Under general supervision, acts as lead for the routine and long term, data maintenance of the Automated Voice Annunciation System (AVAS), CTA’s AVL System. Monitors schedule, service, routing, and stop changes and incorporate into AVAS system. Maintains audio files, public service announcements, and schedule new recordings. Delivers the AVAS distribution process to entire CTA fleet. Serves as key resource in the evaluation of AVAS, Bus Tracker, and related data.

Sound Transit has a new opportunity for a Light Rail Development Manager. Under administrative direction, this position is responsible for establishing and managing a process to plan, and develop preliminary designs for High Capacity Transit (HCT) systems in partnership with local governments, community groups, and citizens for an assigned segment/corridor of the Sound Transit HCT system. This position manages and oversees the project development and environmental process to build consensus and reach agreements between members of the affected communities and the design team regarding the alignment, station locations, design features and environmental impact mitigation of the HCT system.

This role also manages the scope, budget, and schedule within policy direction established by the Board; collaborates with internal and external stakeholders to develop and maintain project support; works in concert with other Departments which will provide civil and system engineer, construction management, project control, real estate and community outreach support to the assigned Corridor Team through preliminary engineering; supports the Design, Engineering, and Construction Management department during final design and construction with permitting, third party agreements, outreach and property acquisitions and provides the Board and other decision makers with information needed to make timely policy decisions related to project implementation.

Please note: Sound Transit currently has 2 openings for this position. One position will be focused on North Corridor light rail system development and the other on East Corridor development. Candidate suitability for each position will be determined through the interview process.

Experience in the following areas is desirable:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Transportation planning, transit design and SEPA/NEPA environmental law is required, with demonstrated ability to read and understand engineering drawings and apply technical findings in planning, environmental and engineering fields.
• Negotiation and partnering skills with local jurisdictions, contractors and community groups and successful experience with consensus-building,
• Analyzing problems and identifying alternative solutions; projecting the consequences of proposed actions and implementing recommendations in the support of Agency goals. 
• Preparing and administering large and complex public projects.
• Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
• Preparing and analyzing complex data and comprehensive reports.
• Responding to inquiries and in effective oral and written communication.
• Researching, analyzing, and evaluating new service delivery methods and techniques.
• Working cooperatively with other departments, Agency officials, and outside agencies.
• Developing and monitoring divisional and program/project operating budgets, costs, and schedules.
• Supervising, leading, and delegating tasks and authority. 

Desired Skills and Experience
Education and Experience:
Bachelors Degree in civil engineering, urban planning, transportation, business administration, public administration, or closely related field and six years of public transit related experience in project management of urban design, community planning, public involvements, engineering, architecture, or closely related field that includes three years of staff supervisory, budgetary, and management responsibility; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Drivers License.

The Senior Advisor guides and coordinates the successful integration of the design excellence mandate, with a focus on the development and implementation of a common regional wayfinding vision for public transit through design excellence principles.
Key Responsibilities:
  • Develops, evaluates, enhances and recommends a harmonized and consistent passenger navigation framework for the Greater Toronto and Hamilton Area (GTHA) regional transit system that reinforces a seamless passenger journey as part of the Transit Wayfinding Harmonization initiative
  • Coordinates the development, preparation, revision and interpretation of physical and digital wayfinding design excellence standards; coordinates the harmonization of wayfinding standards through a common navigation framework and utilization of the Regional Transit Traveler Information System (RTTIS)
  • Project manages initiatives to implement and pilot harmonized physical and digital wayfinding standards for capital projects
  • Coordinates the procurement of research and consulting services from individuals, corporations and/or academic institutions related to design excellence and wayfinding, including defining scopes of work elements, estimating budget, delineating selection criteria, and overseeing selection process
  • Develops reports of research findings by gathering data to define complex business problems, determining business needs, identifying wayfinding solutions for implementation, and presenting compelling research findings to a variety of user groups 
  • Advises and provides subject matter expertise to consultants, staff, and senior management to advance decision-making associated with harmonized wayfinding elements of capital infrastructure projects; promotes appreciation by internal and external stakeholders of design excellence that contributes to a seamless passenger journey
  • Organizes and facilitates collaborative groups, including a Steering Committee with representatives from the nine municipal transit service providers, to define complex business problems and develop recommendations of wayfinding solutions for implementation
  • Responds to internal client requests related to the advancement of design excellence objectives
  • Participates in the Design Review process to increase corporate accountability, including a Design Review Panel composed of internal staff with design backgrounds, and a range of external design professionals
  • Adopts best practice design principles to achieve corporate recognition for design excellence
  • Embeds design excellence into corporate culture by contributing to the development and delivery of training and education programs
  • Manages budgets associated with external consultants for design and planning services

As a Senior Transportation Planner in the Capital Projects Section, is responsible for all aspects of project management and coordination for complex multi-modal transportation projects. Coordinates the development, design, and review of transportation projects, plans, and feasibility studies. This includes intersection, roadway, and multi-modal projects, such as pedestrian, bicycle, transit, and parking facilities. Reviews transportation facility design plans and resolves project issues. Develops scopes for new projects which includes developing project cost estimates. Reviews traffic studies, data and performs transportation planning analyses. Prepares technical reports, correspondence and other written documents. Coordinates project development with residents, agencies, and elected officials. May supervise one transportation planner.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of experience related to transportation planning.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS: Experience in two or more of the following areas: performing transportation planning for roadway and multimodal projects, traffic engineering, and/or transportation design. Strong analytical, verbal and writing skills. Ability to establish and maintain effective working relationships with government officials and the general public. Professional Engineer (PE) license desirable. Experience in project management. 

PHYSICAL REQUIREMENTS: Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under five pounds in weight, and perform field work. Must be able to operate a motor vehicle.
