| Position SummaryRainbow Utility planner will perform identification, inspection, and evaluation of vegetation and determine required maintenance activities. The planner must research easements, land rights, and restrictions. Meet with land owners to explain vegetation management work. Work with public to ensure all concerns are handled. Able to manage, direct and work with all contractors to ensure work is completed to specification. Ability to use GIS and GPS and custom work planning software. Flexible work schedule- storms may require longer working hours and weekends.Role ObjectivesThe position specializes in the maintenance and adhering of Rainbow's scientific protocols in servicing of trees and other vegetation to ensure proper functioning of electric power lines and equipment without interference.Able to comprehend and experience in arboriculture for the Southern region , soils study, pests and pest management, ecology, relevant public policy and law, urban tree management and geospatial analysis in order to recommend procedures based on contract.Act as a liaison between the Utility Company, contractors, and Rainbow performing inspections and assessments of circuit area, securing clear rights-of way for treatments, audit tree work for compliance with the utility's specifications. Assist in investigating and recommending future R-O-W maintenance requirements. Inputting specified statistics and numbers into ARC GIS.The position requires daily contact with the clients, contractors, and the public. Perform duties in a manner the will promote and maintain good public relations.Communicate with Forestry supervisor and direct report to Rainbow Companies Regional ManagerPosition ResponsibilitiesMonitor and maintain the operation of potentially hazardous equipment to ensure safety is adhered to. Forecasting, performing, an overseeing the physical necessities with analytical concepts such as the basics of electrical conduction, maintenance operations, tree identification, electrical line extractions, and basic inspections.Coordination of permits or other regulatory requirementsEvaluation of vegetation and determining the required maintenance activitiesPerform identification, inspection, and evaluation of trees and brush along utility lines; Submit inspection results to clients with recommendationsMeet with customers adhering to Rainbow's customer service codes to explain vegetation management work.Work with the public to ensure all concerns and complaints are handled in the appropriate manner.Serve as a liaison between clients, tree crews, and client customers and attend meetings on a regular basis.Manage and ensure all work is performed by contractors to the specific specifications of contract.Discuss and negotiate line-clearance crew access issuesPlan, direct, organize, coordinate, and audit the activities and functions of assigned tree crewsPerform other job functions assignedFollow all safety requirements- attend safety trainings and complete sign offWilling to travel.Essential Skills and ExperiencesEducation and Work Experience: AA or BS Degree in urban forestry, Natural Resource Science/Management, Horticulture, biology, environmental science or related field and/or 3-5 year experience in utilities. Experience of IVM, techniques and equipment used for vegetation management, working knowledge of Cambistat Tree Growth Management Systems. Experience with GIS and GPS applications. Certification as an ISA Arborist is a plus or ability to obtain certification within one year.Specialized Knowledge and Skills: Strong problem solving abilities, time management, Detail oriented and accurate, and exceptional public relations/interpersonal skills, and organizational skills. Management experience with directing 5 or more. Ability to speak in public to small groups to educate and motivate, coach and mentor individuals as well as team member. Possess great organizational skills, can prioritize, multitask, and meet deadlines.Equipment and Applications: Computer literate; MS Office Word, Excel, Access, PowerPoint, Outlook and GIS and GPS application.
