Scion Executive Search (www.scionexecutivesearch.com) has been retained to conduct the search for the new Executive Director of PACT (Partners Achieving Community Transformation). This position works onsite in the Near East Side of Columbus, Ohio and reports to the PACT Board of Directors.
ABOUT PACT
Partners Achieving Community Transformation (PACT) is a partnership between the City of Columbus, The Ohio State University, Columbus Metropolitan Housing Authority (CMHA) and Near East Side stakeholders.
PACT’s vision is to create a healthy, financially and environmentally sustainable community where residents have access to safe and affordable housing, quality healthcare and education, and employment opportunities in the Near East Side of Columbus, Ohio.
This vision will be achieved through the creation and implementation of a Blueprint for Community Investment within the PACT geography.
The goals of PACT are as follows:
(1) To promote a healthy, culturally, and economically diverse community.
(2) To be a catalyst for continuing and expanding redevelopment efforts in the surrounding area, and to promote and protect commercial and retail development within the defined geography.
(3) To provide recreational opportunities for children and families.
(4) To provide education, job training, and employment opportunities.
(5) To include stakeholders in major decisions throughout the redevelopment process.
POSITION GOALS
• Successfully spearhead PACT's urban redevelopment and community engagement efforts in the Near East Side of Columbus, Ohio.
• Lead the successful operations and implementation work for PACT while masterfully fulfilling the needs of the investment partners (The Ohio State University, Columbus Metropolitan Housing Authority, and the City of Columbus) and local community stakeholders.
• Build consensus and support for the organization and project within the local community and media.
• Implement the recommended strategies as outlined in the PACT Community Blueprint.
• Passionately and strategically lead the organization to best ensure the successful completion of the organizational mission and work in the Near East Side area.
• Identify, develop and secure development partners and market opportunities for strategic redevelopment (primarily in the 800 acre geography identified in the Community Blueprint).
• Build consensus among diverse groups of stakeholders, including civic and business leaders, to ensure successful project and program implementation.
• Listen to, consider, and tactfully communicate consistent and thoughtful communication to concerned local residents, advocacy groups, media, and stakeholders about PACT's work, mission, objectives, and plans.
• Lead community-based neighborhood planning processes.
• Clearly articulate the plans and vision of PACT to numerous stakeholders.
• Lead PACT to facilitate public service enhancements, revitalization, and community development programs.
• Lead PACT to undertake large-scale, complex urban redevelopment projects which may include housing, retail, office, parking, and mixed-use developments.
• Manage all aspects of project development, such as: planning, community relations, entitlements, market feasibility assessments, design, site acquisition, financing (both public and private), legal analysis, construction procurement and oversight, leasing, property and asset management, and scheduling.
• Design and implement partnerships with private developers as needed to provide the best project delivery method for each project.
• Collaborate and closely communicate with key University, City of Columbus, and CMHA officials along with community stakeholders regarding the activities and work of PACT.
• Lead a team of four and manage numerous third party service providers.
RESPONSIBILITIES BY AREA
Organizational Leadership
• Act as the organization’s primary motivational team leader, inspiring the management, staff, departments, Board, committees, and programs.
Staff Management
• Provide leadership, coaching, mentorship, and management
Board Liaison & Reporting
• Provide leadership and support for the Board members of the organization.
• Meet with, update, and inform the Board on current work, project timelines, and organizational progress.
• Drive organizational growth by creating a consensus among Board members, committees, and staff for needed projects, strategic plans, and/or organizational changes.
• Provide the Board with feedback and make recommendations regarding the organization’s staffing needs and structure.
Financial/Accounting Leadership/Budget Creation
• Supervise and directly manage the organizations financial operations.
• Draft and monitor budgets.
• Adhere to wise budgeting and spending plans.
• Provide strategic plans for multiyear challenges.
• Provide growth plans that help overcome organizational challenges.
• Simultaneously supervise and collaborate with the Board to successfully implement the annual budget.
Marketing & Fundraising Strategy
• Provide conceptual oversight for public relations, websites, marketing, etc.
• Seek and guide opportunities to strengthen, build, and share the organizations programs, vision, and work.
• Make connections to promote the organization’s mission.
• Advise PACT and the Board of prospective fundraising/development opportunities.
• Assist PACT in identifying appropriate grants to support its programs and mission.
Communications & Public Speaking
• Represent PACT at committee meetings, events, community meetings, professional functions, and related meetings.
• Write and speak clearly and effectively to diverse audiences
QUALIFICATIONS
• Prior leadership and successful operation of a large-scale urban development project in a similar neighborhood to that of the Near East Side of Columbus.
• Prior experience leading the development of mixed income housing and commercial properties.
• Passionate understanding of nonprofit executive leadership work and mission-driven objectives.
• Extensive knowledge and experience in the principles of neighborhood planning, community development, urban design, economic and private development, and real estate acquisition/financing.• Core public development experience in all aspects of delivering complex urban redevelopment projects.
• Extensive background in packaging and securing public and private development partnerships.
• Considerable experience analyzing complex urban revitalization challenges, identifying and assessing hidden market opportunities in distressed urban neighborhoods, and identifying strategic projects/initiatives to address the challenges.
• Understanding of public policies associated with real estate development.
• Prior success in connecting with social service organizations, programs, and urban school districts.
• Familiarity with college or university operations and procedures.
• A desire to hear and understand the perspectives of diverse audiences and embrace differences.
• The ability to motivate teams, build trust, and coach leaders in combination with a true passion for the Near East Side community.
• Impeccable business acumen, work ethic, and interpersonal skills.
SALARY & BENEFITS This high profile leadership position offers an exceptional package of health benefits, vacation time, and a very competitive base salary of $150K to $175K depending upon candidate experience level and salary history.
