independent not-for-profit health policy organization in Chicago. We
are dedicated to analyzing and advancing policies that improve health
and health systems for the residents of Chicago, Cook County and the
state of Illinois.

The Policy Analyst’s primary role is to track and analyze local, state,
and national health reform issues, including their impact on safety net
institutions and populations in Illinois. The position will help to
coordinate HMPRG’s response to those issues, including convening
stakeholders, writing position papers and factsheets, and maintaining
partnerships. Projects will include reforming the health workforce to
address the changing healthcare landscape, including promoting the
Community Health Worker model and advocating for the expansion of scope
of practice laws. Other projects may include examining access to care
for uninsured and Medicaid populations and responding to urgent changes
in the healthcare environment. In addition, the person will be
responsible for facilitating the Schweitzer Fellows for Life program.
The Policy Analyst reports to the Executive Director.

·Analyze local, regional, state, and national health policies and
initiatives
·Manage complex, multi-faceted policy development initiatives with
coalitions, grassroots organizing networks, researchers, advocates, and
policy leaders
·Organize and convene partners of the Regional Health Care Safety Net
Initiative, including policy leaders, community members, and health
providers, in stakeholder meetings and regional forums to develop
momentum for policy change and implementation
·Write research papers, policy briefs and factsheets
·Communicate with government and organizational partners through the
dissemination of policy and research papers, monthly e-newsletters, and
the development of key media messages
·Advocate for best practice health policy adoption to legislators and
local and regional decision-makers
·Develop and implement program evaluation techniques, including online
and paper surveys to assess program and policy development process
effectiveness
·Serve as liaison to the Chicago Partnership for Public Health and the
Chicago Metropolitan Agency for Planning’s Human and Community
Development Committee, and other coalitions/task forces as they develop.
·Convene working groups and coalitions to develop policy and advocacy
agendas on workforce, healthcare access, and other issues
·Mentor Schweitzer Fellows on the implementation of year-long
health-related community service projects utilizing skills in community
assessment, planning, implementation, and evaluation
·Plan, organize, and oversee Chicago Area Schweitzer Fellows for Life
(FFL) activities, including fundraising events, Fellows for Life
networking and skill development events, and FFL mentoring programs.

·Master's degree preferred in public health, public policy, or related field
·3-5 years of experience in health policy development, advocacy,
research, and/or organizing
·Strong interpersonal skills and ability to cultivate and sustain
relationships with diverse coalitions
·Excellent written and oral communication skills
·Ability to articulate and attend to “big picture” issues, while
managing detailed, day-to-day concerns
·Strong knowledge of public policies and programs that affect health and
health care for underserved populations preferred
·Knowledge of community health program theory, including community
assessment, program implementation, and program evaluation
·Self-starting and self-directed work habits
·Demonstrated commitment to health justice and the mission and values of
HMPRG
