Housing and Community Development Analyst, The Cloudburst Group - Remote (Landover, MD)

We have an exciting opportunity for a Community Development Analyst to join our Housing & Community Development Team. Cloudburst has a growing portfolio of state and local clients who need assistance with basic federal grants management, as well as support with strategic planning, project implementation, and technical assistance for CDBG and HOME programs. The successful candidate will have experience with HOME and CDBG uses and regulatory requirements for various eligible activities.


The expected compensation range for this position is $55,000 to $85,000 yearly payable on a semi-monthly basis.

 

This position will provide project and program technical assistance to support the successful planning and use of federal funds. Specific responsibilities include but are not limited to: 

  • Providing technical assistance to local jurisdictions and states to support the use of HOME and CDBG funds. 
  • Working with local jurisdictions to develop program guidelines, policies, and procedures.
  • Advising local jurisdictions on program administration and management, including ConPlans, Action Plans, CAPERs, IDIS, project eligibility, subrecipient management and oversight, and monitoring.
  • Provide training and capacity building for new and inexperienced CDBG or HOME grants managers 
Requirements
  • Bachelor's degree in a related field, advanced training, or equivalent experience and at least four years of related experience or a Master’s degree in a related field with at least two years of related experience with managing CDBG or HOME programs.
  • Knowledge of CDBG or HOME program management including activity eligibility, program administration, and program best practices. 
  • Knowledge of cross-cutting regulations such as uniform guidance, uniform relocation, environmental review, labor standards, and fair housing.
  • Working knowledge of program planning requirements: Consolidated Plans, Annual Action Plans, and CAPERs. 
  • Working knowledge of HUD planning and reporting systems including E-Con Planning Suite and IDIS.
  • Ability to prioritize concurrent tasks while working under strict deadlines in a fast-paced environment.
  • Flexibility, self-motivation, and the ability to work and collaborate in remote settings. 
  • Excellent oral and written communication.
  • Proficiency in Microsoft Office Suite, Google Apps, and other remote collaboration and communication tools.
  • Cultural competence and experience working with Spanish-speaking people are preferred.

Job Summary

The Development Analyst I position is an entry-level position that assists the Development Analyst II with implementation planning and associated challenging matters of interpretation, implementation, and enforcement of related ordinances and regulations. Primary responsibilities include but are not limited to: 

  • assisting in the zoning application process; 
  • review of building permit applications and site plans for ordinance compliance; 
  • provides professional-level staff support to the Planning and Zoning Commission and Land Use and Development Committee; 
  • review application documents to ensure compliance with ordinances, regulations, adopted plans/policies to provide direction as needed; 
  • reviews, interprets and applies federal, state and local regulations as they relate to County ordinances; 
  • organizes and conducts meetings with applicants and the public for zoning applications and development proposals;

PLANNER COORDINATOR (14034, GRADE I)
The Maryland-National Capital Park and Planning Commission, Prince George's County Planning Department, is seeking an experienced planner to join the Community Planning Division as a Planner Coordinator. The Division is responsible for preparing and implementing master and sector plans and special studies in collaboration with diverse stakeholders and levels of government. The position provides leadership and coordination on dynamic master and sector plan projects and studies that involve team management and coordination with other department staff, County agencies, community groups, and other key stakeholders to complete a project. The position receives independent work assignments and uses their expertise to contribute to other project or work teams. The Planner Coordinator plays an important role in planning activities to achieve sustainable, mixed-use, walkable and bike-able communities in the County.
The successful candidate must possess professional experience in leading the preparation of community plans and studies and project and team management; be knowledgeable about public outreach and engagement techniques, land use and zoning best practices, urban design and project management; and be motivated, team oriented, and skilled in working in a diverse, innovative planning environment. Experience working with municipalities, development review committees, and in older established communities is desirable.
The position provides the following opportunities:

engaging and informative presentations utilizing a variety of technologies and methods.
• Perform administrative work relating to project/process leadership and coordination responsibilities. Provide 
recommendations and input to the development of unit/division work program and budget.
• Review and analyze development proposals for sector and master plan compliance and community impacts through 
written reports and oral testimony at public hearings.
• Lead and/or participate in plan implementation activities.
MINIMUM QUALIFICATIONS:
Master's degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and three years of progressively responsible professional level planning experience at the journey level; OR an equivalent combination of education and experience.

GENERAL SUMMARY OF DUTIES: Work with senior members of the development team to analyze the profitability of potential deals, model development proformas and joint venture structures, and gather relevant market data. Assist in providing financial analysis, modeling, and support for all the Company’s new business development activities in the real estate industry. ESSENTIAL FUNCTIONS: Produce financial modeling spreadsheets. Build and maintain development databases on construction costs, project cost comparisons, land sales, forward supply, market data, and other statistics. Review and summarize numerous entitlement and other city documents. Receive, analyze, and summarize market studies. Assist in the creation and assembly of major presentations utilizing PowerPoint, Excel and MS Word. Compile and manage project schedules. Support development project managers in tasks such as acquisition of utilities, permits, and other project needs. Track project expenditures versus budget. Review third-party market reports to supplement the organizations’ operating data in order to make appropriate operating and expense projections for the proposed development. Research local property tax rates, local impact fees, and entitlement costs to ensure an accurate reflection of total development costs. Work with other members of the development team during the due diligence process to ensure issues related to the potential impact on project performance are reviewed. Provide sensitivity analysis to evaluate the impact of certain variables. Prepare and distribute periodic development reports to senior members of the team. Perform other duties as assigned or as necessary.
EDUCATION AND EXPERIENCE: Bachelor’s degree in Business, Accounting or Finance, related field; or equivalent combination of education and experience required. Graduate degree preferred. Minimum of two years’ experience through a combination of financial modeling, Capital budgeting and project planning experience, preferred. Minimum of one year of experience within the real estate industry strongly preferred. Must have and maintain a valid driver’s license unless otherwise noted.
