Job Summary
** The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.
This posting will be used to fill one vacancy. The vacancy is being announced at two different job classes/levels: Planner Principal Transportation or Planner Senior Transportation. If the position is not filled at the Planner Principal Transportation level, it may be filled at the Planner Senior Transportation level.
This position leads/supports planning and research studies for the Long-Range Planning Section within the Metro District Office of Planning, Program Management, and Transit. This position collaborates with colleagues within MnDOT, as well as city, county, regional and federal agencies, and consultants. This position has the option to telework. A telework agreement is required.
Job responsibilities include:
- Applying MnDOT plans and policies to the development and implementation of multimodal transportation planning studies.
- Leading/supporting transportation planning studies and plans, including developing scopes and budgets; procuring and managing consultants; and leading stakeholder and public engagement.
- Developing/delivering effective presentations to stakeholders, the public, policy boards and colleagues.
- Directing/performing analyses using a wide array of data, including demographics, traffic modeling, safety and mobility information for all modes, geospatial data, and large data sets such as INRIX, Streetlight Insight and/or similar sources.
- Performing development reviews and other short-range planning activities as needed.
Education:
- A bachelor’s or master’s degree in planning, geography, urban studies, sociology, political science substitutes for one (1) years of experience.
Qualifications
Minimum Qualifications Planner Principal Transportation:
To qualify for Planner Principal Transportation, applicants must meet the following:
- Two (2) years of advanced professional level transportation planning experience (e.g., Planner Senior Transportation (10) level or higher) demonstrating all the following qualifications:
- Knowledge of transportation planning principles and practices.
- Experience designing, carrying out, and/or participating in transportation planning studies.
- Experience leading and/or coordinating meetings with stakeholders, elected officials, colleagues, and/or the public.
- Experience directing and managing (or supporting) the work of consultants and/or professional staff.
- Experience communicating planning information verbally, in writing, and using visualizations to a variety of audiences.
Education:
- A bachelor’s or master’s degree in planning, geography, urban studies, sociology, political science substitutes for six (6) months of advanced professional experience.
Minimum Qualifications Planner Senior Transportation:
To qualify for Planner Senior Transportation, applicants must meet the following:
- Three (3) years of professional level transportation planning experience (e.g., Planner (5L) experience or higher) demonstrating all of the following qualifications:
- Knowledge of transportation planning principles and practices.
- Experience designing, carrying out, and/or participating in transportation planning studies.
- Experience leading and/or coordinating meetings with stakeholders, elected officials, colleagues, and/or the public.
- Experience directing and managing (or supporting) the work of consultants and/or professional staff.
- Experience communicating planning information verbally, in writing, and using visualizations to a variety of audiences.
If selected for an interview, you will be assessed on your responses to questions about desired professional competencies for this position, which include but are not limited to:
- Technical expertise and accomplishments in transportation planning, principles and practices, as well as consultant contract management.
- Your ability and adaptability in managing complex topics, ambiguities, as conflicting priorities or policies, multiple stakeholders, and/or strong-held positions.
- Diversity and inclusion, including your ability to understand people, demographics and societal trends affecting-and affected by-transportation planning decisions, as well as your familiarity with MnDOT’s plans and policies involving equity.
- Communication, including your interpersonal skills and ability to build constructive relationships, work cooperatively with internal and external customers, and implement project and program objectives.
Preferred Qualifications
- Four or more years of professional experience in transportation planning or a closely related field.
- Knowledge and familiarity with MnDOT plans and policies, as well as federal NEPA processes and guidance, related to long-range transportation planning.
- Direct experience managing transportation planning studies (or supporting this work for senior planner).
- Experience participating in and/or coordinating planning activities with state and federal agencies and/or local government units.
- Proficiency with GIS and/or large data sets and transportation analytical tools, such as StreetLight Insight, to conduct and produce transportation analyses.
