Job Summary
Under the direct supervision of the Chief Performance Officer, responsible
for analyzing performance measurements and making policy recommendations
regarding department performance. Assists conducting performance studies
to fiscal and management operations and researching similar governmental
entities for informational and comparative purposes. Develops strategies
to address operational inefficiencies, creates cost savings and improves
employee performance by analyzing organizational planning; operations;
staffing requirements; and other performance measurements. Establishes and
maintains communication with departmental performance management liaisons,
answers inquiries and informs contacts of changes in policy or practice.
May perform other duties as assigned.
Minimum Qualifications
* Graduation from an accredited college or university with a Bachelor's
Degree SUPPLEMENTED BY three (3) years' full-time work experience' as an
Accountant, Business Analyst, Financial Analyst or an Industrial Engineer;
OR possession of a Master's Degree in Public Administration, Public
Policy, Economics or Business SUPPLEMENTED BY one year full-time paid work
experience as an Accountant, Business Analyst, Financial Analyst or
Industrial Engineer. (Must provide original transcript at time of
interview).
* Experience utilizing Microsoft Excel, PowerPoint, and Outlook applications.
* Microsoft Access experience is preferred.
Knowledge, Skills, Abilities and Other Characteristics
Strong analytical skills. Ability to understand and grasp detail,
policies, protocols, systems, procedures, and technical vernacular, as
pertains to County offices and agencies. Ability to learn and understand
the operations and organization of a governmental entity. Skill in the use
of personal computer equipment; skill in the use of PowerPoint, Excel,
Word and Access software applications; ability to perform data changes and
data entry functions. Ability to work well with others, strong
interpersonal skills. Ability to communicate effectively, both verbally
and in writing with internal personnel as well as the general public.
Ability to work independently or, as part of a team in the analysis of
situations and problems.
Ability to prepare and present project outlines, reports or statistical
presentations to others. Knowledge of modern managerial systems and
methods with skill in applying such to complex administrative and
technical problems.
