The Development Project Manager, under direct supervision of the Development Director, performs a wide variety of tasks directly related to the development of affordable housing. Essential Functions:

  • Identification and evaluation of potential development sites.

  • Conducts and participates in periodic construction site inspections and Construction/draw request meetings.
  • Supervises activities of projects consultants on a project by project basis.

  • Maintain accurate and complete records, including project progress reports, track and manage project costs
  • Review loan, grant and other financing documents

  • Serve as ownership representative in all construction-related activities, the general public, and garners community based support for potential projects.
  • Attends city council, council housing committee, or other governmental agency department meetings when project specific issues or matters related to affordable housing are being discussed.

Job Qualification Requirements:
Knowledge & Experience:

Applicants must have: strong writing and verbal skills; ability to balance, prioritize, and complete multiple tasks on time as required. Relevant education, work, or internship experience desirable, but not required. Applicants should have an interest in affordable housing specifically, and community development generally. Applicant should have experience and demonstrated ability in the following areas:
  • Ability to balance, prioritize and complete a variety of tasks and projects.
  • Some experience in project management
  • Strong administrative skills with extreme attention to detail.
  • Basic understanding of funding regulations (TCAC, AHP, MHP, etc.)
  • Clear and effective verbal and written communications.
  • Some knowledge of real estate principles and practices, including tenant rights and responsibilities
  • Knowledge of accounting practices
  • Knowledge of spreadsheet software
  • Some knowledge of financial formulas in spreadsheets

Education:

  • Familiarity with public and private housing finance programs, tenant and operation subsidies, and sound comprehension of program rules and regulations, including, but not limited to: CTCAC, HOME, CDBG, USDA, and AHP. OR

About the Position 
The San Luis Obispo County Department of Planning and Building is currently recruiting for a Supervising Planner - Housing and Development.

Under general direction, the Supervising Planner - Housing and Development coordinates, implements, and maintains assigned federal, state, and local housing finance and community development programs, including Community Development Block Grants (CDBG), HOME, homeless, and housing and funding programs; acts as a Supervisor; provides technical expertise and training to staff; and performs related duties as required.
The ideal candidate will have two or more years of direct experience supervising subordinate staff.
Minimum requirements for this position:

Graduation from an accredited institution with a Bachelor's degree in urban and regional planning, architecture, landscape architecture, geography, natural resources management, environmental, physical or life science, or a closely related field. (Job related experience may be substituted for the required education on a year-for-year basis.) In addition, a minimum of four years of professional experience in urban and regional planning or environmental review and analysis, at least one of which shall have been in a supervisory capacity. (A Master's Degree or Bachelor's Degree in two fields such as in planning and public administration or natural resources management and housing, community development and energy conservation is desirable and may be substituted for one year of non-supervisory professional experience.)

Director of Real Estate and Housing Assistance - City of Newark Economic and Housing Development Department (EHD), NJ

Position
Reporting to the Director, the Director of Real Estate Finance and Housing Assistance will define the process and implement the systems needed to support substantial growth and utilization of Newark's real estate finance and affordable housing assistance programs and subsidies. S/he will manage a team of 15 highly skilled professionals.
As a member of the Deputy Mayor's executive management team, the Director will be involved in strategic planning, evaluation, and professional development initiatives. In keeping with Department's mission, the Director will also interact with residents, businesses and developers to providing real estate development technical assistance, underwriting, and subsidies.
Specific responsibilities include:
  • Develop and grow the Department's Real Estate Finance and Housing Assistance division within the local, regional, national and global real estate markets to attract development in the City of Newark.
  • Contribute to the growth of the City by proactively building relationships with public and private real estate transaction and service line leaders
  • Lead marketing and business development activities to enhance the affordable housing and mixed income residential real estate markets
  • Provide management and oversight of assignments, within the area, which shall include project management and municipal representative responsibilities while leveraging staff and resources across the City
  • Provide strategic leadership, day-to-day project oversight and management supervision over assignments ensuring all services are delivered following the Department's methodology, policies and practices of the corporation
  • Identify and recruit "top talent" for the Real Estate Finance and Housing Assistance division.
  • Establish and maintain a client focus through performance goals, deliverables, reports and value-added services
  • Continual development of both internal and external relationships (clients, vendors, consultants, developers)

  • Represent the Department with the Deputy Mayor to the public (HUD, NJEDA, etc.) and private sector funding agencies, potential clients and economic developmental supporters
  • Serve as project administrator
  • Monitor municipal fund expenditures for real estate and affordable housing programs including, but not limited to HOME, 108, NMTC, CDBG, and Newark Affordable Housing Trust Funds.
  • Conduct semi-annual real estate market analyses for fund reporting and grant solicitation.
  • Ensure all regulatory and government compliances for local, state and federal funds.
  • Supervise staff with deal structuring and ensuring that staff meets internal and external deadlines.
  • Underwrite Tax Credit or related deals.
  • Attend tracking meetings and manages day to day problem solving for housing portfolio.
  • Proficiency in the Microsoft Office software: Word, Access, Excel, Outlook, & PowerPoint, and HUD IDIS software is preferred.
Qualifications
The Director will have the following experience and attributes:
  • Bachelor Degree in Real Estate, Finance, Urban Planning, Architecture, Engineering, Construction Management or related discipline
  • Minimum of 12+ years of real estate project management or related experience (10 years with Master's degree)
  • Certification in PMP, PE, AICP, AIA, LEED, and/or CMAA preferred
  • Ability to travel to and work on-site at project location throughout the city
  • Residency required. Ability to move to Newark, NJ within 6 months of taking the position
  • Demonstrated ability to win and manage new real estate deals
  • Proven record of providing excellent internal and external customer service
  • Excellent interpersonal skills
  • Excellent oral and written communication skills, including presentation skills

