Assistant Director/Associate Director, Planning & Budgeting - University of Illinois (Urbana)

Who: University of Illinois, University Office of Planning & Budgeting, Urbana Campus

What: The University of Illinois seeks an Assistant/Associate Director, Planning & Budgeting, to develop recommendations for new or revised initiatives, business applications, and data functions. The Assistant/Associate Director will design, conduct, and interpret new and continuing budget, institutional research, administrative, or academic policy studies. The Assistant/Associate Director will assist with the coordination of data exchange activities and in the preparation and documentation of the University's annual operating and capital budget requests and production of supporting materials required by State of Illinois budget review agencies. Additional responsibilities include:

  • Conduct analytical studies in response to and in support of internal and external data requests at all levels (University, System, Statewide, Nationally), in all subject areas: student, faculty/staff, and finance/budget.  For example, student enrollment, tuition and fees, waivers, financial aid, faculty/staff counts, budget comparisons, instructional costs, etc. 
  • Prepare responses to various State agency information requests.  Assist with coordination and participation in institutional data exchange activities.  Design and conduct peer comparison studies and other special studies as required.  Prepare statistical reports and analyze changes/trends in University resources.  Prepare analyses to meet internal management information needs.  Participate in committees as necessary.
  • Work as a team member to refine the unit's research agenda based on scanning of national and state trends in key subject areas.
  • Use existing network/warehouse databases and develop other information resources as needed to support the planning and decision-making functions and satisfy institutional reporting requirements.
  • Assist in the production of the annual University budget request.  
  • Provide background information and respond to technical questions concerning annual budget request by the Illinois Board of Higher Education and legislative staffs.
  • Provides data and analysis for internal and external use and historical trends. May develop research projects that could be suitable for publication in professional journals and presentations at professional conferences.
  • Assists and supports the University Codebook Data Stewards, IBHE Program Inventory, and CIP Code Reviewer.  
  • Provides detailed analysis/review in response to other university department inquiries (Academic Affairs, University Relations, Board of Trustees, Governmental Relations, etc.). 
  • Other duties as assigned appropriate for an Assistant/Associate Director.
Qualifications: Candidates must possess a Master's degree in a discipline that includes quantitative analysis or related discipline with five to eight years of experience in data collection and assessment, statistical analysis, and information management.
Other requirements include: strong oral and written communication skills; knowledge and experience in information technology and management information reporting; experience with using web-based applications and database applications, preferably in a networked, client/server environment; professional experience in a higher education setting; professional experience in university, or other public sector, institutional research, budgeting, or human resource administration; and experience working with relational databases.
Preferred qualifications include:  Two years of experience in SAS programming language or other statistical software package; familiarity with SCT Banner; familiarity with public higher education in Illinois; experience with MS Office suite, statistical tools, and experience accessing distributed databases for use in a networked, client/server environment.
