Department Head, Audit


Summary of Duties:
Reporting directly to the Chief Audit and Compliance Officer, directs Metra’s internal audit operations
and staff, and serves as the department liaison to other Metra departments and external auditors. Must
ensure the highest standards of compliance and corporate governance. Manages compliance, including
audits of federal and state funded grant programs. Counsels senior management on audit issues such as
those related to fraud, waste, abuse, internal control weaknesses, and recommends corrective actions.
Develops reports on departmental accomplishments to the CACO for reporting to the Board of
Directors. Responsible for internal control reviews, program evaluations, and business process
reengineering, including process mapping. Manages internal audit function to create value for the
organization and establish an effective fraud deterrent. Supervises staff and assists in the preparation of
audit reports and recommendations. Performs other related duties as needed to meet the ongoing needs
of the organization.
Minimum Acceptable Qualifications:
 Must possess Bachelor’s Degree or greater in Accounting or Finance. CPA, CIA, OR CISA
required.
 Must have significant audit experience that includes experience managing an audit staff.
 Strong knowledge of auditing standards issued by AICPA, GAO and IIA.
 Internal audit experience in governmental or transportation sectors is preferred.
 Must be in good standing within the profession and must be in compliance with all continuing
professional education requirements.
 Experience with Enterprise Risk Management, risk assessments and the development of riskbased audit planning.
 Exceptional oral and written communication skills, including report writing and audio/visual
presentations are essential.
 Must be proficient in Microsoft Office Suites.
 Supervisory experience required.
 Must possess and maintain a valid driver’s license.

Strategic Capital Planning Associate
Summary of Duties:
Reporting directly to the Department Head, Long Range Planning, performs planning and business
analysis activities in support of Metra’s strategic planning efforts and other regional, corridor, and
station planning studies of the Metra rail system. Participates in and executes elements of commuter rail
planning studies. Performs statistical, geographic and other quantitative and qualitative analysis. Fulfills
requests for data from other Metra departments and outside requestors. Researches various proposals,
initiatives, and regulatory guidelines. Prepares commuter rail planning reports and completes various
types of analysis. Performs other related duties as assigned to meet the ongoing needs of the
organization.
Minimum Acceptable Qualifications:
 Must possess a Bachelor’s degree in Urban, Regional or Transportation Planning, Business
Administration, Geography, Economics, Statistics, Applied Mathematics or related discipline.
 Knowledge of transportation planning or related area is preferred.
 Experience with quantitative methods is preferred.
 Must have hands on experience with statistical, other quantitative analyses, geographic analysis,
data management or travel demand forecasting.
 Must be able to read and interpret technical materials.
 Excellent analytical, oral and written communications skills are essential.
 Must be proficient in Microsoft Office Suites.

Service Analyst
Summary of Duties:
Under the direction of the Department Head, Systems Performance and Data, collects and analyzes
ridership, financial and operating data. Provides support for commuter rail planning activities, using a
broad range of planning techniques from quantitive to qualitive analyses. Works in Oracle Business
Intelligence software (OBIEE) to obtain ridership data based on ticket sales every month. Reviews and
validates the accuracy of several reports in OBIEE to help complete monthly ridership and reduced fare
statistics. Conducts research and updates databases and graphs as needed to complete the monthly
ridership report. Completes detailed annual and monthly operating reporting statistics to the National
Transit Database and quarterly reporting of various statistics. Collaborates with the Core Working
Group Team as well as the consultant team to ensure that necessary data is captured appropriately for
ridership reporting and works with team to identify and solve any issues. Audits key operating statistics
for annual and quarterly reporting. Incumbent must be able to work flexible hours as needed (early
mornings, late afternoons, evenings and parts of some weekends). Performs other related duties as
assigned to meet the ongoing needs of the organization.
Minimum Acceptable Qualifications:
 Must possess a Bachelor’s degree in Applied Math, Economics, Statistics, Finance, Market
Research, Urban Planning or related field.
 Must possess applied experience with statistical and other quantitative analyses. Applied data
management and survey research preferred.
 Proficient and functional knowledge of word processing and spreadsheet software required.
Proficient and functional knowledge of statistical, database management, transportation
planning, Oracle Business Intelligence Enterprise Edition and geographic information systems
preferred.
 Must have the ability to work effectively both as a team member and independently.
 Must possess excellent oral and written communication skills.
 Must be able to read and comprehend technical material.

Benefits Analyst
Summary of Duties:
Reporting directly to the Department Head, HR Administration/IT, coordinates health, life, disability,
retirement, and voluntary benefits for non-contract employees. Assist in analyzing and interpreting
benefit policies, insurance laws, prevailing industry practices and labor agreements for compliance
purposes. Responsible for processing short-term disability for non-contract employees and explaining
Railroad Retirement disability benefits to non-contract employees. Heavy phone and face-to-face
interaction with employees (management) regarding inquiries and information requests pertaining to
employee benefit programs. Oversees the administration of timekeeping in KRONOS for all medical
leaves of absence for non-contract employees. Oversees New Hire, and Phase II Orientations, and reenrollment campaigns for all employees. Maintains the integrity of the Oracle, COBRA, and
retirement databases. Performs other related duties as assigned to meet the ongoing needs of the
organization.
Minimum Acceptable Qualifications:
 A combination of education and progressive human resources benefits experience equal to four
(4) years.
 In addition to #1, must have three (3) years of experience in administering employee benefit
programs.
 Knowledgeable of insurance laws and prevailing industry practices preferred.
 Ability to research and understand applicable laws and regulations.
 Familiarity with a contract environment a plus.
 Must possess excellent oral and written communication and analytical/computational skills.

Manager, Energy Analysis
SUMMARY OF DUTIES:
Reporting directly to the Director, Budget, analyzes Metra’s energy consumption and recommends
conservation measures.
Monitors Metra facilities and equipment, and Purchase of Service Contract Carriers utility usage with
special emphasis on electricity and natural gas. Identifies opportunities for improved equipment
utilization and energy efficiencies. Evaluates contract terms and provides detailed financial analyses to
score proposed energy supply contracts. Reviews proposed legislation, new energy supply contracts,
capital projects and other energy related items that impacts Metra’s energy consumption and expenses in
the current year and future years. Analyzes electricity and natural gas invoices to verify accuracy of
billing and monitor consumption variations. Maintains energy databases and provides ad-hoc reports.
Performs other related duties as assigned to meet the ongoing needs of the organization.
MINIMUM ACCEPTABLE QUALIFICATIONS:
 Bachelor’s Degree in Accounting, Engineering or related discipline.
 **In addition to #1, substantive statistical and high level analysis experience in a transportation,
utility, and/or manufacturing environment.
 **Industrial background preferred.
 Knowledge of commercial and/or industrial utility/energy billing.
 Must be proficient in Microsoft Office Suite, with strong emphasis in Excel, Access and Word.
 Excellent analytical, oral and written communications skills are essential.
 Supervisory experience a plus.
