OBJECTIVE OF ROLE:
LaSalle Investment Management is currently seeking a full-time Research Analyst or Associate to join the Research & Strategy team in Chicago. This person will contribute to the Research & Strategy team by preparing and communicating real estate market forecasts and investment recommendations. S/he will be responsible for market forecasts of assigned markets and will contribute to topical white papers and presentations. Knowledge of economics and statistical analysis is required. A demonstrated interest in real estate, land economics, and urban planning/development, as well as experience using Microsoft Office (especially Excel and PowerPoint), are necessary.
We are on the move- literally!  LaSalle’s Chicago office is currently located in the Aon Center at 200 E Randolph, Chicago, IL 60601.  We are moving our Global Headquarters in November 2015, so this individual will be working in our new space, at 333 West Wacker Drive, Chicago, IL 60606 soon!  This new location has prime access to all transportation options throughout and into the city of Chicago.  With Union Station, Ogilvie Transportation Center, and many el train options nearby, this is a very attractive new space for LaSalle. 
ACCOUNTABILITIES:
·       Gather, analyze, and interpret macro-economic and financial data and forecasts
·       Develop and maintain charts summarizing economic and real estate data and forecasts for regularly updated publications
·       Prepare detailed market analyses for potential acquisitions, covering real estate supply, demand and rent growth, a property’s positioning relative to competitors, and local economic trends
·       Forecast supply and demand trends for major property types in assigned regional economies/MSAs
·       Support the development and dissemination of investment strategies
·       Contribute to special US and global research projects and white papers, including the team’s flagship publication: the Investment Strategy Annual
·       Specific responsibilities will be commensurate with experience

QUALIFICATIONS, SKILLS & EXPERIENCE:   
·       Bachelor's degree from a leading school in Economics, Urban Planning, Geography, Real Estate or other social science
·       Master’s Degree in related field is preferred, but not required
·       Excellent writing, analytical, Excel, and Powerpoint skills. GIS familiarity is a plus, but not required
·       Knowledge of business and financial economics and statistics
·       Prior experience: 2-4 years in a related position. Real estate research experience is preferred

BRIEF DESCRIPTION:

Under general supervision of the Director of Public Works, supervises and directs the activities of the Planning Division; administers the Comprehensive Plan, Zoning Ordinance, and Subdivision Ordinance, prepares documents, reports and studies related to development standards and grants. In conjunction with the Economic Development Department, recognizes the importance of community development and its relationship with economic development to maximize economic benefits for new business locations. Creates an environment where the regulatory requirements of protecting health, safety and property values of citizens and businesses are easily understood, administered with an “what’s the intent” perspective, acknowledging the interests of the existing property owners and balancing them with the needs of the new property owners; providing excellent customer service through the development review process. Coordinates the administration and development plans with surrounding municipalities, regional planning organizations, and State and Federal planning agencies.

ESSENTIAL JOB FUNCTIONS:

• Recognizes the importance of community development and its relationship with economic development. Works with the Chamber and Economic Development Department to help broker and develop inducements to maximize economic benefits from new business locations in the City.
• Creates an environment where the regulatory requirements of protecting health, safety and property values of citizens and businesses are easily understood, administered with an “what’s the intent” perspective, acknowledging the interests of the existing property owners and balancing them with the needs of the new property owners. 
• Providing excellent customer service through the entire development review process.
• Reviews existing policies and procedures to address long-standing development and re-development challenges for businesses and citizens.
• Develops and manages projects and programs to ensure the objectives of the City Council’s Policies. 
• Prepares reports, studies, and policy statements related to research, surveys, and development standards for the Zoning and Subdivision Ordinances. 
• Attends all Planning & Zoning Commission meetings and attends City Council, Board of Adjustment and special meetings as required.
• Provides professional support to the Planning & Zoning Commission and City Council. 
• Coordinates and facilitates development review and pre-submittal meetings with City departments.
• Oversees that City staff is thorough and consistent in reviewing zoning and development cases, and follows procedures in reviewing such cases. 
• Oversees that staff has a working knowledge of the code and ordinances to review zoning cases and development plans and plats. 
• Ensure consistency in the preparation of staff reports and that staff reports are completed on time, before forwarding to Director. 
• Meets with applicants to ensure compliance with planning and other related ordinances and policies and to seek solutions to complex issues. 
• Administers and enforces zoning, subdivision and planning regulations and ordinances.
• Coordinates and revises development standards, presents revised standards to boards, commissions, and City Council to implement new or revised standards in order to meet new regulations and standards implemented at the regional, State and Federal level. 
• Oversee that zoning and development cases are being processed in a timely manner. 
• Recommends policy and procedural changes based on research and forecasts of land use studies, population growth, demographics and transportation issues and studies. 
• Ensures the Department’s Standard Operating Procedures are followed and kept up-to-date. 
• Completes performance evaluations on subordinate employees. 
• Administers consultant contracts. 
• Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Good knowledge of the principles and techniques involved in the development and maintenance of a comprehensive city plan.
• Ability to confidentially work with the development community to help cultivate potential new business in the City.
• Know sources of information applicable to the collection, compilation and analysis of data and preparation of plans and presentations of urban renewal and redevelopment projects. 
• Some knowledge of accepted practices and laws relating to zoning, land subdivision and control and land use, the methods of statistical analysis, and of the evaluation of research data. 
• Ability to learn laws and procedures applicable to city and regional planning, to coordinate planning studies in a variety of fields, and to communicate effectively, both orally and in writing. 
• Knowledge of Federal, State, regional and City zoning and urban planning regulations, ordinances and codes.
• Must possess American Institute of Certified Planners Certification (AICP) within one year of employment.
• Knowledge of long- and short-term planning forecasting, developing, amending, implementing and enforcing. 
• Knowledge of photography, computers and related equipment, hardware and software for database development, maintenance and retrieval, and geographical information system utilization for layer mapping. 
• Knowledge of City policies and procedures. 
• Ability to effectively and professionally communicate with elected and appointed officials, developers and the public. 
• Knowledge and the ability to research analyze and interpret complex legal, development, subdivision, planning and zoning proposals.

The Funding Programs Lead performs a variety of complex transportation and funding research and program activities in the Resource Development Section of the Planning & Development Department. Develops, organizes and has responsibility for work program tasks and budgets; performs complex research and analysis; represents Metro in a variety of forums including project committee meetings and before elected boards and commissions, the general public and business and community groups; works with others in the section and department to develop Metro’s project funding and tracking procedures and reporting. Coordinates with other staff in the Department in a matrix management or project team format; manages the fund programming of the Metropolitan Transportation Improvement Program (MTIP) and Community Planning & Development Grant (CPDG) program and reports on MTIP outcomes; may serve as project lead. May provide lead direction to professional level staff within the program area. This position is supervised by the Resource Development Section Manager.
The ideal candidate will have expertise in program evaluation and reporting and use of tools for program monitoring; knowledge of financial forecasting techniques knowledge of federal transportation project funding regulations and knowledge of transportation planning and project development.
