The City of Anaheim Planning Department seeks a dynamic Principal Planner to supervise a section of the Planning Services team. The Principal Planner will supervise the Current Planning or Public Information (public counter) sections, depending on their qualifications. The Principal Planner is responsible for the day to day and long-term management of a highly customer-centric team of planners and support staff. The Principal Planner will assign, review, and guide the work of staff; continually identify and implement measures to improve efficiency and enhance the customer experience; ensure high quality work products; and, serve as a positive mentor, motivator and role model to Department staff. Candidates must have at least 4 years of professional urban planning and project management experience, at least 1 year of administrative and supervisory experience, and a Bachelor's degree in urban planning, architecture, public administration, or related field. Ideal candidates will possess the experience in a California municipal government agency and possess certification from the American Institute of Certified Planners (AICP).
ESSENTIAL FUNCTIONS:
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
- Plan, prioritize, assign, supervise, and participate in the work of staff responsible for planning activities within a unit of the Planning Services Division.
- Establish schedules and methods for providing planning services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
- Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.
- Participate in the selection of planning staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Participate in the preparation and administration of the assigned planning program budget; submit budget recommendations; monitor expenditures.
- Review legal notices, tentative agendas and action agendas; review plans, and staff reports; attend and conduct Planning Commission meetings.
- QUALIFICATIONS:
- Possess at least four years of responsible professional urban planning and project management experience, including at least one year of administrative and/or lead supervisory experience; a Bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, public administration, or a related field.
- Demonstrate knowledge of operations, services, and activities of an urban planning program; principles and practices of urban planning, development, zoning and redevelopment; methods and techniques used in the planning and zoning processes; methods and techniques of effective technical report preparation and presentation; principles of supervision, training, and performance evaluation; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations, including the Subdivision Map Act, General Plan, and California Environmental Quality Act (CEQA).
- Have the ability to coordinate and direct urban planning programs; supervise, organize, and review the work of assigned staff involved in current planning or planning public information; select, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing urban planning services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise technical and staff reports; participate in the preparation and administration of assigned budgets; analyze and compile complex technical and statistical information; develop, evaluate and make recommendations related to advanced planning and zoning division policies and procedures; analyze site design, terrain constraints, infrastructure, sewer needs, and land use compatibility; participate in a variety of public and board meetings; make public presentations and recommendations on various advanced or current planning issues and concerns; develop creative solutions to planning and zoning problems; plan and organize work to meet changing priorities and deadlines; effectively represent the unit, division, and department to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
- Possess a valid driver's license.
