The incumbent serves as a Community Planner for the Hurricane Sandy Recovery Team in the Commissioner's Office of the National Parks of New York Harbor.  The position is located in Staten Island, NY.  Incumbent serves as park planner responsible for complex assignments and duties which require a high level of professional skill and independence.  Coordinates the development and implementation of a variety of planning and environmental documents and strategies to help guide management of park resources during the recovery from the impacts of Hurricane Sandy.  Specifically, the incumbent will be responsible for damage and site assessment plans for the sites impacted by Hurricane Sandy with a particular focus on recovery actions within the three unites of Gateway National Recreation Area.  Incumbent serves as a project leader or primary team member for major planning efforts (i.e. damage assessments, environmental assessments, site assessments and site development analysis) for planning efforts on Hurricane Sandy recovery.
PHYSICAL DEMANDS: The work is mostly sedentary. Some bending and lifting is required.  Frequent travel to project areas may be required, often including walking over rough terrain.  Good physical health and a willingness to be outdoors are required.
WORK ENVIRONMENT: Work is performed in a variety of office settings, but also involving considerable time in the field.
AREA INFORMATION/HOUSING INFORMATION: The Hurricane Sandy Recovery Team manages the regional response to hurricane repairs at 10 park units in the Northeast Region.  Estimates for facility repair and reconstruction exceed $300 million with over 150 sites in four states - NY, NJ, VA, MD.  This position is duty stationed at Gateway National Recreation Area located in Staten Island, NY.

QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire and as outlined below.  Applicants must meet both the Basic Qualification Requirement and the Specialized Experience Qualification Requirement to be found eligible for this position.
Basic Qualification Requirement: (A) Degree in community planning or a directly related field such as urban affairs, architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance; OR (B) combination of education and experience - courses equivalent to a major in one of the above disciplines listed in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
Specialized Experience Requirement for GS-12 Grade Level: One full year of specialized equivalent to at least the GS-11 grade level in the federal service which involved extensive knowledge and experience in the applied principles of natural and cultural resource management, land use, and environmental planning; working knowledge of the National Environmental Policy Act and the National Historic Preservation Act; knowledge of concepts and techniques of land use planning sufficient to analyze and evaluate the impacts of different combinations of resource uses.

HOW YOU WILL BE EVALUATED:

Your rating will be based on your responses to the Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following competencies that are required to perform the work of this position. 
  • Knowledge of Planning Discipline. 
  • Knowledge of Federal Environmental Regulations.
  • Knowledge of Federal Historic Preservation Regulations.
  • Knowledge of the Principles, Concepts and Techniques of Project Management and Resource Preservation.
  • Ability to Effectively Communicate.

Category rating procedures will be used to rate and rank candidates. Candidates will be ranked into 3 categories:

Applicants considered best qualified must be highly proficient in all requirements of the job and be able to perform effectively in the position.
Category Group II (Well Qualified) - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job. Category Group III (Qualified) - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all of the requirements of the job.
VETERANS PREFERENCE: Veterans Preference applies to category rating. Within each quality category, veteran's preference eligible are listed first, including CP, CPS, XP, and TP. In addition, veterans who have a 10% or more service-connected compensable disability (CP or CPS) are placed at the top of the highest quality category (except in the case of scientific or professional positions at the GS-9 level or above or if they fail to meet positive education requirements, training, selective placement factor, etc.).
