JOB SUMMARY:

The Pathways Internship Program targets students accepted for enrollment or currently enrolled in a qualifying educational program in an accredited institution, on a full or halftime basis with paid opportunities to work in agencies and explore Federal careers while still in school. Applicants must meet the definition of "student" in order to be considered for this opportunity. 

Internship appointments under the:
  • Internship Experience Program (IEP) are nontemporary and can last the duration of the student’s academic program.
  • Internship Temporary Experience Program (ITEP) are temporary appointments that allow for seasonal employment (during summers and holiday breaks from academic program) as well as year-round employment should their academic programs allow. These appointments are limited to a year or less with possibility for extensions in one-year increments.
Appointment length will be determined at the time of selection. At the successful conclusion of the program, interns may be eligible for noncompetitive conversion to a Federal career or career-conditional position in the competitive service. Michael Watkins Architect, LLC is a small and very busy architecture and town planning firm in Kentlands, outside Washington, D.C.  We are seeking an architect / urban designer to join us in serving some of the best clients out there.  We support our clients in building community at a variety of scales (from two to two thousand acres) in the US and abroad.  The services we provide include:  conceptual architectural design; master plans for infill, greenfield, greyfield and brownfield sites; zoning codes, design codes and pattern books; serving as "Town Architect" and more.  Design charrettes, both public and semi-public, are the norm especially on large projects.
The successful candidate will be an architect and/or urban designer who is passionate about creating beautiful, walkable, communities.  Candidates should be highly motivated, able to think creatively and critically, detail-oriented, and able to represent the firm with clients.  Education and/or experience in traditional architecture is expected.  Excellent written and verbal communication skills are expected.  Proficiency with Sketch Up, Adobe Creative Suite, AutoCAD and Apple computers is expected.  The ability to draw and paint by hand would be welcome!

Introduction:
The San Francisco Planning Department has an opening for a 5291 Planner III to work on complex planning work relating to the design of the built environment in our Current Planning Division.
The San Francisco Planning Department plays a central role in guiding the growth and development in our City.  The Department works with other City agencies and the community to help achieve great planning for a great city.

The Department serves a broad range of constituents, including the citizens of San Francisco, community organizations, elected and appointed policymakers, builders, architects, property owners, tenants, and advocacy groups.  All rely on the City's General Plan and the Planning Code to achieve the City's development goals.
Current Planning staff help shape the physical development of the City.  Planners are responsible for guiding projects through the building permit and land use entitlement process to ensure compliance with the San Francisco Planning Code, San Francisco’s General Plan, zoning regulations, and relevant design guidelines. Planners are responsible for reviewing project applications, processing Neighborhood Notifications for changes of use and residential expansions, implementing the historic preservation work program, and operating the Planning Information Center.

Position Description:
Under direction, the Planner III: Urban Designer/Architect performs complex planning work relating to the design of the built environment.  This position is responsible for providing professional architectural and urban design review of development proposals; developing architectural and urban design guidelines for a variety of land uses and building types; developing and implementing strategies to educate the design profession of the standards expected of work in San Francisco; participating in design review advisory groups, advising Department Staff on technical knowledge of the Building Code, Green Building Ordinance, building material and construction methodology and cost; providing architectural design expertise to assist in the development of proposed long-range policy and planning initiatives regarding the built environment; and performing other duties as assigned.
Examples of Essential Duties:
  • Participates in design review of development proposals;
  • Coordinates updates to existing urban design and architectural design guidelines, and contributes to the development of new design guidelines, as needed;
  • Provides urban design and architectural expertise in support of the Department’s work to strengthen the city’s sense of place and livability through concern for the city’s physical qualities;
  • Assists in the coordination of, and participates in, the Department’s design review committees;
  • Provides technical knowledge of the Building Code, Green Building Ordinance, building material and construction methodology and cost;
  • Provides knowledge of the Planning Code as applied to existing and proposed development of all scales and types.
  • Supervises or assists in the supervision of a planning group engaged in professional planning work and may act as project manager, if needed;
  • Participates in or leads community workshops and public presentations;
  • Responds to, educates and works closely with the public, the profession, other City agencies, policy makers, elected officials and other stakeholders; and
  • Works collegially with team members, motivates and completes projects within a tight schedule.

Planner III’s may be required to attend meetings or participate in work-related activities outside of normal working hours (evenings and weekends) in various community locations.  Some positions may require possession of a valid driver license, and may require specialized experience in order to perform department-specific planning duties.

MINIMUM QUALIFICATIONS:
  1. Possession of a baccalaureate degree from an accredited four year college or university AND four (4) years (8,000 hours) of verifiable full-time-equivalent experience in an urban, city, and/or regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design);  OR
  2. Possession of a master’s degree from an accredited college or university in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, and/or regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design).

Desirable Qualifications

  • Higher-level degree or certificate, or 4+ years of professional experience in urban design, place making, or related field concerning the design of the urban environment

As an architect or engineer, you will be responsible for assisting in the overall architectural/engineering (A/E) project management of various leasing, design and construction projects assigned, including, but not limited to, planning, acquisition, design, and construction of new buildings and complexes, as well as the renovation of existing ones.

These positions are located in the Project Management Branches of the Chicago Service Center Operations Division, Southern Service Center Operations Division and the Northern Service Center Operations Division. These offices are responsible for developing, directing, acquiring and delivering services related to the operations, maintenance, and repair of Federal buildings and leased space.

Selected candidates will be required to make progress toward completing all requirements required to obtain and/or maintain at least a Level I Federal Acquisition Certification-Program/Project Management (FAC P/PM) and Contracting Officer's Representative (COR) certification and will be expected to make substantive progress toward achieving a Level III FAC P/PM and Level III COR certification in order to work on the full range of GSA projects.
These positions are being announced under the Pathways Recent Graduates Program. This program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. The selected candidate will learn the duties and responsibilities pertaining to project planning, design, construction and repair of buildings. Responsibilities will include assisting a higher level architect, engineer, or project manager in the following duties with the opportunity for increased autonomy upon demonstrated proficiency:
  1. Developing, managing, or monitoring design, new construction or alterations projects and related services in Federal and Federally leased buildings.
  2. As part of quality assurance or quality control, reviewing design and related documents of private sector architects and consulting engineers.
  3. Preparing of statements of work, determinations and findings, solicitation documents and detailed instructions for guidance to architects and consulting engineers.
  4. Participating in selecting and negotiating A/E, consultant, or contractor selection, and negotiations for design, post-construction contract award, construction, and other related A/E, consultant, or contractor services.
  5. Conducting site surveys to determine condition of structures and systems, evaluating requirements and recommends incorporation, modification or exclusion of various project features to best meet project requirements.
  6. Serving as the Contracting Officer’ Representative (COR) which includes reviewing, inspecting and directing the work as it proceeds in compliance with contract requirements.
  7. Reviewing cost estimates, specifications and design analyses submitted by contract designers and others for accuracy and technical adequacy.

The GS-9 salary range starts at $55,116 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

In addition to the Basic Requirements, all applicants must meet one of the following in order to qualify for the GS-9 level:
  • Registered to practice architecture by one of the State registration boards, using standards in compliance with the basic minimum provisions recommended by the National Council of Architectural Registration Boards; OR
  • At least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is progressively responsible experience in the design of construction or alteration projects involving buildings or major building systems of moderate complexity; or assisting in the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having assisted in managing projects and/or portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout; OR
  • Two years of progressively higher level graduate education leading to a master's degree, or a master's or equivalent graduate degree that is directly related to the position; OR
  • A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
