Environmental Planner, California

The Sanitation Districts is searching for an Environmental Planner. Please

ENVIRONMENTAL PLANNER I, II, III:  $5,191 - $8,010/month*

LOCATION:
Sanitation Districts Joint Administration Office, 1955 Workman
Mill Road, Whittier, California

*Note:  This opportunity is for a full-time, monthly status job.  Initial
placement will be based on the selected candidate?s qualifications.

ESSENTIAL FUNCTIONS:  To perform professional level project planning work;
to coordinate complex projects with other agencies and/or Districts?
staff; and to develop solutions to a broad range of planning-related
issues.

JOB SUMMARY:  The incumbent will fulfill requests for Geographic
Information Systems (GIS) analyses and exhibits from various sections
throughout the Districts; create, edit and maintain GIS layers and other
digital information including maps, databases and meta-data; assist in
developing and implementing GIS policies and procedures necessary for the
input, security, maintenance, and reporting of geographical data; perform
GIS analyses in support of engineering and environmental-related tasks;
provide GIS training to staff; research and evaluate pertinent software
and hardware; analyze users' GIS data needs and assist in implementing GIS
technology to meet those needs; prepare presentations; represent the
Districts at GIS user group meetings and conferences; and perform related
duties as required.

MINIMUM REQUIREMENTS:  A valid California Class C driver license -AND-
Graduation from an accredited college with a bachelor's degree in
geography, engineering, environmental planning, environmental science or
computer science with an emphasis on GIS or similar major with substantive
coursework related to the position; -AND- for ENVIRONMENTAL PLANNER I, no
specific amount of experience required.  For ENVIRONMENTAL PLANNER II, two
years experience performing duties equivalent to an Environmental Planner
I -OR- A master's degree in a related major from an accredited and
recognized college or university.  For ENVIRONMENTAL PLANNER III, two
years of experience performing duties equivalent to an Environmental
Planner II.

Desirable Qualifications:  BA/BS in geography, engineering, or computer
science; knowledge of GIS software and relational databases; proficiency
with ESRI GIS products like ArcGIS Server and ArcMap, object-oriented
programming languages such as .NET, and scripting languages.

EXAMPLES OF ASSESSMENT CRITERIA:  The competitive selection process for
the ENVIRONMENTAL PLANNER I level may cover a knowledge of:  Principles
and methods used in relational databases, GIS, and computer aided drafting
systems.  The ability to:  Use GIS to solve environmental planning
problems; demonstrate competency in ArcGIS 9.x; perform increasingly more
difficult GIS assignments; and make mathematical calculations.  The
competitive selection process for the ENVIRONMENTAL PLANNER II AND III
levels may also cover a knowledge of:  Principles, methods, nomenclature,
practices and equipment used in GIS work; GIS spatial, network, and 3D
analyses techniques; database design principles; object-oriented
programming using.NET; planning; cartography; and scripting.  The ability
to:  Perform mathematical calculations using algebra, geometry,
trigonometry, and statistics; assist in developing workflow routines; use
available resources to meet project deadlines; review input for
conformance to standards; and perform complex GIS related analytical
assignments.
