This posting will be used to fill one vacancy.  The vacancy is being announced at two different job classes/levels:  Planner Principal Transportation or Planner Senior Transportation.  If the position is not filled at the Planner Principal Transportation level, it may be filled at the Planner Senior Transportation level.

Job Description:
This position serves as a focal point for Metro Districts’ efforts to provide bicycle and pedestrian facilities and accommodations on the Trunk Highway system (including those appropriate for compliance with the Americans with Disabilities Act); to serve as an expert on meeting those needs; to lead related intra-and interagency coordination.  This position provides critical interdisciplinary resource to the planning, programming, and preliminary design of trunk highway projects that further multimodal state and regional transportation goals and priorities.  Work includes technical assistance to development and review of project’s studies, scoping documents, preliminary design, and environmental documentation; assisting the development District plans for bicycle and pedestrian policy and investment.  

This position is located at the Water’s Edge Building in Roseville, MN. The employee will have the option to telework but will be required to be in the office some days based on business needs. A telework agreement will be required.

Minimum Qualifications

Minimum Qualifications for Planner Principal Transportation:

Two (2) years of advanced professional level transportation planning experience (e.g., Planner Senior Transportation (MAPE 10L level or higher) demonstrating all the following qualifications:

  • Knowledge of transportation planning focused on bicycle and pedestrian facility planning.
  • Knowledge of transportation planning principles and practices.
  • Experience designing, carrying out, and/or participating in transportation planning studies.
  • Experience leading and/or coordinating meetings with stakeholders, elected officials, colleagues, and/or the public.

Education:

  • A bachelor's or master's degree in planning, geography, urban studies, sociology, political science substitutes for six (6) months of advanced professional experience.  

Minimum Qualifications for Planner Senior Transportation:

Three (3) years of professional level transportation planning experience (e.g., Planner-MAPE 5L or higher). Transportation planning experience must include:

  •  
  • Knowledge of transportation planning focused on bicycle and pedestrian facility planning.
  • Knowledge of transportation planning principles and practices.
  • Experience participating in or coordinating planning studies and/or planning processes. 

Education: 

  • A bachelor's or master's degree in planning, geography, urban studies, sociology, political science substitutes for one (1) year of experience.  

If advanced to the finalist pool, in addition to the preceding minimum qualifications you may be assessed on criteria during a job interview including but not limited to the following:

  • Human relations skills including leadership, listening, public engagement, conflict management, negotiating, and consensus building, work direction, and mentoring.
  • Effective communication skills, both written and oral to communicate clearly, logically, and persuasively for audiences ranging from technical peers and work teams to transportation stakeholders, local decision-makers, and the public. 

    Preferred Qualifications

    • Knowledge of and experience working within statewide, District-level, modal office, and regional (MPO) planning frameworks.
    • Knowledge of and experience working with state and local agencies, governmental and professional associations, business interests, advocates, and others involved in transportation, land use, environment, and economic development planning and regulation.
    • Knowledge of/experience with environmental review, preparation of design concepts, project scoping, review of geometric layouts and construction plans.
    • Knowledge of MnDOT plans, policies, practices, and procedures, including design standards, guidance, and design flexibility; knowledge of national norms and best practices for development and implementation of bicycle and pedestrian facilities, and ADA compliance; knowledge of related federal and state transportation law and regulations.
