The Position: The Energy Resource Construction Navigator is a hands-on team leader responsible for evaluating the energy-related scope of work and costs for properties under consideration for CIC loans. The Navigator will also be responsible for oversight and tracking of project progress and impact data.
The energy and climate resource landscape in Illinois is incredibly complex. Although the small local building owners and tenants in low and moderate-income communities have the most to gain from these programs, they are often the hardest to reach. The Energy Resource Construction Navigator will provide customized technical assistance, coordination, and layering of financing and resources.
The Navigator will be housed within CIC’s lending and construction department and will be the central point of contact on energy-efficiency, climate-resiliency, financial and technical resources. The Navigator will also assist developers with construction plans for deferred maintenance items that are often barriers for building owners to pursue clean energy and other climate resiliency upgrades.

Reports to: Construction Risk Manager

Duties and Responsibilities:
Perform energy scope reviews and find potential funding resources / programs (both internal and external) to connect proposed projects.
As needed, make presentations and provide information to the CIC clients (both individually and future events).
Create and maintain an internal Energy Program/Navigation Procedures Manual.
Interact and coordinate with CIC personnel responsible for loan origination, loan servicing, and Construction review and with other funders of projects, and providers/contractors to expedite approvals and ensure timely completion of construction.
Track and report on energy related data for all projects/loans. CIC will be reporting on impact of our energy initiatives to our investors and the community we serve.
Some field work/local travel may be required.

Skills and Experience:
3 – 5 years’ experience in energy related construction strategy / budget development. Including but not limited to energy-efficiency, climate-resiliency, financial and technical resources. Multifamily residential sector preferred.
3 – 5 years’ experience in a combination of construction related activities, including construction administration, draw package review/coordination, and preconstruction budget development/review. 
 Multifamily residential sector preferred.

*Experience with/knowledge of federal grants including Community Development Block Grant Programs and Energy Efficiency and Conservation Block Grant Program
*Knowledge of or willingness to learn detailed program requirements and regulations.
*Undergraduate degree in Construction Management, Building Engineering or Architecture preferred.
*Excellent interpersonal communication skills in person and in writing.
*Self-starter with the ability to collaborate effectively in a team setting.
*Extremely well organized, ability to meet deadlines.
*Development of office procedures related to new programs will be a plus.
*Able to work with persons of diverse backgrounds.
*Commitment to neighborhood revitalization and energy conservation.
