Under direction of the Deputy Commissioner, the Assistant Commissioner manages and directs the
activities of the Community Stabilization and Revitalization section of the Housing Preservation Division, a program-based division which manages the Department’s affordable housing preservation, community revitalization, acquisition/rehab and slum/blight elimination programs, and assists over 4,500 units of housing per year through its various programs. The Assistant Commissioner oversees the Community Stabilization and Revitalization programs, including Neighborhood Stabilization Program and MicroMarkets Recovery Program, program managers and other staff, and manages relationships with community partners and delegate agencies. The Assistant Commissioner also coordinates the
integration of the various blight, revitalization and acquisition programs, and manages division day-to-day operations in absence of, and/or as delegated by the Deputy Commissioner.
Duties:
Develop, implement and monitor programs designed to improve and expand divisional and
departmental services and achieve departmental and divisional goals
Analyze and evaluate program efficiency and recommend improvements for same
Manage the Community Stabilization and Revitalization section of the division, including
Acquisition and Rehabilitation programs
Supervise project manager(s) for, and/or manages the Neighborhood Stabilization (NSP) and
Micro-Markets Recovery (MMRP) programs
Direct subordinate personnel responsible for executing programmatic objectives and policies
Establish work priorities for divisional and departmental programs
Ensure subordinates’ compliance with departmental rules
Manage contracts and agreements with grant partners and delegate agencies for division
programs including NSP, MMRP, TIF Purchase Rehab, and other programs
Manage inter-departmental and inter-agency relationships to implement programs
Oversee data collection, tracking and reporting by staff and program partners for program
expenditures, outcomes and evaluation
Develop, implement and monitor the integration and collaboration among and between division
programs to achieve joint and related programmatic goals
Serve as liaison between the department and local, state and federal agencies
Represent the Commissioner and the department at City Council and Committee hearings,
conferences, public meetings, and meet with aldermen, program partners, developers and others
regarding the programs and operations of the division and department
Oversee the preparation of major contracts to which the department is a party
Oversee construction and regulatory compliance matters related to division programs
Communicate instructions issued by the Commissioner to departmental managers and
subordinate staff
Provide reports/recommendations to the Deputy Commissioner and other Senior Staff
Manage division day-to-day operations in absence of Deputy Commissioner
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Business administration, Public Administration, Urban Planning, or a directly related field, supplemented by two years of managerial experience.
