Responsibilities include:
  • Manages and distributes federal entitlement funds given to DuPage County through the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG) Program, and the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program
  • Manages multiple projects and priorities simultaneously
  • Evaluates assigned projects for compliance with environmental, labor, equal opportunity, acquisition/relocation laws, housing quality standards, and income qualification
  • Monitors overall project performance for compliance with all applicable federal, state and local policy, contracts, laws, and regulations
  • Analyzes project feasibility and cash flow analysis for multi-family housing projects
  • Coordinates the needs and input of municipalities and other community stakeholders within countywide plans and programs
  • Prepares Environmental Reviews and Records
  • Conducts citizen engagement surveys and exercise to obtain appropriate data for estimates and projections for community needs

Requirements include the following experience or equivalent combination of training and experience:
  • Completion of a Bachelor’s Degree in Public or Business Administration, Planning or related field
  • One (1) to two (2) years of experience in community development, planning, grant administration, project management or construction escrow administration or related experience
  • Must possess and maintain in good standing a valid Illinois Driver’s License The preferred candidate will have:
  • Working knowledge of CDBG, HOME and ESG regulations
  • Familiarity with federal procurement requirements and documentation required for federally funded construction projects

Planner I or II – Commerce City, Colorado

What: The Planner I or Planner II is responsible for current planning activities including comprehensive project review and development support to departmental staff through research, coordination and preparation of case reports for presentation to Boards, Commissions, the public and City Council. Receives, reviews and comments on development plans, landscape plans, architectural drawings, draft ordinance amendments and draft project reports. The South Suburban Mayors and Managers Association (SSMMA) is seeking a Community Development Planner. SSMMA is a non- profit Council of Governments representing 44 communities in south Cook and eastern Will counties. SSMMA is involved in transportation, housing, economic development, open space, environmental, broadband and other issues important to our member communities and our region. SSMMA’s GIS department supports these activities and maintains the South Suburban Atlas which provides efficient, innovative and high quality GIS services to members of the South Suburban GIS Consortium. Position Description
The Community Development Planner will be responsible for the following tasks:
• Engage municipal leaders and staff in partner initiatives, specifically Cook County Dept. of Public Health’s Healthy HotSpot Initiative
• Engage corner store owners in the corner store conversion process by strengthening relationships with municipal officials and other project partners
• Engage local community in the corner store conversion process and other health-related initiatives by using various community engagement strategies
• Conduct individual outreach and organize events to educate south suburban municipal officials and staff on health-related issues and opportunities
• Provide Technical Assistance opportunities to advance corner store conversions, complete streets policies, and/or smoke-free multi-unit housing
• Leverage existing programs administered by SSMMA and partner organizations to advance health-related initiatives.
• Participate in SSMMA-related events
Required Skills
The Community Development Planner should have a working knowledge of both community and economic development, leveraging various programs, community and municipal engagement techniques, and experience working in the south suburban region or knowledge of current south suburban programs and initiatives. Prior knowledge of public health topics is helpful, but not required.
A bachelor’s or Master’s (preferred) degree in urban and regional planning with a focus on community or economic development or related field of study is required. Relevant professional experience may be substituted for education.
This is a full time (35 hours/week) position. This is a 3-year grant-funded salaried position and includes a fringe benefit package. The position will remain open until filled. South Suburban Mayors and Managers Association is an equal opportunity employer.

The candidate must be able to establish and maintain effective working relationships with staff, supervisors, community and public officials, State and Federal agency representatives, and members of the public. Ability to prepare and review complex studies and reports. Strong research and analytical abilities are essential, as are excellent computer skills. Mapping/GIS expertise preferred.

Required Experience 
We are looking for someone who has completed a bachelor's degree from a college or university with major course work in urban or regional planning, business or public administration, social science, or a closely related field. Master's degree is preferred. A candidate holding an advanced degree and/or practical experience with the CDBG Program is preferred. GENERAL DUTIES: Under general supervision, duties include the preparation of written and graphic reports on various planning matters; review of zoning, variance, conditional use permit, subdivision, design review, and other similar planning related applications. Compiles and undertakes special studies, conducts research and drafts ordinances, administers commercial and residential rebate programs, provides technical support to the Planning Commission, makes oral presentations, performs site inspections, collaborates with other city departments, responds to requests for information at the public counter, and performs other duties as assigned.
SELECTION PROCEDURES: The most qualified applicants will be invited to participate in the City's testing process. Appointment is subject to satisfactory completion of a background investigation. The top candidate will be offered employment conditionally upon satisfactorily passing a health screening, which will be conducted at City expense. Proof of legal right to work in the United States will be required prior to employment. The City reserves the right to change any of the selection procedures. The City may change the duties of the position at any time. This position is exempt from the Personnel Resolution and is not eligible for overtime pay.
