Land Bank Coordinator - South Suburban Land Bank and Development Authority

COMPENSATION: $55,000-$65,000; commensurate with experience/qualifications

POSITION OVERVIEW:

The South Suburban Land Bank and Development Authority (SSLBDA or Land Bank) is entering an exciting new phase to scale up operations and staff capacity. In partnership with the Southland Development Authority (SDA), the Land Bank expects to maintain consistent redevelopment of vacant residential real estate while initiating nascent large-scale redevelopment and economic development to the benefit of residents and businesses in Chicago’s South Suburbs.

We are seeking a responsible, creative, and dependable professional with demonstrable knowledge and a history of accomplishment in urban planning, redevelopment, or community development. The Land Bank Coordinator will support real property reclamation projects, manage internal communications and the Land Bank’s web presence, assist in day-to-day operations and administration, and ultimately manage new projects as they are created.

The Land Bank Coordinator reports directly to the Program Director, who is responsible for piloting and implementing new projects and programs for the Land Bank.

This position is hybrid but requires regular in-person attendance at meetings, site visits, municipal hearings, and other Land Bank functions in the Chicago Southland.

KEY FUNCTIONS:

  • Support the creation, design and implementation of new programs
  • Assist Program Director in managing planning initiatives and redevelopment projects
  • Oversee the Land Bank’s website, online presence, and external communications with interested parties
  • Support Operations Manager and legal team on acquisition, disposition, and maintenance of property inventory
  • Monitor and administer grant funding to implement new programs and strengthen existing operations, with a particular focus on the Illinois Housing Development Authority’s Strong Communities Program
  • Support Executive Director on planning initiatives, complex projects, and external communications with municipal officials and program partners.
  • Ensure quality control, data integrity, and accuracy in the Land Bank’s Property Profile System
  • Other tasks as assigned
REQUIRED QUALIFICATIONS:
  • Bachelor’s degree from an accredited college or university
  • Minimum three (3) years of demonstrated achievement in urban planning, redevelopment, public administration, housing development or economic development
  • Matriculated graduate coursework in public administration, nonprofit management, urban planning, environmental studies, public policy, or a related scholarship may substitute for work experience up to two (2) years
  • Familiarity with the greater Chicagoland area
  • Experience in urban planning, redevelopment, housing, public policy, or economic development is non-negotiable
  • Knowledge of best practices in planning and redevelopment
  • Experience working in state or local government or directly with public non-profits is highly desirable

Development Director, Development - Metropolitan Planning Council

Compensation and Benefits:  

The Salary range for this position is $97,850.00 - $118,450.00

 
For the 2023 Benefit year, Metropolitan Planning Council’s robust and competitive compensation package for new full-time employees includes covering approximately 80% of the employee premium for health benefits, 100% of the employee premium for dental benefits, and Disability and Life insurance.  Additionally, MPC provides all full-time employees with a hybrid work environment, parental leave, up to five weeks of accrued vacation, transit benefits, a professional development stipend, and access to an onsite fitness center. 


Position Summary:

The Development Director will primarily focus on meeting MPC’s financial goals, forecasting future revenue, and building relationships with donors/funders. The candidate will come to MPC with established relationships with foundations, corporations, and experience with government grants. The Director of Development leads grants management and manages the portfolio of foundation and corporate funders. The candidate will lead prospect research and identify new revenue streams. To strengthen and attract new donors/funders, the Director of Development will implement and manage the organization’s moves management program to connect with new donors and reconnect lapsed donors. The person in this position will also develop and produce special events to build and strengthen relationships with corporations, funders, and prospects and to position MPC as a leader. The Director of Development will work closely with the program teams to create proposals and other funding opportunities. The person in this role will also work together with the Marketing and Communications team to raise awareness and support through various communications channels and events.

