The Planning & Right-of-Way Program Manager is the Alabama Division's chief planner and is responsible for delivering the Federal-aid Highway Program (under Title 23 U.S.C.) statewide in the areas of planning, research, right-of-way, intermodal connectivity, and air quality. You are responsible for developing Division Office policy and interpreting national policy in these program areas and providing leadership, coordination, and authoritative advice to top State officials, Metropolitan Planning Organizations (MPOs), and local officials in the development of cooperative relationships resulting in the formulation and execution of progressive and comprehensive programs that meet State and local needs consistent with National objectives.
The ideal candidate for this position is an experienced mid-career transportation planning professional who has the skills and abilities to effectively represent the agency to Federal, state and local officials and the general public. This candidate is someone with good communication, negotiation and partnering skills who desires to work in a challenging, complex, innovative environment.

As a Community Planner, you will:
- Serve as the key policy/technical advisor to the Division Administrator and Assistant Division Administrator in providing leadership and guidance to promote, implement, and administer the FHWA's Statewide and/or metropolitan planning program responsibilities.
- Provide guidance and technical assistance to Division staff, and state Department of Transportation and MPO staffs on Federal planning requirements, policies, and procedures.
- Provide leadership and support to other disciplines in integrating transportation planning analysis and decision-making into other parts of the program and project development process.
- Oversee the development of transportation planning processes, programs, and products such as long- range transportation plans, planning work programs (UPWP, SPR part1), the Statewide Transportation Improvement Program (STIP), and the Transportation Improvement Program (TIP) developed by state and/or MPO partners.
- Assure that national transportation priorities, such as State Strategic Highway Safety Plans, are incorporated into transportation planning processes and products such as long range transportation plans, the STIP, and planning research (SPR Part1 and UPWP).

MANDATORY EDUCATION REQUIREMENTS:
In order to qualify for this series, you must meet the following education/experience requirements:
You must have completed a full 4-year course of study at an accredited college or university leading to abachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
CONDITIONS OF EMPLOYMENT:

HOW YOU WILL BE EVALUATED:
If you meet the qualification requirements, your application will be placed in one of four categories: Platinum, Gold, Silver or Bronze, which is based upon your responses to the vacancy questions. Within these categories, applicants eligible for veteran's preference that have provided supporting documents will receive selection priority over nonveterans. The top rated applications will be reviewed for the quality of your experience, education and training relevant to the position.
