About the Position:
The County of San Luis Obispo is offering an exciting career opportunity for an environmental professional to join the Environmental Programs Division within the Department of Public Works. This Environmental Resource Specialist will join an eight-member team conducting a wide range of environmental services for public infrastructure projects. Currently, professionals in the Division have specialized skills in the areas of planning, resource law, biology, botany, wetlands, regulatory permitting, archeology, and restoration. The Division represents a full-service environmental team, capable of processing complex State and Federally funded projects entirely in house.

In general, Environmental Resource Specialists apply planning and natural resource science to promote environmentally sound operations and projects, sustainable management of natural resources, and adherence to environmental planning and regulatory requirements. These positions bridge natural resource disciplines including, but not limited to: geology, soils, hydrology, plant and wildlife ecology, resource law, cultural resources, and public policy. Environmental Resource Specialists bring analytical skills to bear on decisions about the appropriate use of land and natural resources; the appropriate application of local, State, and Federal planning; environmental and resource laws and policies; provide expertise in environmental processes to department management and staff; and perform related duties as required.

The Ideal Candidate: 
While the incumbent will perform the full spectrum of Environmental Resource Specialist work, candidates with a solid background in CEQA analysis and document preparation are highly desired. Minimum requirements for this position:

Graduation from an accredited institution with a Bachelor's degree in either a physical or life science (e.g. biology, archeology, geology), or a closely related field. (Job related experience may be substituted for the required education on a year-for-year basis.) AND: two years of experience in environmental impact assessment work (A state approved specialized professional license or certification; or a Master's Degree in the above fields; or Bachelor Degrees in two fields such as in life science and in environmental planning or closely related field is desirable and may be substituted for one year of the required experience).

A valid driver's license is required at the time of application. A valid CALIFORNIA driver's license is required at the time of appointment and must be maintained throughout employment.

Summary
Meridian Consultants is seeking a CEQA/NEPA Project Manager with broad-based science- and planning-related background and experience with city and county local government and development-oriented projects. 

Job Responsibilities: 
  • Responsibilities will include overseeing multidisciplinary teams of professionals, including but not limited to architectural, engineering, air quality, biological, natural, and cultural resources; geology; land use; noise; traffic and transportation; recreation; and water resources.
  • Additional responsibilities will include assisting principals and other senior staff in the development of client proposals, making presentations, and conducting business development activities consistent with maintaining and growing our Southern and Central California presence.

Job Requirements
Education and Experience:
  • Qualified candidates should have least 5 years of experience, with at least 3 years of direct CEQA/NEPA project management experience overseeing complex environmental documentation projects related to urban development and infrastructure projects throughout Southern California, specifically the Los Angeles Basin, the Central Coast, Coachella Valley, and northern Los Angeles, and neighboring counties.
  • Candidates should have experience managing projects to stay on scope and meet budget requirements, as wells as meet regulatory requirements of the applicable local, state, and federal laws.
  • Bachelor’s degree in environmental science, urban planning, or a related discipline. 
  • A master’s degree is preferred. 

Skills and Abilities:
  • Candidates must possess effective problem-solving ability, excellent writing skills, and the ability to work with a team.
  • Candidates must also have experience in managing a variety of projects, and in interacting with clients.

The Position:

Minimum Qualifications:
  1. Land Use Option: A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in city and regional planning, urban planning, landscape architecture, architecture, geography, archeology, biology with a concentration in wildlife and/or botany; geology; or any one of the following life and physical sciences, geography with a concentration in conservation of environmental quality, natural resources or physical geography, ecology; zoology; engineering with an emphasis in acoustics or environmental management, environmental science or a related field, AND one (1) year of progressively responsible professional level experience performing environmental analysis, planning, research, data analysis, computations, and preparing and presenting reports and graphics as it relates to land use/environmental planning. Geology Option: A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in Geology, geography with a concentration in conservation of environmental quality, natural resources or physical geography or environmental management, AND one (1) year of professional level geological experience as it relates to land use/environmental planning.   Experience must have been at the level equivalent to a Junior Land Use/Environmental Planner within the County of San Diego;OR,
  2. A master’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in one of the fields stated above. No experience required;OR,
  3. One (1) year of experience as a Junior Land Use/Environmental Planner with the County of San Diego.
NOTE: Professional level land use/environmental planning experience in a public or private agency may substitute for education on a year for year basis, for up to two (2) years of the education requirement. Degree must be from a U.S. accredited college or university, or certified equivalency for foreign studies must be provided.
