Director of Collaborative Change

The Collaborative Change Cluster is responsible for the development and implementation of a diverse portfolio of Living Cities’ activities. Associate Director, The Integration Initiative

In 2010, Living Cities launched The Integration Initiative (TII) to support cities that are harnessing existing momentum and leadership for change, overhauling long obsolete systems and fundamentally reshaping their communities and policies to increase opportunity for low-income residents. Five initial TII sites were selected: Baltimore, MD; Cleveland, OH; Detroit, MI; Newark, NJ and the Twin Cities of Minneapolis and St. Paul, MN. In aggregate, the sites received an investment of more than $80 million in grants, flexible debt, and commercial debt by Living Cities and its members. They also participate in an array of formal and informal partnership and knowledge exchange opportunities including one-on-one meetings, site visits, and cross-site convenings known as “Learning Communities.” In addition to direct work with and across the sites, Living Cities captures and documents the lessons from the on-the-ground efforts in TII sites to share with key stakeholders in the nonprofit, philanthropic, private, and public sectors.

ABOUT THE POSITION:
This is an exciting opportunity for an entrepreneurial individual who is passionate about driving large-scale change across multiple cities and working with a wide range of stakeholders from private industry, the public sector and the philanthropic community. Reporting to the Director, Collaborative Change and partnering with an outstanding team of colleagues, associates, consultants and external partners, the Associate Director will provide thought leadership and drive progress on this signature Living Cities initiative, ensuring that The Integration Initiative’s work and learning is fully integrated into the broader organizational portfolio at all levels.

Position Purpose
This position is responsible for the review, analysis, and program management of public transportation
operating assistance grants in the southern portion of the state of Illinois. This position provides assistance to both urban and rural communities with various populations with grant related issues, technical assistance, and meeting the federal and state program compliance requirements for the southern area of Illinois and management of the Rural Transportation Assistance Program (RTAP). In addition, this position is responsible for assisting the Section Chief of Transit Operating - Southern in managing the day-to-day grant activities associated with the state and federal operating assistance programs.

Nature and Scope
This position reports to the Section Chief of Transit Operating - Southern as do three Transit Operating Project Managers. This position has no subordinates. This position is responsible for the effective management and compliance oversight of public transportation operating assistance programs in the southern portion of Illinois, encompassing application review, pre-award, approval and implementation activities. The grant programs involved are intended to benefit both urban and rural transit systems located in Southern Illinois. Since the local officials are typically unfamiliar with the administrative complexities associated with such programs, especially in the rural areas, the incumbent serves
as the program coordinator and primary contact person on behalf of both the federal and state operating
assistance programs with recipient communities. As a program manager, the incumbent will interact and
provide assistance to more than 25 local government and service operators in the implementation and
operation of their public and intermodal transportation systems.

The greatest challenges to this position are to maintain current knowledge of policies/regulations related to the programs, identify and implement changes as new policies and/or programs are developed, maintain current operating assistance needs for rural and urban transit systems, and reconcile eligible cost and requisition issues. Typical problems include providing timely and accurate services to communities applying for grants and ensuring that grantees are in compliance with federal and state program compliance requirements.

The incumbent serves as principal reviewer for assigned applications to ensure that the project is beneficial and economical. S/He ensures reporting requirements are met; requisitions are complete, accurate and justified; and PM 1244A (Rev. 08/07)

accurate grant and accounting records of all grant actions and funds disbursed are maintained. The incumbent is responsible for ensuring program compliance of federal and state operating assistance grants. The incumbent assists the Section Chief in developing operating assistance funding levels in the preparation of the annual operating assistance programs. The incumbent may be called upon to perform special high priority assignments related to division activities.

Problems outside the scope of program guidelines, policies and procedures are discussed with the Section Chief in order to determine a recommended course of action. In instances where new policy or precedent could be set by the incumbent’s actions, consultation with and approval from the supervisor is required. This position is constrained by departmental as well as federal/state rules and regulations.
This position has contact with divisional staff, representatives of the Offices of Planning and Programming, Finance and Administration, Chief Counsel and Office of Communications. Externally the incumbent has contacts with consultant firms, local private/public and intermodal transportation agencies, local/state officials, not-for-profit agency representatives, the Federal Transit Administration, the public and vendors. These tasks often require the incumbent to travel, sometimes overnight, and make presentations to transit officials and providers.

The effectiveness of the position can be measured by the ability of the incumbent to provide proper
management of operating assistance programs by understanding these programs, communicating relevant information to grantees and promptly and accurately processing grant and payment documents.

Job Description
This position will be responsible for administration of housing projects funded through the United States Department of Housing and Urban Development. As a grant funded position, continued employment is contingent on continued funding.

Primary responsibilities would include administration of housing projects. Under general supervision performs work of considerable difficulty in the advanced analysis of technical data and major project work in planning and general administration of grant programs. This is a professional position involving responsibility for housing and community development programs. Responsibilities of this position include: assistance with the preparation of the Consolidated Housing and Community Development Plan; assistance in the development and/or updates to operating policies and procedures for administration of the County’s Community Development Block Grant (CDBG) or HOME Investment Partnerships Program, Emergency Shelter Grants (ESG) Program, Supportive Housing Program (SHP) and other housing/homeless and community development programs in which the County may participate, and homeless assistance programs, including evaluation of funding applications, the provision of technical assistance to grantees and grant applicants, program and project management/financial record keeping abilities, and monitoring of grantee performance; facilitating the local Continuum of Care (CoC) process along with administration of the Homeless Management Information System (HMIS); assistance in the facilitation of the public participation process; and presentations on CDBG and HOME, ESG, and/or SHP Program matters to various commissions and committees, the County Board, and other public or private groups. Performs related work as required or assigned. There is a need for staff attendance at occasional morning or night meetings.
Required Skills
Strong management and communication skills needed. Considerable knowledge (and understanding) of community development principles and practices of urban/regional planning, community development or public administration, affordable housing financing and development, and housing /homeless and community development programs and resources. Considerable knowledge of local, state and federal legislation affecting community development and housing. Good knowledge of the principles and practices of program/project management and administration. Excellent communication skills as shown by the ability to communicate clearly and effectively with others, both orally and in writing. Ability to establish and maintain effective working relationships with staff, supervisors, community and public officials, State and Federal agency representatives, and members of the public. Ability to prepare and review complex studies and reports. Strong research and analytical abilities essential, as are excellent computer skills.
Required Experience
Completion of a baccalaureate degree program from a college or university of recognized standing with major course work in urban or regional planning, business or public administration, social science, or a closely related field.  Master's degree is preferred.  Preference may be given to candidates holding an advanced degree and/or practical experience with the Community Development Block Grant, HOME, ESG or NSP Programs, housing experience preferred.  Experience with direct administration of the Continuum of Care process and the Homeless Management Information System is preferred.  Three years progressively responsible experience in planning at the level of Planner or three years experience in the housing or community development field, with emphasis on housing, is preferred.
