Under the direction of the Chief Planner –Advance Planning, performs professional planning and design functions as outlined through the county’s ordinances, regulations, policies and procedures.
 Essential Duties:
Designer
  • Preparation of Master Plans for coloñias within Doña Ana County;
  • Preparation of Site Plans for major county facilities e.g. parks, public buildings and transportation corridors;
  • Assist with the preparation of Community Design Guidelines for the Unified Development Code;
  • Preparation of graphic format and presentations for all major planning documents;
  • Preparation of presentation graphics including drawings, maps and PowerPoint presentations;
  • Conceptualize and design master plans for mixed use, retail, residential, commercial, open space, land uses, etc.
 Planning
  • Analysis of general land development applications for conformance with the Doña Ana County Comprehensive Plan, Extra-Territorial Zoning Comprehensive Plan, Community Master Plans and One Valley, One Vision 2040 Regional Plan
  • Advises and assists with county planning initiatives including but not limited to: Sustainable Communities Regional Planning Grant and Department of Defense Joint Land Use Study
 GENERAL DUTIES
·         Collect, compile, and analyze complex information and data and prepare reports
·         Develop short- and long-range work plans, procedures, and schedules.
·         Assist with project management and contract administration
·         Develop project work scopes, schedules, and budgets
·         Attends meetings, conferences, workshops, and training sessions determined by supervisor
·         Provide high level of customer service to public and other staff, in person, over the phone, and via email
 
ADDITIONAL DUTIES. Other duties that may be assigned.
 Qualifications:
Education. Bachelor’s degree from an accredited university in community or urban design, landscape architecture, architecture, planning or related field. Must possess a valid driver’s license.
 
Experience. Two (2) years experience in the area of community design, site planning, public planning or similar capacity.
 
Licenses/Certifications. Progress toward professional certification preferred e.g. AICP, ASLA, and AIA
 
Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Background check and driver’s license.
 
Portfolio/Work Samples. A portfolio or work samples must be provided in order to be considered
 Knowledge/Skills/Abilities:
Knowledge: The art and science of shaping the interaction between: people and places, environment and community form, nature and built fabric and influencing the processes that lead to successful villages, towns and other communities; land use concepts including sustainable development, Smart Growth and New Urbanism; comprehensive and functional area planning; site planning; indigenous and Xeriscape landscape design; construction drawings; community and urban design and digital 2D and 3D graphics. Exposure to form-based codes desired.
 
Skills: Intellectual curiosity about the design profession and ability to improve skill set and experiences on a daily basis; Exemplary design skills with ability to clearly and concisely illustrate design intent; Exceptional presentation, hand drawing and computer skills with demonstrated expertise in: a) SketchUp; b) Adobe Creative Suite; c) AutoCAD; ; d) and MS Office. Additional capabilities such as GIS (Arc View), enhanced 3D modeling skills are a plus. Ideal candidate will demonstrate a creative approach to design with exceptional leadership and project management capabilities. Excellent writing skills, people skills and strong technical skills. Knowledge of development process and permitting are favorable. Strong organizational, problem-solving, and analytical skills to find solutions to complex problems are a must. Expertise must be demonstrated in a professional portfolio or work samples,
 
Ability: Work with culturally diverse population; communicate effectively both orally and in writing; train employees; establish and maintain effective working relationships; work independently, and use considerable judgment in various situations and to take appropriate actions. Ability to coordinate and collaborate with other disciplines; must be able to work with others as part of a team. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Possess ability to manage and work on multiple projects, priorities, and work flows and meet deadlines. Must possess versatility, flexibility, and a willingness to work with constantly changing priorities. Organize and prioritize multiple tasks. Ability to work on complex projects with general direction and minimal guidance. Ability to coordinate activities between multiple departments, disciplines, federal and state programs, and agencies. Ability to establish and maintain effective working relationships with internal staff, consultants, government representatives and these doing business with Doña Ana County. Working outside of normal working hours such as evenings, early mornings, and/or weekends may be required to meet the needs of certain projects.
