The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire an Energy
Efficiency Project Coordinator. This position is limited to the duration of the grant, set for completion on May 18, 2013. Recruitment will be at the levels listed above. The range for Assistant is $42,500-$58,800, and the Associate is $52,500 - $73,500. CMAP is the official regional planning organization for the northeastern Illinois counties of Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. CMAP developed and now leads the implementation of GO TO 2040, metropolitan Chicago's first comprehensive regional plan in more than 100 years. To address anticipated population growth of more than 2 million new residents, GO TO 2040 establishes coordinated strategies that help the region’s 284 communities address
transportation, housing, economic development, open space, the environment, and other

Position Description
Work includes professional assignments in a team-based environment coordinating the
Chicago Region Retrofit Ramp-Up (CR3) - a $25 million building energy retrofit program on behalf of the metropolitan region and in partnership with the City of Chicago, the City of Rockford, and other regional stakeholders. The position may include extensive contact with government officials, including elected and appointed officials, private financial institutions, civic and non-profit groups, sub-recipient staff working on CR3’s various program offerings, and the general public. Work includes administration and coordination of the Chicago Region Retrofit Ramp-Up program, a U.S. Department of Energy program as part of the American Reinvestment and Recovery Act (ARRA). Duties include, but are not
limited to, implementing scopes of work for various aspects of the program, coordinating outreach to partner organizations and governments to increase uptake in CR3 activities, and working with senior CMAP staff and partners to assure timely budget drawdown and reporting compliance.
Essential Functions:
• Serve as the CR3 program Project Coordinator; liaising with the Program Manager,
senior CMAP staff and CR3’s project partners in grant administration and
implementation activities.
• Provide coordination and outreach with project partners, including the CR3 Retrofit
Steering Committee, City of Chicago, City of Rockford, other government agencies,
and grant sub-recipients regarding the integration of and effective delivery of CR3
programs.
• Coordinate program work plans and timelines to ensure efficient coordination of
multi-partner, multi-site initiatives.
• Understand and market the CR3 financial products portfolio ($20 million) in
partnership with private financial institutions.
• Report program performance and progress, in person and/or through summary
documentation, to Program Manager and senior CMAP staff on a regular basis, and
suggest corrective courses of action when needed.
• Maintain up-to-date knowledge of the CR3 program’s scope of work, standard
operating procedures, and compliance, performance and monitoring standards.
• Prepare and/or facilitate stakeholder meetings, including development of agendas,
meeting minutes, presentations and tables.
• Monitor and advise on administration of grants, consultant contracts, and other
vendor relationships, including review and tracking of contract invoices and timely
vendor payment.
• Implement reporting requirements and compliance activities in accordance with the
American Reinvestment and Recovery Act (ARRA) standards for all project related
activities and consolidate data for quarterly reporting deadlines.
Knowledge, Skills and Abilities
• Highly motivated and organized individual with demonstrated project coordination
skills and a commitment to the fields of environment and energy efficiency who has
held increasingly responsible positions in the field.
• Confident in dealing with a diverse range of individuals and organizations, including
public officials, financial institution staff, private sector leaders, nonprofits,
developers, funders, and lenders.
• Ability to communicate program objectives and goals to current and potentially new
partners.
• Detailed and timely attention to reporting requirements and deadlines among many
grant sub-recipients.
• Ability to ‘market’ new and dynamic energy efficiency-related themes to a broad set
of stakeholders, with the goal of increasing adoption and uptake of CR3 program
offerings.
• Experience with the operations of public agencies, including budgeting, board and
staff development, reporting and administrative requirements.
• Detailed and timely attention to reporting requirements and deadlines among many
grant sub-recipients.
• Knowledge and direct experience is desired in implementation, coordination and
outreach of government-funded grant programs. Good understanding of energy
efficiency and the building retrofit process, available financing in the marketplace,
and private, public and non-profit retrofitting resources currently available as well
as industry-related organizations present in the Chicago region is also desired.
• Excellent written and oral communication skills.
Education and/or Experience:
The position requires a bachelor’s degree or higher in planning, communications,
environmental science or related field. Experience of up to two years is required for the
Assistant level and three to five years of progressively responsible experience for the
Associate level.