NATURE OF WORK:
This position evaluates, prepares reports, and advises public and private sector administrators on feasibility, cost-effectiveness, and/or regulatory conformance of projects and programs funded by Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) entitlement programs from the U.S Department of Housing & Urban Development. Responsible for monitoring projects and programs assisted by the City using federal grant funds, including Neighborhood Stabilization Program 2 (NSP2) compliance with Federal and local government requirements.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
• Assists in the development of annual applications for CDBG and provision of technical assistance to potential applicants.
• Develops subrecipient agreements and report forms for CDBG, HOME and ESG.
• Conducts environmental reviews for CDBG, HOME and ESG projects and programs, including Requests for Release of Funds as needed.
• Reviews and evaluates external and City funding applications for CDBG, including program/project descriptions, budget and staffing estimates to determine feasibility and compliance with grant requirements; monitors spending by subrecipient and category.
• Collects and evaluates quarterly and semi annual program reports for all external and City programs/projects. Conducts desk monitoring, site visits and on-site monitoring of CDBG, HOME and ESG programs and projects for compliance with federal requirements.
• Takes part in reviews at which eligibility of applicants for assistance through ESG and HOME TBRA is determined/approved, as needed.
• Helps prepare the annual Action Plan and Consolidated Annual Performance and Evaluation Report, including opening activities and entering data into HUD’s Integrated Disbursement and Information System (IDIS).
• Monitors and ensures compliance of NSP2, HOME and CDBG rental and home ownership projects with long-term affordability requirements.
• Coordinates implementation of the CDBG Neighborhood Revitalization Strategy Area plan, including reporting outcomes against goals in the five-year Consolidated Plan.
• Reviews CDBG, HOME, ESG and NSP2 draw requests for payment to contractors and subrecipients and prepares and submits vouchers for payment.
• Works with City Purchasing and Compliance staff to ensure coordination of projects funded wholly or in part with federal grant funds to ensure compliance with HUD Section 3 requirements and Davis-Bacon and Related Acts on CDBG and HOME construction projects, as well as with the City Local Employment Program and M/W/EBE, as appropriate.
• Prepares and submits annual Section 3 and 2516 Contractor/Subcontractor Reports, and semi-annual 4710 Labor Standards Enforcement Reports to HUD; prepares and submits FFATA reports as required for CDBG and ESG.
• Assists with NSP2 grant closeout, including reviewing spending by beneficiary type, long-term affordability requirements by tenure, land banking plans and other requirements; ensures activities are accurately entered in HUD DRGR system as required.
• Develops and implements special projects as needed; may assume other duties and responsibilities as assigned.
• Assists with marketing and promotion of programs, including updating content on City webpages.
• Performs other duties as assigned.

MINIMUM REQUIREMENTS OF WORK:
Must possess a bachelor’s degree in Urban Planning, Public Policy, Non-Profit Management, or substantially similar area. Possession of a master’s degree is preferred.

Must possess two (2) or more years of work experience of grants management, program/project development and/or management.

Must possess a valid driver’s license and a safe driving record and must have use of personal vehicle.

Knowledge, skills, and abilities in the following areas:

SUPERVISION:
Reports to the Housing and Grants Administrator within the Community Development Department who outlines work assignments, reviews work in progress, and completed work. Works closely with all relevant departments/divisions to assist and inform in the processing of planning related issues and policies; best practices as appropriate. Employee is expected to provide leadership/guidance to all City departments in administration and management of grant-funded programs and projects. Guidance is provided via the strategic plan, City Code, City policies and procedures, applicable state and federal laws and regulations, and Consolidated Plan to ensure that planning initiatives are met. Work is evaluated at least annually with respect to progress toward achieving goals, leadership, communication skills, customer service, ability to work productively and effectively with employees at all levels in the organization as well as elected and appointed officials, community groups and the general public.

PUBLIC CONTACT:
The employee has regular and frequent contact with department and division employees and other City employees; regular contact with individual citizens and groups, including elected officials. Presentations during public meetings are part of the scope of work for this position.

Major duties and tasks include:

*Process the annual CDBG and HOME contracts with the U.S. Department of Housing & Urban Development (HUD), as well as sub-recipient agreements. 
*Assist the Chesapeake Redevelopment & Housing Authority (CRHA) in the preparation of the City's Five-Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance Evaluation Report (CAPER).
