COMMUNITY PLANNING MANAGER
Job Summary:The Community Planning Manager oversees Chinatown CDC’s Community Planning Program which includes neighborhood improvement projects, planning-related public policy, land use monitoring and other community planning work in the issue areas of: open space/alleyways, streets, transportation, economic development, public art and housing for Chinatown and the Northeast sector of San Francisco. The Manager also monitors city-wide land use/planning policies and decisions. He/she supervises all the staff members of the Planning Team. This position requires skills in project development and management, supervision, and coordination of the myriad projects being implemented by the team.

The Organization:A community-based non-profit organization founded in 1977, Chinatown Community Development Center (Chinatown CDC) is dedicated to improving San Francisco’s Chinatown neighborhood in a variety of areas, including tenant rights, open space, and land use and transportation planning. The organization also develops and manages affordable housing buildings for low-income residents in San Francisco, primarily in the Chinatown and Tenderloin neighborhoods.
Job Responsibilities
- Identify and assess community needs within Chinatown/North Beach, including collecting and analyzing data, facilitating community meetings to obtain input, conducting and analyzing surveys, etc.
- Produce reports, studies, and documents on specific planning projects and activities
- Monitor and analyze impact of major land use changes and potential development projects on neighborhood residents and physical environment in the Chinatown/North Beach area. Mobilize community response to major land use and community issues to ensure benefits to the community
- Analyze and draft responses to plans, proposals, and/or recommendations from City Planning and other City, State, and Federal agencies
- Work with organization’s Board of Director’s Program Committee to define organization position and response on land use, public policy and other planning related issues
- Participate actively in public planning processes and neighborhood meetings, including giving public testimony and sitting on Citizen Advisory Committees, Task Forces, and/or Commissions
- Provide technical assistance and/or consulting services in the area of planning to other divisions, organizations, and/or neighborhoods as needed
- Advocate to and work with City, State, and Federal agencies and government officials to ensure that the community benefits from various community-related planning and policy issues
- Testify at public hearings, articulating the organization’s positions on specific community-related planning and policy issues
- Define and oversee work by interns/volunteers/consultants on planning and policy related activities
- Work evenings and weekends as needed to oversee community planning activities
- Other duties as assigned
Knowledge, Skills, and Experience
- Strong analytical, organizational and management skills, with specific experience in contracts and grants management
- Experience with one on one supervision, including but not limited to experience one on one coaching of supervisees
- Excellent public speaking skills and ability to facilitate meetings
- Excellent verbal and written communication skills
- Knowledge of planning processes, urban planning and design concepts and principles, community issues, and public policy implications
- Knowledge of planning methods, such as survey instruments, mapping, etc.
- Effective negotiation and mediation skills
- Knowledge of Chinatown community and issues relevant to the community
- Knowledge of local government processes, ordinances, legislation, public policy, and planning
- Ability to be flexible, perform varied work activities, and attend evening and weekend meetings
- Facility with word processing, spreadsheet, database, mapping, and desktop publishing software
Minimum Qualifications
- Minimum two (2) years demonstrated experience in supervision
- Strong project management skills
- Experience working in low-income communities
- Experience working with local government processes, ordinances, and legislation
- Experience working with planning issues and public policy implications
- Experience in working with the Chinatown Community and issues relevant to the community
- Education:
- Bachelor’s Degree in architecture/landscape architecture, urban studies/city planning, public policy, economic development, social sciences, or related field; with a minimum of four (4) years demonstrated experience in neighborhood planning/organizing, advocacy/community work, city planning or related experience
- Master’s Degree in urban studies/city planning, architecture/landscape architecture, public policy, economic development, social sciences, or related field with a minimum of two (2) years experience in fields listed above.
Preferred Qualifications
- Bilingual in Cantonese and/or bi-literate in Chinese
