*POSITION SPECIFICATIONS*:

The Department of Transportation Planning of the Metropolitan Washington
Council of Governments is seeking a Transportation Planner for the Program
Coordination Team to support the National Capital Region Transportation
Planning Board’s (TPB’s) Human Service Transportation Coordination Program.
The successful candidate will perform professional level planning and
grants management activities for the TPB, the metropolitan planning
organization (MPO) for the Washington metropolitan area. The TPB’s Human
Service Transportation Program awards grants on a competitive basis to
non-profit agencies, local governments and private transportation companies
to provide specialized transportation to persons with disabilities; older
adults and low-income commuters.  The TPB is the designated recipient of
two Federal Transit Administration (FTA) programs under SAFETEA-LU: Job
Access and Reverse Commute (JARC) for low-income commuters and the New
Freedom for persons with disabilities. The TPB is expected to become the
designated recipient for a new program under MAP-21, Section 5310 Enhanced
Mobility for Persons with Disabilities and Older Adults.   Work activities
will include the following:


  (1)   Serve a lead role in administering approximately 45 grants totaling
$25 million from FTA’s Job Access and Reverse Commute, New Freedom, and
Section 5310 Enhanced Mobility programs. Activities include managing the
grants in FTA’s online grants management software (TEAM), developing FTA
required submission and compliance information such as the Program of
Projects and DBE reports, and working with approximately 30 subgrantees and
COG’s Office of Administrative Services on FTA required documentation,
monthly invoices, quarterly Federal Finical Reports (FFRs) and milestone
reports, and annual performance reports.

  (2)   Provide staff support to the TPB’s Human Service Transportation
Coordination Task Force which includes human service and transportation
agency representatives from the local jurisdictions in Northern Virginia,
Suburban Maryland and Washington, D.C. The Task Force is responsible for
guiding updates to the Coordinated Human Service Transportation Plan and
developing priority projects for grant funding.
  (3)   Assist with update of the Coordinated Human Service Transportation
Plan, with the guidance of the Human Service Transportation Coordination
Task Force, to set priorities and evaluation criteria for MAP-21’s  Section
5310 Enhanced Mobility Program.

  (4)   Assist with the project solicitation for Section 5310 Enhanced
Mobility Program grants which is expected to occur between January and
April 2014. This activity includes publicizing the grant opportunity,
conducting pre-application conferences for potential applicants, reviewing
applications for completeness, and staffing the selection committee which
will make funding recommendations to the TPB.

*REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES*: Requires (1) knowledge of
principles and practices of transportation planning and/or human services;
(2) knowledge of or experience with Federal, State, or local grant
administration; (3) financial management or project management experience
desired and experience with FTA’s Transportation Electronic Award
Management (TEAM) system a plus; (4) strong software skills in Microsoft
Office programs (Word, Excel, PowerPoint), experience with presentation
graphic programs such as InDesign, a plus (5) strong oral and written

ABOUT BLUE ISLAND
Blue Island (population 23,706) is located just outside the City of Chicago’s corporate limits and forms part of the south suburban area. From a regional perspective, Blue Island is strategically positioned in the heart of the region’s transportation infrastructure. The City is home to an extensive network of freight and commuter railroads, waterways, Interstate highways, and is accessible from Midway International Airport and O’Hare International Airport. These attributes connect the City to the region and country, opening its door to unique economic and physical development opportunities. On a variety of fronts the City is making strides to better capitalize on these attributes.

NATURE OF WORK
The City of Blue Island adopted its Comprehensive Plan in May 2012 with technical assistance from CMAP through its Local Technical Assistance Program. The Plan outlines the community’s shared vision for sustainable growth for the next 15-20 years along with detailed implementation actions to help achieve that vision. Blue Island’s downtown, the Uptown neighborhood, thrived until the 1970s when Western Avenue was reconfigured to function as a one way, southbound street. This loss of connectivity led in part to disinvestment in the area which has created a unpleasant streetscape, particularly for pedestrians. Blue Island’s comprehensive plan recognizes the impact of this decline on the entire City of Blue Island and has thus made recommendations to revive the city’s downtown and beyond.

The selected individual will be tasked with managing the implementation of elements of the Blue Island
Comprehensive Plan, including but not limited to the following:
 Reconfigure Western Avenue and Gregory Street as two way “Complete Streets”
 Create compact and attractive commercial nodes along Western Avenue
 Undertake small-scale and low-cost infrastructure improvements
 Integrate the Western Avenue initiative into other planning and development activities in and
around Blue Island’s downtown
The position requires analytical thinking and problem-solving, team-oriented participation, excellent
human relations, interpersonal and written/verbal communication skills, good public presentation and
customer service skills. Knowledge and experience with Word, Excel, PowerPoint, GIS, Photoshop and

Duties
Brief Description of Duties:   Works in the Active Transposition Branch to advance bicycle and pedestrian programs throughout the District of Columbia.  Assists with the management of the Capital Bikeshare Program. Plans, designs, and implements bicycle transportation facilities. Conducts public outreach concerning bicycle plans and programs. Develops budgets, procures goods and services, and manages contracts for the District's bicycle programs.
Qualifications
Time-in-Grade Restrictions:   Time in grade restrictions must be met by the closing date of this vacancy announcement.
Substitution of Education:   A substitution of education for required experience will be allowed as defined in OPM's Qualification Standards.  However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application.
Specialized Experience:   Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Ranking Factor #2:    Knowledge of and experience with transit system planning and operations including network planning, station siting, system optimization, marketing, finance, and customer service.
Ranking Factor #3:    Knowledge of and experience with bicycle facility planning and design.
Ranking Factor #4:   Knowledge of and experience with budgeting, procurement, and contract management.
Ranking Factor #5:    Knowledge of and experience with presenting complex information to a variety of audiences/stakeholders through research, technical writing, desktop publishing, social media writing, oratory, and report presentation abilities.
Conditions of Employment
Other Significant Factors:   This position has been designated as an emergency employee position under the provisions of District Personnel Manual Chapter 12. Such as, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.

Must possess and maintain a valid driver's licenses.
Physical Effort:   The work is primarily carried out within an office requiring little physical exertion.  Some field reconnaissance is necessary be automobile and walking.  Incumbent will be required to attend weekend and evening community meetings.
Working Conditions:   Work environment varies from a controlled atmosphere to field conditions involving transportation facilities.
Priority Consideration
Displaced Employee Priority Placement:   Eligibles for the District of Columbia's Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
Employment Benefits
Employee Benefits:   This is a permanent, Career Service appointment.  Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.  However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
Residency Preference
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points.  If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment.  Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Other Information:   Bachelors degree required.  Masters degree preferred in one of the following, or related, fields: Urban or Transportation Planning, Business or Public Administration, or Transportation Engineering, or Marketing and Communications.
