Required Qualifications:

Bachelor's degree required. Graduate degree preferred, in public policy, public affairs, public administration, or related field. Candidates with other relevant backgrounds are encouraged to apply. Candidates must have excellent written and verbal communications skills.

Desired Qualifications:

Intermediate use of SPSS or other statistical software for data analysis and presentation. Experience as a researcher or member of a research team including the development of research methodology and the collection, analysis, and synthesis of data both quantitative and qualitative. Experience using quantitative and qualitative data to inform and develop policy at various levels of organizations and government. Successful track record in grant development, proposal development, and/or program design. Success in participating on forward-thinking projects with large-scale impact. Experience working with academia, state government, legislative bodies, and private and non-profit partners.

Description:

The University System of Georgia Office of Educational Access and Success seeks an experienced professional to serve as Policy Analyst. The individual selected will have responsibility for research, data collection, and policy analysis to support and inform the key areas of access; college retention, progression, and graduation; and, K-12 partnerships. The Policy Analyst will also use his or her developed expertise to aid in the development of communications and grants at a system level that advance key USG areas.

The Policy Analyst will be a vital member of an office working as part of a statewide effort to significantly increase the proportion of young adults holding a high-quality college degree. The Policy Analyst supports the work of the University System of Georgia (USG) Office of Educational Access and Success (OEAS) and maintains four areas of responsibility:

1) Data analysis within the context of college access, retention, progression, and graduation using data from USG institutions, the USG Office of Research and Policy Analysis, and state, national, and international partners.
2) Policy analysis activities and development of related communications to inform policy decisions at the university system, institutional, state, and federal level.
3) Writing, data analysis, and program design to support grant development at a University System level with public, private, and non-profit sources.
4) Special projects to support the Office of Educational Access and Success as needed.

Skills and Abilities:
Excellent written and verbal communication skills. Ability to locate, synthesize, and apply current research and writing about a variety of issues including K-12 partnerships, access, and college retention, progression, and graduation. Ability to communicate implications of data and data based stories across various mediums including traditional reports and briefs, electronic and social media. Skilled in statistical analysis, policy research, policy analysis, policy option development, and scenario planning. Ability to think strategically and creatively, informed by data, about the future of higher education, effective teaching and learning, and economic and workforce development. Excellent organizational and project planning skills. Effective problem solving skills. Good time management and the ability to meet deadlines while working with multiple projects and multiple stakeholders. The ability to adapt work or leadership style as needed for various groups or situations. Excellent people and negotiation skills including the ability to work independently or as part of a team. Initiative and the quality of being a self-starter. Demonstrated ability to establish and maintain working relationships with personnel at all professional levels within an organization. Ability to travel moderately as required (primarily within state). Ability to adapt quickly and work in a highly changeable work environment. quality college degree.
