Fiscal Clerk-Cashier Finance Department DESCRIPTION: The Village of Glen Ellyn Finance Department is seeking qualified candidates for the position of part-time Fiscal Clerk. The job duties of the Fiscal Clerk, include, but are not limited to, providing courteous and responsive customer service to Village residents and the general public in a high-visibility role; organizing and participating in clerical accounting operations; effectively responding to inquiries and concerns pertaining to utility billing, residential refuse & recycling collection, waste, real estate transfer tax, vehicle stickers, dog tags, permit parking, and general billing; and verifying and recording related accounting transactions. This position is a job share position and performs other duties and special projects as assigned. Position reports directly to the Accounts Manager. ESSENTIAL FUNCTIONS: • Provide friendly and responsive customer service via the phone, in person, by e-mail, and in writing. • Collect and process payments from customers and other village departments, including utility payments, parking tickets, vehicle stickers, building permits, business registrations, etc. • Resolve resident complaints via the phone, in person, and via e-mail; offer new resident introduction, including an explanation of the waste removal systems, vehicle stickers requirements, and various Village programs, ordinances, and procedures. • Administer the village permit parking lots including billing, collection of fees, issuance of hang tags, and maintenance of the wait list for residents and merchants; also process funds for the daily parking lots. • Handle daily balancing of a cash drawer, process online and lockbox payments, and file reports; and prepare various statements and reports. • Assist other clerk positions with data entry as work load demands, and assist with utility billing related functions. QUALIFICATION REQUIREMENTS: Qualified candidates must possess a high school diploma or equivalent, with a minimum of one (1) years of previous experience or specialized training in a clerical or general office environment, with previous customer service experience required. Previous experience in customer billing, accounting, and/or book-keeping is highly desirable. The Village is seeking qualified candidates who effectively demonstrate excellent verbal and written communication skills, including the ability to communicate with tact and professionalism under various conditions. Must be detail oriented, and be able to work effectively in a fast-paced, high-volume environment. Flexibility to work both independently and as part of a team is also highly desirable. Applicants will be required to interpret and apply Village policies and procedures, written instructions, and general correspondence, and demonstrate the ability to complete assignments accurately and within established deadlines. Qualified applicants will also possess excellent typing skills, the ability to effectively operate customary office equipment, including computers and related software, such as Microsoft Office and Windows-based programs; previous experience with on-line billing systems is a plus. The position also requires individuals capable of completing basic mathematical calculations. The average work hours will be 18 hours per week. The typical work schedule will be 8:00 a.m. to 4:30 p.m., every Monday and Tuesday, and alternating Wednesdays. Additional hours may be required, as needed, for training, holidays, vacations, and/or emergency situations.
