Position Overview
Independently develops plans for utilization of land and physical facilities of cities, counties, and metropolitan areas, applying intensive and diverse knowledge of planning principles and practices in broad areas of assignment. Plans, schedules, conducts, and/or coordinates detailed phases of planning work for a number of large and important projects. Some assignments involve the use of computer software applications.

Responsibilities 
  • Performs various transit and transportation plans for transit agencies, departments of transportation, cities, counties, and metropolitan areas, applying basic urban/environmental planning principles and fundamental theories. Gathers, compiles, and analyzes data on economic, social, and physical factors affecting land use. Most assignments involve the use of computer software applications, including Word, Excel, GIS, and PowerPoint. 
  • Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of transportation improvements, including rail and bus transit, roadway, pedestrian and bicycle facilities. 
  • Researches governmental measures affecting transportation, land use, public utilities, community facilities, and housing to control and guide community and transportation corridor development. 
  • Reviews and evaluates environmental assessments and impact reports, particularly the transportation and related elements. 
  • Assists in preparation of Federal Transit Administration New/Small Starts planning and project development efforts and report submittals. 
  • Coordinates Transportation System and Corridor Plans, as well as Alternatives Analysis and feasibility studies. 
  • Performs other responsibilities associated with this position as may be appropriate. 
Qualifications

Requirements: 
  • 4-year degree in Urban Planning or related field 
  • Masters degree in Planning preferred 
  • 5-10 years experience with transit planning 
  • Thorough knowledge of transportation planning practices and procedures. 
  • Proficiency in utilizing PC and various software packages typically used in urban/transportation/environmental planning assignments is required. 
  • Excellent written and verbal communication skills, and a thorough understanding of local statutes and environmental rules and regulations 
  • Technical and proposal writing experience required 
  • GIS skills a plus
