The mission of the Gates Foundation’s Global Health Program (GHP) is to help ensure that lifesaving advances in health are created and shared with those who need them most. To date, we have committed nearly $10 billion in global health grants to organizations worldwide. The focus of our grants is to:

- Discover new insights to fight serious diseases and other health problems affecting developing countries.

- Develop effective and affordable vaccines, medicines, and other health tools.

- Deliver proven health solutions in developing countries.

- Advocate for more and better resources and policies to support the introduction and uptake of new and existing health technologies.

Responsibilities

The Global Health Policy & Advocacy team plays a leading role advancing the foundation’s goals of reducing inequities in global health. Effective advocacy efforts are critical to understanding and shaping important public policy debates around issues affecting our work, building public support for our major program and policy objectives, and building partnerships and alliances with other influential actors who can advance shared objectives.

The Global Health Policy & Advocacy (GHPA) team is seeking a Program Officer (PO) to provide support on issues that cut across GHPA initiatives and are of high importance to the overall GHPA strategy and therefore to Global Health Program and foundation leadership. The PO plans, manages, and executes a wide range of activities to support strategic planning and external relationship management, including knowledge management of research and analysis on key issues. The PO reports directly to the Director, GHPA, and will include participating in and providing support to internal working groups and projects on key areas of focus for the team, and working with technical and administrative staff across Global Health.

This position will be based in Seattle, Washington.

Reporting to the Director, Global Health Policy & Advocacy, the PO will:

- Provide research, analysis, and project management to support strategic planning and complex investment decisions, including support for internal briefings to support high-profile events and major meetings with government and industry leaders, and to prepare responses to Co-chair issues/inquiries and external requests not covered by current GHPA staff. Research may include:

- Data validation and analysis of ODA figures and resources allocated to particular issues.

- Trends analysis of political and financial developments related to global health priorities.

- Background research on targeted audiences with whom the foundation engages to support engagement with donor and developing country government officials and other stakeholders.

- Support the Director in external relationship management, keeping abreast of key developments in partner institutions, drafting formal communications, supporting high level meetings (e.g., UN Secretary General), interacting and negotiating with senior staff in partner institutions on behalf of the Director and the foundation, and helping to formulate foundation strategy regarding key partner institutions.

- Prepare short written briefs analyzing policy developments, initiatives and gaps in current foundation work.

- Draft sections of key documents, reports, and presentations for a variety of purposes and audiences, summarizing developments and recommendations for program areas.

- Develop and maintain a database of analyses and registry of latest thinking on select, strategic areas of focus for GHPA.

- Help coordinate the formulation of research strategies and identify partners and relationships that will serve the program’s mission.

- High level reporting to inform strategic decisions and engagement with key partners, e.g., reporting with respect to cost sharing with other donors.

Qualifications:

Minimum 7 years professional experience, or equivalent combination of education and experience, with emphasis on government relations or policy, and preferably on a cross-functional team.

- An advanced degree in public policy, economics, public health, international relations, or a related field is desired.

- Familiarity with overseas development assistance (ODA) financing mechanisms and public health policy and delivery systems.

- Knowledge of and experience working with global health issues relevant to the developing world and/or living and working in developing countries preferred.

- Superior verbal and written communication skills, able to effectively synthesize and present information to reach diverse audiences, with appropriate degree of diplomacy and persuasion.

- Strong “client service” orientation and interpersonal skills to interact with external and internal stakeholders.

- Self-starter, with sound judgment and problem-solving skills.

- Experience managing projects requiring internal and external collaboration and a strong track record of being able to organize, prioritize and manage projects effectively. Management consulting experience a plus.

- Experience with quantitative methods and analyses.

- Ability to work in a fast-paced environment with flexibility, efficiency, enthusiasm, and diplomacy both individually and as part of a complex team effort.

- Commitment and dedication to improving the lives of those living in the developing world a strong requirement as is a sense of humor and ability to be flexible and adjust to changing circumstances.

- Ability to travel up to 25% domestically and internationally.
