Are you a planning professional with a thorough understanding of traditional urban and neighborhood design? Do you envision yourself as a natural leader with professional planning experience in a local government planning organization? The City of Ventura is accepting applications for a Principal Planner vacancy on the Current Planning team in the Community Development Department.
THE POSITION
Under general direction, supervises the current or advanced planning sections in the Planning Division of the Community Development Department and performs responsible professional work in development review, updating the general plan and other land use policy programs, environmental analysis, or community housing and economic development programs.
An eligibility list is being established to fill the current vacancy in the Current Planning section of the Planning Division, as well as future related vacancies in any section of the Community Development Department.

•Is a skilled facilitator and communicator who is able to represent the City before governing committees, commissions and councils.
•Possesses excellent people skills and is committed to "permit streamlining" and providing superior customer service.
•Has experience in zoning and/or policy, design review, environmental review, and historic preservation.
•Has thorough understanding of traditional urban and neighborhood design.
•Has previous professional planning experience in a local government planning organization.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
•Serves as first-line section supervisor to planning staff, reporting directly to the division Planning Manager. Leads staff planners administering development review in compliance with form based zoning and subdivision ordinances, historic preservation, and policy implementation of the General Plan and Specific Plans; analyzes complex site and building plans for quality of urban design, aesthetics, function, appropriate neighborhood integration and context; reviews building plans for architectural design quality with sensitivity to historic context. Ensures accurate project analysis and quality control for the preparation of notices, reports, maps and agendas related to hearings.
•Undertakes responsible assignments in current or advanced planning to complete development review for project compliance with land use policies and ordinances or to complete comprehensive planning functions for policy and ordinance research, analysis,design, and implementation. Prepares complex planning reports and oversees the preparation of staff reports and documents prepared by subordinate staff; provides recommendations to the Planning Manager and can function as section lead for Committees, Commissions and as necessary, the City Council.
•Supervises, trains, and evaluates staff; assigns and monitors work to meet project deliverables, public hearing deadlines and departmental performance measures; acts as a technical resource and provides planning support to management, City employees, and the general public.
•Plans, researches, analyzes, and prepares a variety of complex reports related to staffing and budgetary needs; prepares and monitors section's budget. Works with the Planning Manager to develop and monitor division work programs. Monitors work performed by consultants; serves as project manager on special projects including review of proposals, work products, and billings by outside consultants.
•In the advance planning section, develops program policies, procedures, and guidelines; reviews reports, data, correspondence and staff activity for compliance with policies and guidelines; recommends policy and procedural changes; implements programs.
•In the current planning section, supervises the public counter operations, ensures development project cases are completed in an accurate and timely manner, and maintains the division’s permit tracking system.
•Attends Committees, Commissions, City Council and Zoning Hearing Officer meetings as required and are routinely conducted in an evening setting. Performs related duties as assigned.
LICENSE/CERTIFICATES
License: Depending on assignment, possession of a valid California Class C driver's license may be required.
Certificate: Certification by the American Institute of Certified Planners (AICP) is desirable.
MINIMUM QUALIFICATIONS
A combination of education, training and experience equivalent to a bachelors degree in urban planning, urban design, landscape architecture, architecture, environmental studies, public administration, engineering or a closely related field and five years of increasingly responsible professional planning, former redevelopment agency work or related program management experience in the assigned area including two years of first line supervisory experience or three years of lead responsibility or oversight of projects or programs are required. Professional planning experience in a California public agency is highly desirable.
