolitan transportation planning requirements. • Understanding of the recent and evolving federal MAP-21 requirements related to performance-based transportation planning. • Familiarity with public policy and trend analysis related to factors impacting future transportation system performance including but not limited to, evolving technologies, demographic changes and revenue shortfalls. • The ability to design adaptive scenarios and interpret summary output from transportation demand models and databases, document results, and make recommendations. • Ability to take initiative and develop creative and innovative solutions. • Strong interest and/or experience in transportation revenue forecasting and financial analysis. • Strong quantitative skills with knowledge of relational databases applications. Technical proficiency with a range of computer applications, including Microsoft Work, Excel, and Access. • Demonstrated ability to take the lead in preparing technical reports from diverse data and information sources, as well as materials for agency boards and committees, and to make clear presentations to technical and policy groups. • Strong attention to detail, follow-through and organization. Highly developed verbal, listening, communication, and interpersonal skills. Excellent writing and communication skills. • The ability to work effectively as part of a team or lead a team or committee to implement transportation programs. • The ability to work with the general public, planning professionals, and agency staff, including supervised staff, to develop positive, successful working relationships. 

EXPERIENCE AND EDUCATION: • Bachelor's degree in planning or related field; Master's degree preferred. • Six years increasingly responsible experience in transportation planning, regional planning, or planning information systems. • Two years of lead or supervisory direction to other staff. • Or, any combination of education and experience that would provide the applicant with the desired skills, knowledge, and ability required to perform the job.
