Land Bank Coordinator - South Suburban Land Bank and Development Authority

COMPENSATION: $55,000-$65,000; commensurate with experience/qualifications

POSITION OVERVIEW:

The South Suburban Land Bank and Development Authority (SSLBDA or Land Bank) is entering an exciting new phase to scale up operations and staff capacity. In partnership with the Southland Development Authority (SDA), the Land Bank expects to maintain consistent redevelopment of vacant residential real estate while initiating nascent large-scale redevelopment and economic development to the benefit of residents and businesses in Chicago’s South Suburbs.

We are seeking a responsible, creative, and dependable professional with demonstrable knowledge and a history of accomplishment in urban planning, redevelopment, or community development. The Land Bank Coordinator will support real property reclamation projects, manage internal communications and the Land Bank’s web presence, assist in day-to-day operations and administration, and ultimately manage new projects as they are created.

This is a great opportunity for an early career planner or public administrator looking to work in a growing organization with substantial opportunity for advancement.

The position offers a high degree of autonomy and flexibility to the right candidate; dependability is paramount.

The Land Bank Coordinator reports directly to the Program Director, who is responsible for piloting and implementing new projects and programs for the Land Bank.

This position is hybrid but requires regular in-person attendance at meetings, site visits, municipal hearings, and other Land Bank functions in the Chicago Southland.

KEY FUNCTIONS:

  • Support the creation, design and implementation of new programs
  • Assist Program Director in managing planning initiatives and redevelopment projects
  • Oversee the Land Bank’s website, online presence, and external communications with interested parties
  • Support Operations Manager and legal team on acquisition, disposition, and maintenance of property inventory
  • Monitor and administer grant funding to implement new programs and strengthen existing operations, with a particular focus on the Illinois Housing Development Authority’s Strong Communities Program
  • Support Executive Director on planning initiatives, complex projects, and external communications with municipal officials and program partners.
  • Ensure quality control, data integrity, and accuracy in the Land Bank’s Property Profile System
  • Other tasks as assigned
REQUIRED QUALIFICATIONS:
  • Bachelor’s degree from an accredited college or university
  • Minimum three (3) years of demonstrated achievement in urban planning, redevelopment, public administration, housing development or economic development
  • Matriculated graduate coursework in public administration, nonprofit management, urban planning, environmental studies, public policy, or a related scholarship may substitute for work experience up to two (2) years
  • Familiarity with the greater Chicagoland area
  • Experience in urban planning, redevelopment, housing, public policy, or economic development is non-negotiable
  • Knowledge of best practices in planning and redevelopment
  • Experience working in state or local government or directly with public non-profits is highly desirable

What: Under supervision, the Project Manager is the lead staff person for the Chicago Community Land Trust (CCLT) Homeownership Program and works under the direction of a Board of Directors to preserve long-term affordable home ownership opportunities for an increasing number of families in the City of Chicago

ESSENTIAL DUTIES
  • Works to identify and evaluate properties and development opportunities for inclusion in the CCLT’s portfolio Actively works to create partnerships with non-profit and for profit developers to create low to moderate income affordable homeownership opportunities for the CCLT 
  • Works with development partners in coordinating the provision of pre-purchase services to potential homebuyers 
  • Works with the Board of Directors to plan for long-term resources and identify grant funding resources 
  • Prepares materials and strategy for periodic Board of Directors meetings and committee meetings as needed 
  • Responsible for the oversight and preparation of CCLT financial statements and the annual audit process 
  • Manages staff assigned to CCLT work Manages training of buyers going through the CCLT Program Implements the CCLT’s business plan including preparation of the annual operating budget, creating a staffing plan and development of performance measures 
  • Coordinates the implementation of program policies relating to the establishment of covenant fees, deed restrictions, resale formulas, and other legal and requirements of day-to-day operations 
  • Directs the development and implementation of a marketing plan to publicize and promote the sale of CCLT properties that results in qualified buyers for CCLT homes 
  • Conducts outreach to City officials, public and private sector organizations to advise them of the operations and functions of the CCLT 
  • Manages the stewardship responsibilities of CCLT in preserving and sustaining the affordability and desirability of CCLT homes

The Troy Community Land Bank is seeking a full time Executive Director. Interviews will begin late in the Spring of 2017, and the job will be filled this year, as quickly as an appropriate candidate can be found and is available.

The Troy Community Land Bank's core purpose is to redevelop vacant, abandoned and under-utilized properties through community partnerships and strategic planning.

Job Description
We seek a bold leader and spokesperson with a passion for the mission and all it can accomplish. In our first two and half years we have established a strong focus on a specific target area; Troy's most disadvantaged neighborhood. We look now for a leader to maintain that focus while expanding our capacity to impact threatened and distressed neighborhoods throughout the City, and possibly beyond.

While the organization is fiscally sound at this time, future funding is not guaranteed. One of the most critical aspect of the job is to conceptualize and create a sustainable income stream for the long-term future of the Troy Community Land Bank.

Knowledge of Public Authority and Budget Office rules are desirable but not required. Patience and persistence with these rules is essential.

Specific qualifications
  • A minimum of five years' experience in Urban Planning, Real Estate Development/Finance, Public Administration or closely related field is required. A Bachelor's degree is required, a Master's degree is preferred.
  • Proven administrative and leadership skills.
  • Strong public presence and media savvy.
  • Exceptional thought leadership, intellectual and strategic abilities, and the capacity to turn big ideas into actionable plans.
  • We seek a candidate with well-developed ideas for improving, not eliminating, the City's lower income neighborhoods. A solid grasp of the political, economic, social and cultural issues that impact our communities would be a major asset.
  • An understanding of the importance of the social, cultural and economic aspects of neighborhood renewal to compliment experience with real estate matters.
  • Strong writing and presentation skills.
  • Must be a bridge-builder between all groups of people and build consensus and trust that will pave the way to transformation success.
  • A non-partisan approach with a keen political sense is required and will be tested on the job.
  • You must be comfortable in a room with diverse stakeholders and see that as an opportunity to build bridges to new ideas and discovery. You must be prepared to stand up for what you believe, push back against the tide for your beliefs and take calculated risks. A sense of humor is essential, preferably a disarming one.
Job Responsibilities
  • Provide staff support to the board and its committees and serve as the board's liaison to community and civic groups, government and elected officials.
  • Oversee all accounting functions including those necessary for auditing, budgeting, financial analysis, capital asset and property management and payroll.
  • Create and manages acquisition, demolition and disposition programs.
  • Be responsible for development of agreements including negotiating terms that reflect the needs of the community and the Troy Community Land Bank.
  • Source and pursue grant opportunities along with other fund development opportunities.
  • In partnership with the Board of Directors, develop short, medium and long-term strategic plans and the success measures necessary to determine outcomes.
  • Assist the Board of Directors in creating the vision, mission and strategic plan of the organization.
  • Represent the organization with the media and at state-sponsored events, and ensure the land bank maintains maximum visibility.
  • Assemble a support staff necessary to meet objectives. Provide systems, develop skills and establish an organizational culture of competence and caring. Be responsible for all Human Resource activities of the organization.
  • Analyze and evaluate vendor services, particularly for insurance, legal and management of TCLB funds.
  • Work and communicate effectively with our community advisor partners to ensure all recommendations for neighborhood improvement are supported at the grass roots level.
  • Create alternative sources of revenue generation and lines of business.
  • Coordinate all legal matters with the county, municipalities and the state.
  • Manage the transfer and disposition of all properties into and out of the land bank.
  • Improve and expand relationships with developers, non-profits, community development organizations, and businesses on their goals and plans.
