Chief Transportation Planner, HGAC

Houston-Galveston Area Council seeks the following for an immediate opening:

Position: Chief Transportation Planner Modeling
Position #: TR11006
Department:Transportation
Reports to: Program Manager for Modeling

Summary of Position: The Chief Transportation Planner’s duties will include travel demand and air quality modeling support development of vehicular emissions inventories, transportation air quality analyses of plans, projects, programs, and management of technical studies performed by H-GAC staff and contractors.

Examples of Work:
  • Develop MOVES-based inventories for base-case and attainment demonstration.
  • Perform travel demand modeling and emissions analyses in support of conformity findings including preparation of necessary documentation.
  • Assist TCEQ, EPA, and local governments in the evaluation and emissions reduction control measures.
  • Support Conformity Consultation process.
  • Refine methodologies to quantify emission impacts of transportation related projects.Develop and refine MSAT analysis tools.
Minimum Requirements:
  • Master’s degree with an emphasis in Environmental Science, Math, Atmospheric Sciences or Engineering is required. P.E. (Texas) or Ph.D. is preferred.
  • Minimum five years related experience is strongly preferred.
  • Must have strong analytical, organizational and interpersonal skills, and the ability to motivate and work effectively with others in a team atmosphere.
  • Must have strong communication skills.
  • Proficient in the use of personal computers and travel demand modeling.Must have extensive experience with MOVES/MOBILE6.2 software.

Salary Level: Level 8, Professional IVBudgeted Salary: $65,000 – $71,000
