EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with specialization in City Planning, Architecture, Engineering, Economics, Sociology, Public Administration or a related field.

Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

EXPERIENCE REQUIREMENT:

Such experience must have demonstrated knowledge of the principles, practices, purposes, scope and techniques of the various phases of city planning; trends in Federal, State and local planning as they affect city planning; research methodology and statistical procedures; sources and uses of socio-economic information; State and local laws and ordinances related to city planning; and the principles and practices of supervision.

Substitution:
A Master's degree in the social sciences, city planning, business or public administration or a related field from an accredited college or university may be substituted for one year of professional work experience in city planning or related planning activities.

SUMMARY:

The Candidate will support transit planning and program management for all matters relating to developing routes and networks or routes for transit systems, including but not limited to, Installation Base Shuttle, Water Taxi, Bike Share, and transit-oriented development and integration with Honolulu Area Rapid Transit (HART) System, local, and Federal government agencies.

The Candidate is required to use sound planning judgment in making recommendations to the customer regarding base transit, including coordination and program management of HART planning and construction scheduled with Navy requirements. Required Services/Support are listed below.

  • Data Repository: The Candidate will store, transmit, evaluate and/or present data generated in support of the customer’s mission. 
  • Data Collection: The Candidate will perform data collection in support of customer’s programs. The Candidate will analyze and report on findings. 
  • Pre-Award Support/Post-Award Support: The Candidate will deliver documents defining Task Order requirements, developing and integrating execution strategies, Performance of Work Statements, Statements of Work (SOWs), programming documents, DD 1391s, cost estimates, and other components of the acquisition package for government approval and submission. 
  • Technical Interchange: The Candidate will provide technical expertise to the Government at meetings located on Oahu. The Candidate will deliver technical presentations, provide agendas and meeting minutes, facilitate meetings, etc. 
  • Deliverable Review: The Candidate will perform and deliver technical reviews of data deliverables submitted by other contractors. Reviews will assess functional and technical accuracy/completeness, and compliance with applicable regulations. Deliverables will state whether technical deliverables satisfy specifications and schedules and include written recommendations regarding acceptance or rejection of documents by the government. 
  • Project Tracking: The Candidate will maintain three (3) databases. 
  • Documentation: The Candidate will assist in documenting program files, organizing files and providing administrative support, such as filing minutes of design and construction meetings. 
  • Conference/Meeting Support: The Candidate will support the Air Force at conferences and meetings. This shall take the form of meeting setup, facilitation, as well as deliverables (graphics, audiovisual equipment, study materials, invitations, record keeping, etc.) Meetings/conferences may address a wide variety of topics, such as stakeholder involvement, community relations, risk communication, etc. 
  • Statutory and Regulatory Requirements Support: The Candidate will provide deliverables which review, interpret and define the application of new statutory and regulatory requirements. Deliverables shall include recommendations for Air Force integration of these requirements. 
  • Cost and Scheduling Support: The Candidate will provide deliverables which help the government evaluate other contractors’ performance. Deliverables will include cost and schedule analysis, project status reports, Estimates at Completion and provide cost performance improvement recommendations and alternative corrective measures to recover from schedule lapses and cost overruns. Deliverable requirements may also include cost and schedule training and peer reviews of other analysts’ evaluations. The Candidate will develop and provide engineering man-hour and cost estimates for project support. 
  • QA/QC Oversight of field activities: The Candidate will assist government personnel to perform QA/QC oversight of field activities. The Candidate may review other contractors’ field activities to ensure they are being conducted according to Navy, regulatory, and project-specific procedures and that the resulting data collected are legally and technically defensible. Assistance shall include site visits, documentation, photographs, daily surveillance log and reports of immediate health and safety hazards observed. The Candidate will recommend corrective actions as needed. 
  • Data and Analysis Support: The Candidate will provide deliverables resulting from the technical review of other contractors’ work product, including site data, analytical data, and reports. These deliverables will include an assessment of the accuracy of data and validity of analyses and interpretations of results generated by others. The Candidate will deliver analyses of technical comments provided by regulatory agencies and stakeholders in accordance with appropriate laws and regulations, and make recommendations to the government concerning their disposition. The Candidate will deliver QA/QC standards for emerging technologies when not otherwise available. 
  • Strategic Planning: The Candidate will provide assistance and deliver strategic planning tools such as: Change management in business redirection and enhancement; business management techniques; identification and deployment of measurement systems; program analysis, planning and development; process mapping, benchmarking and process migration and in-depth requirements analyses. The Candidate will facilitate and support efforts to develop, establish, implement and sustain leading-edge techniques. 

The Candidate will perfrom tasks that require: * Knowledge of federal, and/or local regulations and statutes, Air Force, Navy, and DOD regulations and other documentation. * Knowledge of construction scheduling methods. * Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat Professional. * US Citizenship. * A valid driver’s license. Transportation degree or Masters in Urban and Regional Planning with a transportation specialization.
