Position Description
The City of Fresno is currently recruiting for Supervising Planner.  The Supervising Planner is the first-line supervisory class in the professional planning series.  The incumbent is responsible for organizing, preparing and administering work schedules for subordinate professional planners assigned to review and evaluate land use applications and provide environmental analysis.  The Supervising Planning will provide direction and supervise staff in the preparation of plans, policies and programs related to the implementation of the General Plan.  These responsibilities will include a challenging and diverse array of current and long range planning activities.  In addition to land use application activity, the City has established a substantial general plan implementation program. This program includes preparation of a comprehensive update of its zoning ordinance together with a General Plan Update, a Downtown Neighborhoods Community Plan and Fulton Corridor Specific Plan to address long range growth and revitalization goals.  The Supervising Planner is expected to carry a case load of complex entitlements in addition to their supervisory responsibilities. One vacancy currently exists in the Development and Resources Management Department; however, the eligible list created from this recruitment will be used to fill current and future vacancies. 
The Requirements 
These are entrance requirements to the competitive examination and do not assure a place on the eligible list.  Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify. TO QUALIFY, an applicant must have: Graduation from an accredited college or university with a Bachelor's Degree in Urban Planning, Architecture, Engineering or related field; AND  Two years of journey level experience as a professional planner within a public planning agency.  Additional qualifying experience may be substituted for the required education on a year for year basis. NOTE:  Applicants must attach a copy of degree for verification of educational requirements.
SPECIAL REQUIREMENTS
Possession of a valid California Driver's License is required at time of appointment. 
Selection Process
The examination process may consist of the following:
APPLICATION REVIEW - Qualifying Only:  Application materials submitted will be reviewed and a limited number of the most qualified candidates will be invited to the panel interview.  Selection of the most qualified candidate will be based upon those applications demonstrating the greatest breadth and depth of applicable training, experience, and education.  Therefore, applicants are urged to submit sufficiently detailed information in their application materials for proper evaluation. 
PANEL INTERVIEW - 100%:  A panel of subject matter experts will conduct a job-related panel interview to evaluate each candidate's training, experience and personal traits for the position.  The panel interview has been tentatively scheduled for the week of May 11, 2015. Candidates must achieve a passing score to qualify for the eligible list. 
Veteran Preference Regulations 
Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period.  Evidence must be presented to indicate that the candidate was discharged honorably from the military service.  Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