Bicycle Planner II/Senior
As a Bicycle Planner, you will develop and implement the City’s Bicycle Master Plan using the Five E's of Bicycle Planning (Engineering, Education, Encouragement, Enforcement, and Evaluation & Planning) to work towards making Colorado Springs a Gold-Level Bicycle Friendly City as designated by the League of American Bicyclists within the next five years. In this position, you will also serve as the senior technical resource on all Colorado Springs bicycle issues.
Typical Responsibilities:
  • Develop and manage programs to increase bike-to-work mode share
  • Review development applications and plans to ensure bicycle infrastructure is adequately addressed
  • Improve and manage a bicycle parking program
  • Assist other organizations with development of a downtown-focused bike share system
  • Collaborate with other stakeholders to boost bicycle-related tourism
  • Plan and organize bicycle-focused public education and bike ambassador programs
  • Develop and prioritize bicycle projects for implementation by various federal and local funding mechanisms, including the regional TIP (Transportation Improvement Program)
  • Identify and pursue grants to supplement the City’s investment in bicycle and pedestrian infrastructure
  • Serve as staff liaison to the Active Transportation Advisory Committee (city’s bike and pedestrian subcommittee for the Citizens Transportation Advisory Board)
  • Coordinate implementation of bike and pedestrian projects with other capital improvements being developed by various city departments
  • Support implementation of City's complete streets policy and report on its effectiveness to the Active Transportation Advisory Committee and other active transportation stakeholder groups
  • Work with fellow staff and active transportation stakeholder groups to identify and support implementation of priority projects funded by the Bike Tax and Pikes Peak Rural Transportation Authority

Planner II: Three years of full-time experience in planning, civil engineering, development review facilitation, or a related field.
Senior Planner: Five years of full-time responsible planning experience.
Preferred Qualifications:
Master’s degree in urban planning or a related field.
Five years of full-time experience in developing bicycle infrastructure policies and design.
Experience in securing and managing grant funding.
Experience with professional associations related to active transportation.
Institute of Traffic Engineers Transportation Planning certification.
Member of the American Institute of Certified Planners.

This position is responsible for overseeing the administration of the Center for Public Safety and Justice (CPSJ) and coordinating the development and delivery of research, training, technical assistance and education programs and products as determined by grant awarding agencies and fee for service activities. The Director has responsibility for a budget of $1 million to $3 million, for the supervision of staff, program development, operations, and fund raising.
  • Provide vision and overall leadership for the Center for Public Safety and Justice (CPSJ).
  • Produce for the Dean of CUPPA,  an annual plan for the development and delivery of training and education programs.
  • Produce for the Dean of CUPPA, an annual plan to secure continuing grant funding to support the unit for the development and delivery of training and education programs.
  • Provide direction, oversight and supervision for the development of high quality research, training, technical assistance and education programs to meet granting agency and fee for service client needs.
  • Monitor and evaluate all CPSJ programs to assure adherence to sound adult education methods and compliance with standards of quality as described by grant awards and directed by granting agencies.
  • Integrate academics with practitioners in the field.
  • Monitor and approve all budget expenditures.
  • Oversee maintenance of all programmatic records and prepares grant project reports.
  • Ensure compliance with administrative, human resources, and fiscal rules and procedures of the University of Illinois.
  • Represent CPSJ with funding agencies, police and other criminal justice entities, communities and other legal entities that are affiliated with the CPSJ or that may be a potential client.
  • Provide leadership in identifying and securing grant opportunities and other external funding for CPSJ and direct the programmatic activities and administration of the grants/contracts once obtained.
  • Prepare CPSJ for all audits, reports to the Dean on all audit findings and presents recommendations for responding to audit findings.
  • Plan, assign and review work of staff to ensure that group objectives are met. Hire, train, develop and manage staff to ensure that a qualified staff exists to meet group objectives.
  • Perform other related duties and participate in special projects as assigned.

Master’s Degree in related field with five years of administrative/management experience. Other required qualifications include: demonstrated expertise and success in securing grant funded opportunities from a variety of sources; leadership/management skills; strong administrative skills; knowledge of and experience with community policing and contemporary law enforcement issues: experience with adult learning strategies across various training delivery systems (classroom delivery, workshop formats, conferences, synchronous and asynchronous on-line training delivery and multi-media presentation); project management experience—with particular emphasis on grant-funded projects and activities; strong oral and written communications skills; strong interpersonal skills; demonstrated ability to work in and experience with cooperative/partnership arrangements with a variety of organizations (universities, policing, non-profit organizations and communities); the ability to work effectively with diverse constituencies; a commitment to program development and innovation.
Preferred qualifications include a Doctorate Degree or terminal degree in an appropriate field; experience or familiarity with government and law enforcement institutions; experience supervising full-time staff and contract employees/organizations; experience working within an academic institution; ability be be creative, innovative, adaptive and flexible.
